Chapter 40, Agricultural Plan

More than 100 plans of the Ministry of Industry were deliberated and approved by the parliament in just one day, which is not considered to be high in European countries, but this is the normal efficiency of the Bulgarian parliament.

Everyone has a job, and opposition for the sake of opposition cannot happen in Bulgaria, and the few parties that were suppressed by Ferdinand have now disappeared.

The current Bulgarian people don't care what you say, participate in the parliamentary election, and first show their contribution to the country, the mouth cannon party will not be able to mix it up for a long time!

On 13 August, the meeting continued its deliberations on agriculture and the moderator, Rolex Totle, took the podium as usual.

"At the beginning of the meeting, today's deliberation is the agricultural development outline submitted by the Ministry of Agriculture, the main contents include:

1. Plan for the new production capacity of 10 million tons of grain in the country, and increase the construction of water conservancy projects in major grain producing areas; (budget 650 million leva)

2. Promote agricultural science and technology innovation, improve the public welfare agricultural technology promotion system, develop modern seed industry, and accelerate agricultural mechanization; (budget 360 million leva)

3. Improve the modern agricultural industrial system, promote the large-scale planting and breeding of horticultural products, livestock products and aquatic products, accelerate the development of facility agriculture and agricultural product processing industry and circulation industry, and promote the specialization of agricultural production and operation; (budget 120 million leva)

4. Develop water-saving agriculture in Iraq and Syria; (Budget 100 million leva)

5. Promote the planting of cash crops, such as: cotton, coffee, roses, grapes, etc.; (budget 80 million leva)

6. Implement the minimum guaranteed price for domestic grain, tentatively set at 368 leva per ton, once the purchase price of commercial grain falls below this price, the Ministry of Agriculture will contribute to the rescue of the market; (Budget unknown)

……”

Agriculture Minister James Ivanov has taken to the podium to be questioned by parliamentarians.

The first to be asked was a young engineer who opened his mouth and asked, "Dear Mr. James, is it not contradictory that the Department of Agriculture is increasing agricultural production on the one hand and enforcing the minimum grain protection price on the other?"

We all know that under the law of market economy, the price of grain is linked to production capacity, and after the total grain output increases, the consumption rate of the market does not keep up, so the price decline is inevitable!

We can calculate the current arable land area data in Bulgaria.

Romania: 96,100 square kilometers;

the Middle Balkans (formerly 35,000 square kilometers in Bulgaria, plus Istanbul) 54,600 square kilometers;

15,800 square kilometres of Bosnia and Herzegovina (including part of Croatia, mainly Dalmatia)

Greece covers an area of 38,100 square kilometers;

Albania region of 7,100 square kilometers;

Montenegro region 02,300 square kilometers;

33,100 square kilometers in Serbia;

Macedonia 03,300 square kilometers;

Our native arable land alone is as high as 250,400 square kilometers, and there is still a lot of room to be excavated in this figure, and we only count the existing arable land, not counting orchards, pastures, and land for growing cash crops.

We have not been able to count the area of arable land in the colonies, but the arable land area of the Asia Minor Peninsula alone is more than 20 square kilometers, and counting our new African colonies, there is a high probability that there will be millions of hectares of potential arable land in these nearly 10 million square kilometers, so is it necessary for us to develop them all?

The so-called increase in total grain output by 10 million tons in 10 years may be done by the government without doing anything, as long as the land is distributed to the peasants, and they can complete it themselves! ”

Ferdinand, who was backstage, nodded with satisfaction, this kind of reasoned and well-founded question was what he liked the most.

The data party is not easy to mess with, but now Bulgarians like to talk about data, and under Ferdinand's butterfly effect, the mathematics level of the Bulgarian people has ranked first in the world.

Judging from the area of cultivated land alone, it is theoretically achievable to increase the total grain output by 10 million tons, not to mention that the total grain output will increase by 100 million tons.

James said unhurriedly: "This question is a good question, we are greatly increasing grain production on the one hand, and at the same time we want to stabilize food prices, it seems to contradict each other, but in fact this question is not contradictory!"

To increase food production, we do not intend to increase the planting area alone, but to make more use of more advanced agricultural technology.

Although the land area in the colony was vast, it was impossible to develop all of it in the short term, and in view of the different geographical conditions, agriculture thought that it would be more cost-effective to grow cash crops on these lands.

In terms of grain yield per acre, we are nearly 15 percent lower than that of France, which has developed agricultural technology, and this gap is the result of our popularization of new agricultural technology, and 20 years ago our grain yield per mu was less than two-thirds of theirs!

The popularization of new technologies is also conducive to increasing farmers' incomes and improving their living standards!

As for the protection of grain prices, the problem is even simpler; the international grain prices are changing, and this is a fluctuating situation, and we must ensure the basic income of the peasants, and we must not let them go bankrupt just because the grain prices in the international market have plummeted, right?

As the second largest grain exporter in Europe (now the first is Austria-Hungary, the woolly bear has no time to farm recently), we naturally have to maintain our market share, otherwise the grain production of the British and French colonies has developed, and our industrial chain will be gone.

Although on the surface our total grain output is constantly rising, we must not forget that our population is also increasing rapidly, and after we remove the growth of domestic demand in ten years, the increase in grain exports to foreign countries will not be too high, and it will still be within the tolerance range of the international market!

Because of the increased financial expenditure of the implementation of grain protection prices, we can also earn back through taxation in the later grain circulation links, which involves a series of economic problems. ”

The main exporters of Bulgarian grain are now Italy and Germany, whose purchasing power has been greatly reduced due to the world war, and Bulgarian farmers have had to adjust their crops according to their purchasing power.

For example, now that cheaper potatoes and brown bread have become staple foods on their tables, Bulgarian farmers have had to grow these crops instead of wheat.

As a major grain exporter, we must always pay attention to the changes in the international grain market.

If supply exceeds demand, the price may plummet, or even cannot be sold; Although the supply exceeds the demand, the price can be raised in the short term and the big money can be made, but the British and French colonies are not short of arable land, stimulated by profits, once the capitalists develop these areas, the major grain exporting countries will not want to live a good life!

Seeing that the young man who asked the question had already returned to his position, Rolex Totel spoke again: "The meeting continues, old rules, if you still have questions, please raise your hand!" ”

The group of brushers raised their hands, and Rolex Totel continued: "The old gentleman in the middle of the second row, please speak!" ”

Then the old man asked, "Mr. James, I don't understand why the government should spend a lot of money on water-saving agriculture?"

Since there is a shortage of water in the local area, we should not develop agriculture, and Bulgaria is such a large country, where can we develop agriculture, why do we have to go to Iraq and Syria to do it? ”

James said unhurriedly: "This problem has to do with industrial development, to be precise, the oil industry, and at present, our domestic oil companies have explored for oil in the above-mentioned areas.

We all know that oil extraction is a very troublesome thing, which requires a lot of manpower, and if nothing else, a few more cities will be added to the local area.

If they are shipped from other places, wheat and potatoes are fine, but vegetarian vegetables and meat are very troublesome.

This requires a lot of additional freezing equipment and does not guarantee the freshness of the dishes. Economically, we are self-sufficient with local resources, and it is more cost-effective! ”

The old man nodded with satisfaction, and then sat down, as an older generation, in his opinion, the government does things as long as there is a purpose, and the most afraid is to toss blindly.

Rolex Totel spoke again: "The meeting continues, if you have any questions, please raise your hand!" ”

After a pause, he spoke again: "Mr. 2 on the right side of the sixth row, please speak!" ”

The middle-aged man stood up and said with some hesitation: "Dear Mr. James, I am very puzzled by the government's increased investment in agriculture!"

In the next 10 years, the government will spend as much as 3.6 billion leva in agriculture? If this money is invested in industry, or education, wouldn't we have more benefits?

From the current rate of return on investment, the investment in agriculture is a long-term investment, and the benefits are not immediate! ”

James smiled and said, "Agriculture is the lifeblood of a country, and the world war that just ended is an example of this, and the Allies were not so much defeated by us as they were starved by themselves!"

Bulgaria, as a grain exporter, did not go hungry at the height of the world war, while the other belligerents experienced famine of varying degrees.

Even the British Empire suffered a famine in 1917, and at its most critical moment, the country's food reserves were only enough to feed its citizens for three and a half weeks.

Italy starved to death, and millions of people have not been able to recover until now; Even our neighbors, Russia and Austria-Hungary, have experienced food panic to varying degrees, although their government organization is too low, accounting for the main reason, and the lack of attention to food production is also an important factor!

History has taught us that the most important lifeblood of food must be in our own hands!

I would rather have too much food in the country to eat, and use it to make feed and make wine; Nor can you give up control of this lifeline in order to save money! ”

As soon as the words fell, there was immediately a round of applause, and there was an example for their neighbor Italy, and now everyone dare not ignore the existence of agriculture for the sake of economic interests!

3.6 billion is a lot when it is put together, and once it is separated, it will be 360 million leva per year, which is not too big.

And these investments are also rewarded, the real pure investment is the first year, and then you can also use the benefits generated by the early investment to invest, from an economic point of view, this investment is not 3.6 billion leva, maybe 30 leva or less!

Only Ferdinand knew why Bulgaria had invested so heavily in agriculture, and in addition to these superficial reasons, the system of awarding land for military merit that he established was the real promoter of this national policy!

You can't learn from the British, during the world war, the front line was dominated by aristocratic officers with soldiers, and the government in the rear lacked military spending, so it turned its attention to them, and under the push of the domestic consortiums, the taxes that should have been put on the heads of the bourgeoisie fell on agriculture.

When the world war ended, a bunch of British aristocratic officers died, and when they returned home, they found that because of the sudden increase in taxes, many small nobles were directly forced to go bankrupt, which is why the British Empire would decline so quickly in later generations.

The pillars of the country are gone, although the nobility has gained some privileges, but the European aristocracy is also the main force in every war, without this gang of people in the war years, be ready to catch the blind!

The bourgeoisie cannot support it, at least when it is necessary to sell its life, this person is not easy to find!

Relying on flickering and spiritual encouragement, it can only come once, once the people find out that they are fortunate and hardworking, the final harvest is not as good as messing around in the rear, and the country will be finished!

Why did the French collapse in World War II? It's still the same reason, the people have been fooled once, and they can't come again, and people don't want to continue to work hard!

It's not just a few politicians who don't want to fight, but the people below don't want to sacrifice in vain, and the government can't come up with something that makes them happy, so naturally few people are willing to give their lives!

The Italians next door are the first to learn shrewdness, and their first reaction in the war is to save their lives, as for whether they can win or not, this is none of their business!

With so many lessons from history, how could Ferdinand not consider the interests of those who worked for him? Only by making these people's lives better can we induce more people to work for him, the king?

The British and French died on the battlefield, their families were scolding the government, and demonstrations to find the government to protest were also endless!

But in Bulgaria, there are very few family members who scold the government because of this issue, and there are never cases of demonstrations to protest against the government, and there is no doubt that everyone has been bought by Ferdinand!

The benefits are enough, the social status is enough, they all go out with their heads held high, and they have to be respected wherever they go, and everyone thinks that this life is worth it!

The accumulated merits, future generations continue to struggle, and it is possible to become a nobleman, and from then on become a member of the ruling class, which is the easiest way for the people at the bottom to rise in this era!
