In addition to agriculture, industry and commerce are also the key to the development of the Shaanxi-Gansu-Ningbo Soviet Region, and only when industry is developed can the Workers' and Peasants' Red Army's military construction have a solid foundation.

As for commerce, the Workers' and Peasants' Party in the Soviet District of Jiangxi Province had already suffered enough of the blockade of the commercial economy due to the inability of commerce to circulate, and when it came to the Shaanxi-Gansu-Ningbo Soviet District, it was natural that it would not repeat the mistakes of the past, and vigorously developing the commercial economy became the consensus of all people.

5. Strengthen and develop the armed military forces of the Shaanxi-Gansu-Ningbo Soviet Region.
