The separation of official titles and actual positions made a large number of officials inside and outside the court of the Great Song Dynasty idle, and the three provinces, six ministries, and twenty-four departments all had formal officials in name, but they had specific real power unless the emperor specially ordered them, and most of them did not manage the functions of the ministry according to their official positions.
