Zhang Zhizhong summoned the garrison commander Yu Yi and the provincial security director Xu Quan, and the two came up with a "city burning plan" at 4 pm on the 11th.

The plan consists of 13 articles, which clearly requires: "Before abandoning the defense, all public and private buildings in Changsha City and all materials that are not ready to be transported must be burned and not used by the enemy", "the Second Garrison Regiment of the Provincial Capital Garrison Headquarters and the Changsha City Social Training Corps shall be responsible for implementation", "before two o'clock in the morning on November 13 (1938)", and "enter the preparatory position". In addition, the process of burning the city, such as the distribution and control of ignition materials, the order, signal, order, and discipline of the fire, were also specified. The location of the fire was selected as Tianxin Pavilion.

According to Xu Quan, chief of staff of the Changsha City Garrison Command, who drafted the plan, Xu Quan's revised plan (a total of 13 articles) clearly demanded that "before abandoning the plan, all public and private buildings in Changsha City and all materials that are not ready to be transported must be burned and not used by the enemy." The location of the fire was selected Tianxin Pavilion, which is the highest geographical location in Changsha City. Zhang Zhizhong instructed: "The preparation is completed at 4 o'clock tomorrow morning (13th), and I will review." ”

Zhang Zhizhong, together with Yu Yi and Xu Quan, studied and set up the "Destruction Changsha Command". It was decided that Xu Kun, head of the Second Garrison Regiment, would be the commander-in-chief, and Wang Weineng and Xu Quan, deputy commanders of the Municipal Social Training Corps, would be the deputy commanders.

At about 2 o'clock in the morning on November 13, 1938, a fire broke out in the wounded soldiers' hospital outside the south gate of Changsha.

Xu Quan called the police chief, Wen Chongfu, to ask for firefighting, and the reply was: The police have been evacuated, and the firefighters have also been evacuated. In addition, due to the scorched earth policy, all fire trucks have replaced their water with gasoline. The fire caused by accident was not extinguished quickly.

Less than a quarter of an hour later, three more fires broke out at the south gate. The city garrison headquarters, which did not know the truth, saw the fire outside the city and thought it was a signal, and threw lit torches at oil drums or residents' houses. Not long after, even Tianxin Pavilion was on fire, and then the whole city caught fire.

Seeing that the fire could no longer be extinguished, the city could only be abandoned. In the end, the Changsha fire burned for five days and five nights before it went out on its own.

Since the plan to burn the city was strictly secret, the burning of the city took place suddenly and without receiving orders.
