On the one hand, make friends with the countries of the Western Regions, continue to deepen relations, and improve relations; On the other hand, it is even more necessary to have good relations with the five Indian tribes. A big detour and a big outflanking strategy not only wraps Tubo in our friendly neighbors of the Tang Dynasty, but also can use this to deter Tubo. As the king of Jiangxia said, if there is something, raise the banner of righteousness, march volunteers, raise your arms and shout, the countries will respond, and our Datang can even wipe out Tubo in one fell swoop! ”

Fourth, send envoys to the southwestern provinces to make friends with the kings of the five Indias, the king of the Ring Sun, and then complete the co-prosperity relationship with the nations.

Fifth, through a diplomatic strategy of great detour and outflanking, we should occupy the commanding heights of morality and prevent trouble before it happens.

After the implementation of such five policies, the outside is loose and the inside is tight, and there is no worry about what big storms can be stirred up in this Tibet. And this basic strategic national policy towards Tibet has also ensured peaceful coexistence between the Tang Dynasty and Tibet for nearly 100 years.
