By early April, the South Russian White Army had taken control of most of Ukraine on the left bank of the Dnieper River and the lower Don River, as well as Transcaucasia, including Donetsk, Russia's heavy industrial center.

At the same time, the newly restored Poles also began to take advantage of the fire. In mid-February, the Soviet-Polish war began in earnest (there had already been skirmishes), and by March the situation on the battlefield had become very favorable for Poland. In order to use the main forces against the White Army, the Red Army could only gradually retreat from the front line from the Courland border in the north to Ukraine in the south.

In this situation, which can be described as internal and external difficulties, the birth of the Hungarian Soviet Republic is equivalent to opening up a second battlefield for Soviet Russia!

Hersmann, on the other hand, wanted to use this opportunity to bring the Russian-German relationship closer again, which had previously been estranged because of Empress Olga. In Hersman's memory, in less than two years, Soviet Russia's economic policy will take a 180-degree turn, and the era of the New Economic Policy will come. If relations with Soviet Russia can be restored one step earlier, the economic promotion company will be able to reap huge benefits from the "reform of Soviet Russia."
