Lou Jing did not answer directly, but threw out a question and asked the emperor rhetorically, "Your Majesty built the capital of Luoyang, is it to compare with the Zhou Dynasty?" ”
Liu Bang replied, "Yes." ”
Lou Jing opened the debate mode, and the topic was "Guanzhong is more suitable for building a capital than Luoyang", and he said: "Your Majesty's acquisition of the world is different from that of the Zhou Dynasty. The ancestors of the Zhou Dynasty were enshrined in Tai by Yao, and successive monarchs relied on virtue and politics to inspire the people. His Majesty started from Peixian and fought hundreds of battles before he won with difficulty. The Zhou Dynasty won the world with virtue, and His Majesty won the world with power. The location of the capital city should meet the needs of the times. The terrain in Guanzhong is dangerous, the products are abundant, and there is the foundation of the original Qin State, so it is better to control the world when it is built in Guanzhong. ”
Liu Bang asked for the opinions of the ministers, and the ministers were unwilling to stay away from their homeland, and they argued that the Zhou Dynasty would be the king in Luoyang for hundreds of years, and the Qin Dynasty would die in Guanzhong II, so it was better to stay in Luoyang.
Liu Bang hesitated.
Only Zhang Liang supported Lou Jing's suggestion and said: "The hinterland of Luoyang is too small, with a radius of only a few hundred miles, and it is easy to be attacked on all sides; In the middle of the pass, there is the danger of the Hangu Pass of the Kushan Mountains on the left, and the Qinling Mountains are high mountains on the right, and the land is fertile. Due to the destruction of Xianyang, Liu Bang decided to build a new capital. The imperial court institutions were temporarily relocated to Liyang.
Xiao He built Changle Palace on the site of Xingle Palace of the Qin Dynasty on the south bank of Weishui, and built Weiyang Palace on the basis of Zhangtai of the Qin Dynasty as the main hall of the Han Empire. In 200 B.C., Weiyang Palace was built, and the capital was officially moved from Liyang.
Because it is located in Chang'an Township, Liu Bang named his capital Chang'an, which means long-term peace and stability.
