The final decision was to build a 40-kilometer-long causeway from the foot of the mountain northeast of Dangyang City to the foot of Bailong Mountain in Jingmen.

The causeway acts like a gate that encloses the entire lake with complex topography and a railroad is built on top of it.

Nine large culverts were built in nine low-lying areas to discharge the flood water when the water rises in the embankment.
