Chapter 118: The Taiwan issue must be tough on both sides

Each of the five 10,000-ton ships is equipped with six 122-mm 40-barrel rocket launchers on its deck, which are mainly used to destroy Taiwan's beachhead, annihilate and suppress the enemy's living forces, fire facilities, assembled infantry, tanks, etc. The maximum firing range of the 122-mm 40-barrel Tempest rocket launcher is up to 30 km. 122 km less than the 122-mm 40-barrel rocket launcher of later generations. But now it's enough. And equipped with a base-produced D1WS200 small UAV for reconnaissance and artillery fire correction.

After the 1 August Army Day, 12 J10 fighters, 4 JH7 Flying Leopard fighters, and 20 MiG-15 fighters took off from the base and were transferred to the newly built Wenzhou airport. At this time, half of the forces of the base were transferred to the Guangdong-Min-Zhejiang front.

The sharp blade has been put on the neck of the Kuomintang authorities in Taiwan.

In a European-style three-story building in Central, Hong Kong, representatives of the Kuomintang and the Communist Party met again.

On New Year's Day, Zhou Enlai promulgated the 10-point guidelines for the peaceful settlement of the Taiwan issue, which was endorsed and highly praised by the majority of political axes and people around the world. It is believed that the political axe of New China, with its broad mind, put forward the concept of "one country, two systems", and created a new idea and a new model for the world to peacefully resolve the issue of peace between regions within one country and one nation due to differences in political and economic systems. Chiang Kai-shek of the Kuomintang had no reason not to accept such conditions as Zhou Enlai.

Most people in China were a little puzzled by Zhou Enlai's announcement on New Year's Day of the 10-point policy for the peaceful settlement of the Taiwan issue, and felt that this was too cheap for the Kuomintang reactionaries. The Central Committee has issued a document explaining to the whole party, the whole army, and the people of the whole country why our party is doing this, and the party organizations at all levels have also done a great deal of work to this end.

All over the world, the whole of China is watching every move of the Kuomintang and the Communist Party and watching this new national model.

On the second day of January, the day after Zhou Enlai announced the Ten Principles for the Peaceful Settlement of the Taiwan Issue, Liu Jie, deputy director of the Taiwan Office of the Government Council, was sent to Hong Kong. He held a news conference at the office of the Chinese political commissioner in Hong Kong, calling on the Kuomintang to send representatives to Hong Kong as soon as possible to contact him and hold talks on the peaceful settlement of the Taiwan issue. It was not until after the Spring Festival in 1951 that the Kuomintang sent some personnel with the surname of affairs to negotiate the issue of technical surnames for the talks. At the beginning of April, Cao Minquan, deputy director of the Political Department of the Kuomintang Party Department, was designated as a representative of the Kuomintang authorities, and had substantive contact with Liu Jie, deputy director of the Taiwan Office of the Government Affairs Yuan.

At the first meeting between the two sides, Liu Jie, deputy director of the Taiwan Affairs Office of the Government Council, once again reiterated to the Kuomintang delegates Premier Zhou's 10-point policy on the peaceful settlement of the Taiwan issue, and explained them word by word, and even gave a detailed explanation of the personnel arrangements and living conditions of the KMT's key members. It is hoped that the Kuomintang authorities in Taiwan will attach importance to the overall interests of the country and the nation, understand their good intentions, have a clear understanding of the situation, put aside unrealistic ideas, seize the opportunity, give up ideological struggle, accept the proposal of "one country, two systems," realize the reunification of the two sides of the strait as soon as possible, let the people of Taiwan return to the big family of the People's Republic of China as soon as possible, and do not allow foreigners to take advantage of the struggle between the two sides of the strait to benefit from it and jointly build our own country.

On the Kuomintang side, Cao Minquan also made a so-called "four-point statement" to the Kuomintang authorities. Explanations were made.

Liu Jie listened carefully to the so-called "four-point statement" of the Kuomintang. After the explanation, he solemnly warned Kuomintang representative Cao Minquan that the so-called four-point statement put forward by the Taiwan authorities does not conform to the actual situation and China's national conditions, and that the construction of open cooking requires a process and is compatible with the productive forces and production relations, and it is simply impossible in China at the present stage. Liu Jie said bitterly: "The central people's political axe has shown the greatest sincerity and allowed Taiwan to keep the current system unchanged for 50 years. Is there any political axe in the world that can achieve the "one country, two systems" point? From this point, we can see the mind of our Chinese people. Regarding the "four-point statement" put forward by the Kuomintang, Liu Jie also explained one by one the reasons why [***] was unacceptable. He said: "First, the so-called political axe against political axe that you proposed, I would like to know what kind of political axe the Kuomintang authorities represent? Is it the local political axe of Taiwan or the central political axe of the Republic of China? If it is a local political axe, how can it be possible to negotiate with the central political axe on a reciprocal basis? If so, isn't the central people's political axe going to hold negotiations with the political axe of every province? ”

"What we represent is, of course, the central political axe of the Republic of China." On the Kuomintang side, Cao Minquan immediately explained the subject he represented.

"Okay" Liu Jie continued: "Director Cao, you said that the Kuomintang authorities represent the central political axe of the Republic of China, so where is the main body it represents?" With a territory of 9.6 million square kilometers and a population of 470 million, which can you represent? ”

On the Kuomintang side, Cao Minquan was speechless and speechless.

"So there is no such thing as an equal negotiation between us. You can only represent the political power of one place. Liu Jie also said: "Second, on the issue of your proposal for the Kuomintang and the Communist Party to form a joint political axe, the political axe of the People's Republic of China was originally composed of multiple parties. Why did the Kuomintang exclude other political parties and form a coalition government [***] separately? The Kuomintang can participate in political axe work by participating in the Chinese People's Political Consultative Conference and the National People's Congress as a Ming Boiler party. Third, you proposed that 'under the supervision of the international community, a national referendum will determine China's current socio-political system and economic system.' China's affairs should be settled by the Chinese themselves, so why do you ask the international community to supervise and let outsiders participate in their own affairs? Do we Chinese need foreigners to supervise the affairs of our own families, and we must foreigners to preside over the so-called justice for us? When did foreigners give justice to China? The question of holding a nationwide referendum to determine China's current social, political, and economic systems is even more pleasant, but in fact it is something that cannot be done at all. Don't you know about China? The vast majority of people in China are illiterate, with backward transportation and information blockage, so how do you let them understand China's current socio-political system and economic system? How to determine the future socio-political system and economic system? This is nonsense with your eyes open! ”

In this regard, even Cao Minquan, a representative of the Kuomintang, felt that the condition put forward by the Kuomintang was pure nonsense.

"As for the fourth point, it doesn't matter whether the army is called the Chinese National Defense Force or the People's Liberation Army, what matters is what its purpose is. Is it able to effectively shoulder the responsibility of defending national security, defending the interests of the country, being loyal to the country, and serving the people? Liu Jie said: The party commanding the gun is the consistent principle of our party, and you don't even think about it if you want our party to change this. Is your President Chiang really able to relinquish the leadership of the army? You won't be ignorant of the principle of not doing unto others as you would have them do unto you. ”

More than four months have passed since then, and there has been no substantive progress in cross-strait peace talks. The Kuomintang did not have any sincerity in negotiating in the first place, and the so-called four-point opinion was hastily put forward only to counter Zhou Enlai's 10-point policy for the peaceful settlement of the Taiwan issue, so they could not say anything, and could not even put forward more demands. After two talks, nothing came out. With the Kuomintang's "Thunder Operation", the two sides terminated the meeting for a time.

At Liu Jie's repeated requests, the two sides met again today. Liu Jie said to Cao Minquan, the Kuomintang negotiator: "It has been more than eight months since Premier Zhou Enlai put forward the 10-point policy for the peaceful settlement of the Taiwan issue. I see that your Kuomintang authorities have nothing new except for the so-called "four-point statement" that is not boundless, and I cannot see that you have the slightest sincerity, and it will not work to drag it out like this. The Taiwan issue must be resolved in any way. We cannot wait indefinitely for you to come to your senses, and we hope that you will be able to accept our proposal for a peaceful settlement of the Taiwan issue with kindness one morning. We, the people of [***], have now made tremendous patience and concessions with the utmost sincerity. As much as possible, we must avoid another war between the two sides, which will cause the Chinese nation to shed blood again and the lives of the people on both sides of the strait will be miserable. However, there is a limit to our patience, and there is a time limit for us to peacefully resolve the Taiwan issue. You, the Kuomintang authorities, must know that after this time limit, we have no choice but to use force to resolve the Taiwan issue. This is a last resort that we have no choice but to make. For the sake of the great cause of the Chinese nation, this is a painful process that has to be experienced. I hope that you will seize this last opportunity, because if you still fail to show sufficient sincerity and action to accept Premier Zhou Enlai's 10-point policy on the peaceful settlement of the Taiwan issue by the end of this month, that is, before 31 August, then the consequences will be very serious. I beg you to tell the highest authorities of the Kuomintang that time is running out for him. Where to go, make a choice as soon as possible. ”

Cao Minquan: "Director Liu, are you an ultimatum?" ”

Liu Jie nodded and said coldly, "Sort of." Mr. Cao, you should also make your final choice. I hope you can stand on the side of the people and not be a funeral object for the Chiang dynasty. ”

In the early morning of August 15, 1951, Chiang Kai-shek, the official residence of the President of Taipei, China, walked in the rose garden of the official residence as usual. His life is very regular and light, he wanders between the rose beds, looking at the plum blossoms, and he can see some noble and elegant air in him. After walking around the rose garden in the early morning, he arrived at the diner-room on time like a clock and sat down at the table. Picked up the spoon and drank two sips of green vegetable soup, then picked up a small bowl of rice, ate breakfast very seriously with a few side dishes on the table.

"Good morning, father!" Jiang Jingguo walked into this small restaurant quickly, he didn't want to disturb his father while he was eating, but the situation was really urgent, and he couldn't care about so much.

Chiang Kai-shek put down his chopsticks, gently pushed aside the small bowl of rice that he had just eaten two bites, and said, "You haven't eaten yet, have you?" Let's finish eating first. ”

"Father, I'm not in a hurry to eat first." Chiang Ching-kuo saw that Chiang Kai-shek had put down his chopsticks and said: "Cao Minquan, the representative of the [***] negotiators, rushed back from Hong Kong last night, and when he met with the [***] representative yesterday afternoon, [***] gave us an ultimatum, asking us to show sufficient sincerity and action to accept Zhou Enlai's ten opinions before 31 August. Otherwise, the Taiwan issue will be resolved by force. And to tell you that time is running out. Choose where to go as soon as possible. ”

Chiang Kai-shek frowned, thinking in his heart about [***]'s real intention, was it a threat of force or a real fight?

"Father, will the communist army really want to do it?" Chiang Ching-kuo said with some concern.

"Hmm," Chiang Kai-shek only hummed at Chiang Ching-kuo's worries.

"It's a record of the whole meeting." Chiang Ching-kuo took out two pages of documents from the folder and handed them to Chiang Kai-shek.

Chiang Kai-shek took the record of the meeting and looked at it quickly, and then asked, "What else is the news on the other side?" ”

"At present, the 10th Corps of the Communist Army Ye Fei's Department in Fujian and the 9th Corps of the Communist Army's Song Shilun Division in Zhejiang are conducting frequent drills. In the Wenzhou area, they built a new airfield, and more than 20 planes dropped from the north," Chiang Ching-kuo replied.

"Hmm" Chiang Kai-shek nodded, he didn't eat, picked up the cold boiled water on the table, rinsed his mouth, stood up and said to Chiang Ching-kuo: "You eat first, come to my study after eating" After speaking, he walked into his study alone.

The failure of Operation Thunder was another blow to the self-confidence that the Kuomintang had just built up through the Battle of Kinmen. And this defeat is a comprehensive defeat regardless of land, sea and air. Does the Kuomintang still have the ability to fight by the sea, using the strait as a barrier and ruling across the sea? This point has put a big question mark in the entire KMT leadership.

Chiang Kai-shek was very clear about this, and judging from the current situation, he would undoubtedly lose if he gambled with [***]. It's just a question of how much money [***] is ready to come up with. The strength of the two sides is 10:1, and the only bargaining chip in their hands that is stronger than [***] is the navy and air force, but the navy and air force that have proved themselves through "Operation Thunder" are also vulnerable. I originally wanted to use "Operation Thunder" to arouse the world's attention to myself, and my attention was concentrated, but I got a condemnation of myself. I wanted to pull the Americans into the water through this operation so that I could be in the same boat with myself, but I didn't expect the Americans to run faster than anyone else and stay away from the muddy waters of the Taiwan Strait. I really did my best, stealing chickens didn't make rice, not to mention the rice. A fleet, a transport wing, gave it to [***], and also took a few of his favorite generals, and even the commander of the Air Force couldn't catch it.
