At about 10 o'clock in the morning, in the music of "Dongfang Hong", almost all party and state leaders appeared on the tower of the city, and the entire square suddenly burst into thunderous applause. People's eyes flashed with tears of excitement, desperately waving the colorful flags and bouquets in their hands, and shouting long live. This is how people express their admiration for their leaders. There are no words to describe this kind of exuberance.

At the meeting of the people of the whole country to warmly celebrate the second anniversary of the founding of the People's Republic of China, the supreme leader stood on the tower of the city gate and delivered a National Day speech: Comrades and friends, in the past three days, our heroic Chinese People's Liberation Army has quelled the armed insurgency launched by the Kuomintang diehards in Taiwan Province. At the same time as the celebration of the second anniversary of the founding of the People's Republic of China was held in Yanjing [***] Square, the "Warm Celebration of the Second Anniversary of the Founding of the People's Republic of China and the Founding Meeting of the People's Political Axe of Taiwan Province" was also held in the square in front of the Jieshou Hall in Taipei. Wang Kunpeng first announced: "Now, on behalf of the Central People's Political Axe of the People's Republic of China, I announce that the People's Political Axe of Taiwan Province of the People's Republic of China has been officially established today!" On September 27, 1951, the Kuomintang diehards launched an armed riot in Taipei, causing huge losses to the lives and property of the Taiwan people, and in this short period of three days, more than 60,000 Taiwan citizens were killed and wounded, leaving more than 200,000 people homeless. At the request of the Taiwan people, the People's Liberation Army (PLA) quickly landed on the island, faithfully performed its sacred duties, prevented the armed rebels from continuing to infringe on the lives and property of the Taiwan people, resolutely eliminated all armed insurgents who dared to resist, arrested some of the principal criminals who instigated the armed riot, and quickly quelled the armed riot. This action of the People's Liberation Army (PLA) has saved the people of Taiwan and Taiwan society, effectively defended the reading power and integrity of China's territorial sovereignty, and realized the true reunification that the people of the whole country yearn for. The People's Liberation Army (PLA) is now cleaning up armed insurgents and restoring normal production and living order in Taiwan. I hereby declare that I am willing to abide by the eight chapters of the Covenant with the people of Taiwan.

(1) To protect the lives and property of all people in Taiwan. People from all walks of life in Taiwan, regardless of class, creed, or occupation, hope to maintain order and adopt an attitude of cooperation with the PLA. Rioters or other saboteurs who take advantage of the opportunity to cause trouble, loot or sabotage will be severely punished.

(2) Protecting Taiwan's ethnic industry, commerce, agriculture and animal husbandry. All privately operated factories, shops, banks, warehouses, ships, docks, farms, etc., shall be protected from infringement. It is hoped that employees in all industries will continue to produce as usual, and all shops will continue to operate as usual.

(3) Confiscation of Taiwan's bureaucratic capital. All factories, shops, banks, warehouses, ships, docks, postal services, telegraphs, telephones, running water, farms, etc., run by the reactionary Kuomintang authorities and big bureaucrats, were taken over by the People's Political Axe. Among them, if the private shares are found to be true after investigation, their ownership should be recognized. All those who serve in the bureaucratic capital enterprises are required to remain in office until the People's Axe takes over, and are responsible for the protection of assets, machinery, charts, books, files, etc., pending the counting and takeover. Those who protect the meritorious will be rewarded, and those who sabotage will be punished. Those who wish to continue to serve will be allowed to be hired according to their merits after the people's political axe takes over, so that they will not be displaced.

(4) To protect all public and private schools, hospitals, cultural and educational institutions, sports venues, and all other public welfare undertakings in Taiwan. All personnel serving in these organs are expected to continue to serve as usual, and the PLA will protect them from infringement.

(5) With the exception of the principal criminals of the riots who are unrelenting in their violence and the rioters who commit the most heinous crimes of murder, arson, and poisoning, the People's Liberation Army and the People's Political Axe will not be captured, arrested, or insulted by all officials of the Kuomintang at all levels, deputies to the "National Congress," legislators and supervisory councilors, senators, police personnel, and personnel of districts, towns, and townships, and those who do not resist with guns or conspire to sabotage. The above-mentioned personnel are instructed to perform their duties safely, obey the orders of the People's Liberation Army and the People's Political Axe, and be responsible for protecting the assets and archives of various organs, and waiting to be received and disposed of. Among these personnel, those who have a skill but do not have serious reactionary acts or serious misdeeds will be allowed to be hired separately by the people's political axe. Those who take advantage of the opportunity to destroy, steal, commit fraud, abscond with public funds, public property, and files, or refuse to confess, shall be punished.

(6) In order to ensure that Taiwan maintains public order in urban and rural areas and stabilizes social order, all stragglers should report to the People's Liberation Army or the People's Political Authorities. Those who voluntarily report to duty and surrender all weapons will not be prosecuted. Those who fail to report or hide their weapons will be arrested and investigated. Those who conceal and fail to report shall be subject to appropriate punishment.

(7) The feudal land ownership system in the countryside is irrational and should be abolished. But the abolition of such a system must be prepared and processed. Generally speaking, rent and interest reductions should be reduced first, and land should be distributed later, and it will take a considerable period of time for the People's Liberation Army to arrive and work before the land issue can be seriously resolved. The broad masses of peasants should organize themselves to assist the PLA in carrying out various preliminary reform work. At the same time, efforts should be made to cultivate the land so that the existing level of agricultural production will not be lowered, and then gradually raise it, so as to improve the livelihood of Taiwan's peasants and provide the urban people with commercial grain. Urban land and housing cannot be dealt with in the same way as rural land issues.

(8) To protect the safety of the lives and property of foreign nationals in Taiwan. It is hoped that all foreign nationals in Taiwan will live and work in peace and maintain order. All foreign nationals must abide by the laws and regulations of the People's Liberation Army and the People's Political Axe, must not engage in espionage activities, must not oppose the cause of the Chinese nation and the cause of the people's liberation, and must not harbor rioters and other criminals. Otherwise, they should be punished by the law of the People's Liberation Army and the People's Political Axe.

The People's Liberation Army (PLA) is strictly disciplined, buys and sells in public, and is not allowed to take a stitch from the people. It is hoped that all the people of Taiwan will live and work in peace and contentment, and will not believe rumors and disturb each other.
