The difference between these two warship construction systems can be clearly seen. In peacetime, it is impossible for the Imperial Navy to build a large number of warships, especially battleships and aircraft carriers, which are generally only a few at the first level, and the requirements for speed are not very high. However, in times of war, the speed of construction, the performance of battleships ranked first, and all new ships were built in large quantities after it was determined that the performance met the needs.
