Chapter Ninety-Three: Signature

After discussing what was initially considered the simplest but most complex land issue, the rest of the matter was logical and did not diverge too much, especially on issues such as urban issues and industrial technology, and Chen Jian was unanimously approved.

The ceramic craftsmen hired from Jingdezhen to take advantage of the kiln strike incident at a high price also allowed the original ceramic factory in Mincheng to develop, thus expanding the scale and accommodating more workers.

Cement factories, glass factories, timber factories, etc., have also developed rapidly due to the capital investment from the capital, the Netherlands, and the coastal counties, which in turn has led to the rapid development of the coal industry, which already has explosives, rails, and canals.

Just after the New Year, the Mexican Party invited most of the progressive groups of the original Progressive League to hold a drafting meeting, which culminated in the issuance of a volume of "The Program of the Second Council of the Minjun Nationalists".

It reads as follows.

Article 1: The Republic of China is an inseparable whole, and the people of Minjun are sworn to defend the integrity of the Republic to the death.

Article 2: In order to fulfill the traditional obligations and responsibilities of the people of Mincheng to participate in politics, the Second Council of the Peoples of the County was established.

Article 3: The Council will resolutely fight against any enemy who attempts to subvert the republican system, to divide the Republic, or to violate the traditions of the Republic.

Article 4: The Council shall earnestly fulfill the obligations of the State and urge the people of Min County to pay the national taxes on time.

Article 5: The Council refers to the Golden Table of the People's Republic of China and the traditions of the Chinese people, and proposes to try to expand the qualifications of the Chinese people to participate in politics within the scope of Min County.

Among them, men born in the county and at least 18 years of age, and women who have made great achievements and have been approved by the council and have made breakthroughs in science, have the right to vote and to stand for election.

Not born in the country, but recognized the laws of the country and lived in Min County for three years; and those who make a living by labor, or own property, or marry a Chinese woman, or adopt a Chinese orphan, or raise a Chinese orphan, or donate 100 silver coins or more for the public expenditure of Min County, shall have the right to vote and the right to stand for election in accordance with the preceding article.

Any person who is not a man or a woman of the country, but who has been judged by the Scientific Committee and the Council to have made a great contribution to the development of mankind, shall have the right to vote in the Council and before being elected. In this evaluation, the Scientific Committee and the Standing Committee of the Council have one veto power.

Article 6: In view of the fact that the history of Chinese people's participation in politics is too long and they cannot have the ability to distinguish between right and wrong for the time being, Article 5 will not be implemented for the time being. After five years, the provisions of Article 5 will be formally adopted.

Article 7: The Council shall only replace the incomplete Council for a period of five years, but shall have all the rights of the Council and shall recognize the provisions of Article 6.

Article 8: The rights of Article 5 shall be terminated in case of serious crimes, treason, etc.

Article 9: The powers of this Council shall be granted by the people of Min County as stipulated in Article 5, and the power to exercise in Min County shall be mentioned before Article 1234 is guaranteed.

Article 10: The laws under discussion in this Council must conform to the general legal basis of the Republic; In the event of a conflict between the regulations of the county and the general laws of the Republic, the general laws of the Republic shall prevail.

Article 11: Due to the peculiarities of the development of the county, it is the duty and obligation of the Council to improve the provisions of the old law, and to submit them to the National Assembly of the Republic for the purpose of trial implementation.

Article 12: The Council shall have the right to select such public officers as may be neglected by the State, necessary for the new era, and which did not exist in the old era, in order to meet the needs of the people of the county.

Article 13: In the event of a conflict between the powers and responsibilities of public officials and those of the statutory officials of the Republic, the statutory officials of the Republic shall prevail.

There are many more signatures in the back, as well as various political parties, individuals with prestige in Min County, some renegades of the old era, some radical parties, and the county-level National Public Affairs Management Committee in Nan'an.

These signatures are much longer than the content of the entire program.

It's not meant to be scary.

Rather, it is to let people know that these people cover most of the middle and lower levels of the entire Fujian City, plus an industrial capital group that can wrestle with Nanyang Company in terms of capital.

The signatures of the upper layers are basically absent except for some individuals. But for Nanyang, these signatures mean that as long as they do not interfere with their interests, it is better to give some false support, and once the chaos in Mincheng will seriously affect their profits, and even more affect some of the external capital forces that invest their money here.

It is almost a foregone conclusion that this program will be discussed and adopted at the county council meeting to be held in the spring.

The two drafts that were to be discussed at the second meeting of the county council immediately after this have also begun to spread the news in Mincheng in advance.

"Proposal for Rent Reduction and Interest Reduction for Improving the Treatment of Tenant Farmers" and "Proposal for Public Redemption or Free Competition of Franchise Rights Related to the Reform of County Taxes and National Taxes and the Livelihood of the Citizens in the County".

The former is a struggle in the countryside, and the latter is a concession in the cities.

It was not until this moment that many people in Mincheng finally understood that the Mexican Party was going to extend its hand to the countryside.
