First of all, it is necessary to solve the problem of building water conservancy and developing shoals.

Call those who don't have land and let them develop it. Adopt the method of signing up for good land reclamation first, and then sign up for reclamation of poor land, and encourage everyone to actively participate.

The shallows are developed first, and the shallows are fertile land, and both water and dry crops can be grown. Then the land on both sides of the water conservancy channel will be developed, and finally the land will be reclaimed.

Downstream of the lacquer garden, there is a natural lake. In fact! It is a natural reservoir. The water level of the reservoir varies depending on the season. So! There are many shallows on it.

The local farmers also calculated how much land they could reclaim, and then how many embankments they would need to build. Such! Build as many embankments as you build and divide as much land as you want.

"Actually! It's not just one person to build the embankment, but once we have a plan to build a section of land, we can go into battle as a family and our relatives will help. So! The progress of the embankment is very fast.

And also! We are not afraid of the summer floods! We can take it step by step, we can open the guidance channel first. On the shallow side, we can build as much as we can, and when autumn comes, we will build the remaining embankments, and we will be able to divide the land, and we can grow the first crops......"

Everyone listened to Zhuangzi say this and felt that it made sense. Dig a guide channel first, and build as many dikes in the shoals as you want. Anyway! It will give you the amount of land according to the length of the embankment.

After everyone made up their minds, Zhuangzi discussed with everyone how to distribute the land. How much is good land, how much is generally cultivated land, and how much is not good soil.

And then! He also went to the site with everyone to inspect and discuss the specific construction of the embankment.

Whoever will dig the channel, who will build the shoal. The amount of work involved in building the shallows is large, and the amount of work involved in digging the guide channel is easy in some places, and the amount of work is also large in others. So! Theoretically, it is how long the embankment is built to give you how much land you get, but it is difficult and easy to build an embankment, and it cannot be generalized. Otherwise, people with a large amount of work will suffer, and those who suffer losses may give up, and giving up will affect the progress of the project. So! It must be discussed beforehand, and then! Then it is up to everyone to draw lots.

Zhuangzi usually doesn't speak, it's all discussed by everyone, he is just a bystander. The bystanders clear, and then it is up to him to make a summary.

The specific way to do this is up to the local people to discuss and solve the problem. Who will develop it will be determined first. Again, who are willing? If you don't want to, you just remove the list.

Right now! The fear is that there are too many people willing to exploit and too little arable land. You don't want to participate in the development, and others can't ask for it. With one less person to develop, they can get an extra share of the land.

After solving the problem of shoal development, Zhuangzi solved the problem of land reclamation in other places in one go. And then! Go outside the lacquer garden and discuss the development of the land outside the valley.

Agriculture is the foundation, and this has been the case in any era in history, and it is difficult to develop without paying attention to agriculture. The problem of food is a big problem, and gold, silver, and everything else cannot be compared to the importance of food, and it cannot be exchanged for a mouthful of food.

There are also wastelands elsewhere in the valley, mainly due to the lack of aqueducts and flooding, which has left much of the land wasted. And also! Everything is caused by the absence of a cistern. There is no water to irrigate during the drought, and the water floods the temple when the flash flood comes.

These problems are very simple to solve, as long as someone comes forward to organize, build aqueducts and build cisterns.

There is no one to organize, there is no benefit, who wants to repair?

Whether it is the construction of a reservoir or a diversion canal, it is a major project. Other than that! There are many people involved.
