If it is not paid, the parent relinquishes all rights over the child, including naming rights. The imperial court would name the children and then emigrate them to new settlements far from home.

This article seems to be a bit unsatisfactory, but in Zhu Youxiao's opinion, if you can't raise your own children to grow up, then you'd better not give birth. If you are born but not raised, then you are inferior to animals. There is no problem with how to treat people who are inferior to beasts.

And in the current Ming Dynasty, you have no land to immigrate, you don't have money to put into production to take out loans, you don't have production technology, you can work all kinds of road construction, wasteland, mining, papermaking, weaving, porterage, fishing boats, that is to say, as long as you are not too lazy, then you can rely on labor to make yourself and your family live a life that is not too rich, but you can definitely eat and wear a good life.

Article 3 of the law stipulates that the killing of a child by a parent or clan is considered homicide, and the murderer will be sentenced to death by hanging, and the accomplice will be exiled for 3,000 miles.

Article 4 of the law stipulates that any abuse of women and children will be severely punished by the law. No underage girl (under the age of 16) is allowed to bind her feet, otherwise her parents will be exiled for 3,000 li.

Article 5 of the law stipulates that no workshop may admit minors under the age of 14 (10 years), and that minors over the age of 14 must be paid the same as adults.

The law also stipulates that if there is abuse in the family or clan that results in injury or even disability, the perpetrator must be held legally responsible without first complaint, and the maximum sentence is 3,000 li in exile.

Women's property rights are also clearly stipulated, and a woman's premarital property can be given to her offspring according to her wishes, and her husband's family and clan are not allowed to plunder. In the event of a divorce (divorce), the property before the marriage must be returned to the woman. When a concubine is kicked out of the house, the man must give her five years of living expenses.

The editor's note to this law points out that no minor in the Ming Dynasty is the private property of his parents. The Ming Kingdom advocates filial piety, but does not advocate foolish filial piety, and the sage has a cloud: "The small rod is accepted, and the big rod is gone." "Only by father's kindness can a son be filial, and only a brother and friend can have a brother. Birds and beasts all know that they must raise their offspring well, and I hope that in the country of etiquette in the Ming Dynasty, there will be no human tragedy of abandoning children and not raising children, and parents not supporting.

This new law will naturally cause widespread controversy, but controversy is okay, and since the law has been promulgated, it must first be enforced in accordance with the law. In order to ensure that the law can be enforced, institutional reforms at the state and county levels have been initiated.

Because the current prefect is no longer responsible for adjudicating cases, the original officials can all be dismissed. Even if a sanatorium was set up, some lazy people did not meet the conditions for entering the sanatorium and did not want to work, so they chose to beg, so there were still beggars in the Ming Dynasty. Zhu Youxiao gave a special task to the patrol room, that is, to arrest all the beggars for screening. Most beggars are in good health, and they are all organized. Those who do have disabilities are also artificially created by them, and they kidnap some children, and then break their legs or whatever, and then drive them out to beg, and use their misery to inspire compassion in people, and thus receive a lot of alms.

After such a crackdown, beggars from all over the Ming Dynasty were swept away. This has not only made the city cleaner, but also greatly improved the law and order situation, at least the abduction and trafficking of women and children has decreased dramatically, and the number of petty thefts has also decreased considerably.
