Nationalists and anarchists in Russian Ukraine are also targeted! These people either want to create an independent state, or they just don't want a government. They will treat outsiders on the left and right as enemies, there is no possibility of compromise, and neither bribery nor swords will bring them to their knees! Some of them even began to fight the White Army with the Red Army, and then with the Red Army, capricious, without the possibility of bribery and without forming a basis for interests. And then there are two categories of people left, one of which, naturally, is the historical Red Army, and the other part is the White Army and the old Ukrainian nobility behind them! But it should be noted that among these old nobles also need to be screened and selected, in addition to their tendencies and talents, another very important issue is that there must be a certain amount of popular prestige! Why did the Soviet Red Army start to be so powerful? It is because they do represent the interests of the vast majority of people, at least give them a hope!

In other words, the prince needs a Ukrainian regime composed of enlightened capitalists and nobles as a partner, and the prince does not intend to completely turn Ukraine into a vassal, on the one hand, it is laborious, and on the other hand, the two sides already have a better model of cooperation, Ukraine as a big granary for Germany, and Germany provides Ukraine with industrial products and security guarantees.
