So we had to create a monotheistic religion that even the emperor was bound by. To create a god, even the heavens were created by him, and the Son of Heaven is nothing but a fart. Think about it, wouldn't it be nice if there was a group of people who had a weekly moral lecture and taught them to follow a certain moral code (prayer) without you having to pay a penny.

Of course, in order to cater to the ruling class, it can be recognized that the emperor is the one favored by God, the ruler of the secular world chosen by God, and wants to return secular rights to the secular world. Governing the country with religion is ultimately a failure and an obstacle to scientific and technological progress.
