Finally, Buchanan suggested that Congress propose a constitutional amendment to the issue of slavery. He said that the amendment should recognize the ownership of slaves by slave owners in slave holding states, and that such rights should be protected until the new territories became full-fledged states. The amendment would also repeal state interference legislation in returning runaway slaves to their owners.
