After the withdrawal of military forces from the demilitarized zone, both sides shall retain a small number of engineering units to dismantle all explosives, positions, barbed wire fences and other dangerous objects that are known to exist in the demilitarized zone that endanger the safe passage of personnel of the supervisory bodies of the Military Armistice Commission.

Article 5 of the armistice agreement signed between China and the Soviet Union also made arrangements for Soviet civilians in Chinese-controlled areas:

At the time of the entry into force of this armistice agreement, Soviet civilians in the areas controlled by China who voluntarily return to the areas controlled by the Soviet Union will be allowed and assisted by the civil authorities of the areas under the control of China under the supervision of a third-party supervisory authority, and the Chinese side has indicated that in order to compensate for the losses caused by the relocation of these Soviet civilians, each Soviet civilian who leaves the areas under the control of China will be compensated in cash by the Chinese government in the amount of $300.

The civil affairs authorities in the areas under the control of China shall be responsible for making a wide announcement of the provisions of this paragraph in the areas under their military control and shall order the civil authorities to give appropriate guidance and assistance to all Soviet civilians who wish to return to the areas under the control of the Soviet Union.

In order to ensure that Soviet civilians in the areas controlled by the Central Government can return to the areas controlled by the Soviet Union on an equal, voluntary, open and just basis. The Chinese side proposed the creation of a commission for the return of Soviet civilians. The committee consisted of six colonel-level officers, two appointed by the Chinese side, two by the Soviet side, and two by third-party supervisory bodies. The Commission, under the general supervision of the Military Armistice Commission, is responsible for coordinating the specific plans for the return of the above-mentioned Soviet civilians, and its tasks are: to make the necessary arrangements, including transportation arrangements, to accelerate and coordinate the movement of the above-mentioned Soviet civilians; The above-mentioned cross-border sites for Soviet civilians to cross the ceasefire line were selected

In order to ensure a peaceful settlement of the border and territorial issues between China and the Soviet Union, the two sides unanimously agreed to resume talks at the level of deputy foreign ministers held in the capitals of the two countries in turn.

This ceasefire agreement was signed in Pyongyang, Korea, in both Chinese and Russian in Pyongyang, Korea, at 12 o'clock on March 10, 1959, and at 7 o'clock on March 10, 1959, Moscow time, and the Chinese and Russian versions have the same legal effect. Head of the Chinese delegation: Li Dawei (signed) Head of the Soviet delegation: Anastas. Hofhannes. (Signed): The credentials of the Chinese delegation to the head of the Chinese delegation, Li Dawei, are annex 1 to this Agreement. The Soviet political axe against the head of the Soviet delegation Anastas. Hofhannes. Mikoyan's credentials are annex 2 to this Agreement.

In the vast expanse of the Far East, the smoke of gunfire has gradually dissipated, and from time to time there is a sparse and sporadic sound of gunfire, which seems to warn people that the war here is not over. The troops of the Eastern and Central Fronts, which participated in the war against the Soviet Union, advanced northward at full speed.

They were looking for a future ceasefire line, for a position with them to sign a contract with the front-line commanders of the Soviet Armed Forces. To the north, to the north, and to the north.

At this time, the speed of the circular motion of the wheels of the chariot still seemed too slow.

The moment of the bright sword, the earth is shaken. The re-armored airborne troops with long-range assault capabilities have made their debut.

One after another, fighter planes plowed through the air, and as soon as the hatches were opened on the large transport planes that were attacking from a long distance, one after another assault vehicles were pushed out of the hatches, sowing umbrella flowers blooming in the blue sky.

This proud son of the Republic of China, who is obsessed with flying in the sky with umbrella flowers in his hand, writes the new glory of China's young airborne troops with his own actions! Surprise infiltration into the Soviet Far East from high altitudes and long distances, and surprise and direct attack on strategic points deep in the Soviet Army in the Far East.

In the deep regions of the Far East, in the depths of the Far East, the blue sky and white clouds ushered in one after another heavy Chinese airborne assault detachments, they have integrated their boundless loyalty to the motherland and brand-new combat concepts into their every bloodline, and the revolutionary passion has rendered the blood of every airborne commando member boiling. With the unique passion, bravery, reason, composure and tenacity of the airborne troops, he fell from the sky to open up and expand the territory of the motherland. It took only a few minutes for them to land, search, liberate, board, assemble and charge, and the smoke and artillery fire were the strongest voices in the lives of the soldiers, and they rushed to the strategic points of the Soviet army at the fastest speed

The vast majority of Chinese People's Liberation Army commanders and fighters do not know where the land under their feet is, they only know that no matter who these lands belonged to before and what stories have happened, from now on, these lands under their military boots belong to China, and that is enough! Whoever wants to go back can only exchange their lives for their lives, and this reason is simple, because they have paid the price of blood and lives for these lands.

The "Bear Hunt" plan drawn up by the Far East Working Committee mobilized troops from Yanjing, Lanzhou, Shenyang, and part of the Jinan Theater, four theaters of operations, and one Far East Corps. Although Deng Feng was the commander of the Far East Corps and the commander-in-chief of the "Bear Hunt Operation," he was at the same level as the leaders of the four major military regions and had no subordinate relationship, and the so-called commander-in-chief also had the right to issue overall combat missions to each theater according to the plan, and each theater formulated its own combat plan according to its own tasks and requirements. There is no right to direct command of the troops in the theaters. In this way, it is inevitable that some "dirty" in officialdom will sometimes arise, and it will be difficult to truly implement effective management and command. This is also a situation of dereliction of duty like that that that happened to Long Sujin, the former commander of the Xinjiang Provincial Military Region, and such a situation is not allowed on the battlefield, because any mistake or lack of coordination will cause the overall passivity. Therefore, Deng Feng asked the supreme chief to send a "prison army" to him before the war. This issue has also been taken into account by the top leaders. After soliciting Deng Feng's opinion, he sent General Peng, the minister of national defense, to be the chief political commissar of the "bear hunting operation" and the "supervising army". In this way, it will be much more convenient to transfer and command the troops of various military districts.

As the name suggests, the "supervising army" is an official who oversees the military. In ancient times, the supervising army was the assistant military affairs on behalf of the imperial court and the inspector generals. Emperor Wu of the Han Dynasty was the envoy of the prison army. The Eastern Han Dynasty, Wei and Jin dynasties all have them, and the province is called the prison army. Guo Moruo has a more popular explanation of this: "According to the official system, the party representative and the commander-in-chief are parallel, and they have the task of supervising the army.

Because the Soviet army first used tactical nuclear weapons in this border war between China and the Soviet Union, which caused a high-pressure posture of China's nuclear counterattack and the United States, NATO also participated in the nuclear intimidation of the Soviet Union, which made the Soviet Union immediately soften. Demands peace talks with China in order to end a crisis that would allow the Soviet Union to perish in the short term.

Deng Feng seized this favorable opportunity and decided to participate in the "Bear Hunt Operation" to launch a general attack on the Soviet Union in advance. Deng Feng was frightened by the "Longsujin Incident" and was worried about the situation on the Western Front, so he asked Mr. Peng to personally go out to "take care of the Western Front"

Mr. Peng was also encouraged by the great victory achieved in this battle, and he immediately said that he would go to Urumqi tomorrow to personally command a counterattack against the Soviet troops that had invaded Xinjiang Province.

The next day, Mr. Peng, wearing a white-washed military uniform, shook hands with Deng Feng at Ulaanbaatar Airport and said goodbye, boarded the "air train" and went to the Urumqi West Line Headquarters.

Peng Dehuai got off the plane and could not take a break, and at the Air Force Headquarters of the Western Theater of the Far Eastern Corps at the Urumqi Airport Guest House, he listened to a briefing by Sai Fuding, commander of the Xinjiang Provincial Military Region of the Western Theater, Zhang Zihua, commander of the Tibet Provincial Military Region, and Wu Di, commander of the Air Force of the Western Theater, on the latest battle situation on the western battlefield. After learning in detail about the situation of the enemy and ourselves on the battlefield and the operational arrangements in the western theater, Peng Dehuai said: "In the next step, we are very likely to hold peace talks with the Soviet side. However, peace has always been backed by strong military strength and superiority on the battlefield, and if the Soviet Union is not dealt a strong blow, it will affect the next step of peace talks and the stability of China's border areas and new areas.

"Yes" Everyone nodded and looked at each other knowingly, it seems that Mr. Peng is about to "kill" again.

Then, Peng Dehuai lowered his face and said, "Did that Long Sujin arrest him?" ”

Saifuding nodded and said, "Mr. Peng, he has been detained and is being investigated by the wartime military court of the Far East Corps. ”

Peng Dehuai was furious, "This Long Sujin, he is really too disrespectful, he treats war as child's play, and the life of soldiers as child's play." Ignore the Chairman's instructions! As a result of his inaction, it affected the strategic deployment of the western front of the "Bear Hunt Operation". As a result, the 1st line troops did not complete the blocking task as scheduled, and Tacheng, Hot Springs, Huocheng and other places were lost. As a result, the troops of the 2nd front were put into battle ahead of schedule, which caused the passivity of the western front and made the Soviet troops on the western front very arrogant. Cut according to the law! ”

Wu Di poured Peng Dehuai a cup of tea and said, "Boss, don't be angry." Isn't it time to stabilize the war? Our side is also actively organizing a counterattack. ”

If you don't get angry, how can you not be angry! He didn't do that. Peng Dehuai took a sip of tea and said: "Your plan will be revised, and now Commander Deng Feng, who was previously indicated, has decided to launch a general attack on the Soviet army in the eastern and central battlefields, and your western front will also be put into a counterattack on the whole front." Don't be afraid of sacrifice, not afraid of consumption, not afraid of breaking pots and jars. Wipe out the Soviet troops in the territory as soon as possible, and don't delay the whole campaign. ”

"Boss. You said that in the next step, we are likely to hold peace talks with the Soviet side, when will such peace talks be held? Everyone asked with a hint of confusion.

"It depends. Yesterday, Kim Yuecheng came from the DPRK, and it is very likely that he came to negotiate peace with China and the Soviet Union. Peng Dehuai explained, and then said: "The eastern front and the middle line are all very good. At the current momentum, the task will certainly be exceeded. The Western Front fought at home, and it was always impossible to fight in the end, which affected the progress of the entire campaign. ”

"Boss, there are too few 'destroyer' tanks and helicopter gunships in the ground forces on the Western Front, can you give us a little reinforcement in this regard? This will do"

"No, not one!" Without waiting for Wu Di to finish speaking, Peng Dehuai glared and replied very dryly: "What's the matter, you can't fight without a tank?" When we were in Korea, we didn't have a single tank, didn't we also beat the United States to surrender? How good are the current conditions, absolute air supremacy, so many good weapons, and accurate information on both sides of the battlefield, why do we still need conditions? ”

Then Mr. Peng turned his gaze to Wu Di and said, "Commander Deng Feng is going to transfer some planes from the east to support your western front, and you, the commander of the air force, must organize it." First of all, it is necessary to provide high-intensity air support for the counterattack of the ground forces, and secondly, it is necessary to focus on bombing the command organs at all levels, logistics supply depots, and troop assembly places of the Soviet army, including logistics supply bases and transportation hubs in depth in Kazakhstan and Kyrgyzstan! ”
