On New Year's Day 1960, Suslov, who was hailed as the number one thinker in the Soviet Union after Lenin and Stalin, published a signed article entitled "The Great [***] Mind" in Pravda.

In this article, from the perspective of a [***] person, he cited scriptures and arguments, and comprehensively expounded the causes of the war between the Soviet Union and China from the viewpoint of revolutionary realism and historical materialism, as well as the harm to the Soviet Union, the first socialist country, and the huge losses caused to the international cause. It is very unfortunate that such a fierce armed conflict should never have occurred between our two proletarian revolutionary comrades-in-arms in the big socialist countries. The root cause of this misfortune is the time bomb planted by Tsarist imperialism between the two socialist countries of the Soviet Union and China. As we all know, before the middle of the 16th century, Tsarist Russia was a European country and did not have a border with China. Later, Russian imperialism continued to expand, invaded the vast Siberia before adjoining the Chinese border, and then acquired a large area of Chinese land in the Far East through some extremely disgraceful means. Lenin ruthlessly denounced and denounced this criminal act of aggression of Tsarist Russia, saying: 'They killed people and set fires, burned down villages, drove the common people into the Heilongjiang River and drowned them alive, shot and stabbed to death the unarmed inhabitants and their wives and children, and the policy of the tsarist axe in China was a criminal policy.' It was this criminal policy of aggression and expansion of the tsar that planted this bomb between our Soviet Union and China, which could be detonated at any time.

Lenin, the great teacher of the proletarian revolution, with his unique political sensitivity and foresight, was aware of the existence of this danger long ago, and with the mind of a great proletarian revolutionary, he decided to eliminate for the Soviet Union this huge security danger affecting the relations between the Soviet Union and China, and on September 27, 1920, he solemnly announced to the whole world in the first article of the "Second Planning Declaration of the Garahan" of Soviet Russia: "The political axe of the Russian Soviet Federative Socialist Republic declares, All the treaties concluded between the previous Russian political axes and China were null and void, all the territories previously seized from China and all the Russian concessions in China were renounced, and everything that the Tsarist political axes and the Russian capitalist class had seized from China were to be returned to China permanently and without compensation. ”

Unfortunately, at that time, China did not yet have a national surname regime that could represent the entire Chinese people, so that the political axe of the Russian Soviet Federative Socialist Republic represented by Lenin and the aspirations of the broad masses of the Soviet people in the Soviet Union could not be realized.

After the Chinese [***] people, who represented the interests of the Chinese proletariat, seized national power in China in 1949, the Soviet Union and China already had the objective conditions for realizing the wish of Lenin on behalf of the Russian Soviet Federative Socialist Republic's political axe, 'to return to China forever and without compensation everything that the Russian political axe and the Russian capitalist class had taken from China'. The border war between the two socialist countries of the Soviet Union and China was a war between the two socialist countries, which was a war between the two sides that had more to gain than they lost, and the relatives and the enemies to the brothers. The consequences of such a war are unimaginable, but what is even more terrifying is that some imperialists who have infiltrated our Party and the army, taking advantage of the chaos of the war between the Soviet Union and China, have seized atomic bombs and brazenly launched a nuclear attack on China, in a vain attempt to provoke a nuclear war between the two fraternal socialist countries. In order to achieve their goal of completely destroying the socialist camp, and finally leading to the global collapse of the entire [***] movement.

Comrades, think about what a terrible thing this is! Fortunately, if it had not been for the great proletarian revolutionaries of the Soviet Union and China who saw through this despicable conspiracy of the imperialists, and avoided this nuclear catastrophe with their calm attitude and superhuman wisdom in the spirit of being responsible to the Soviet and Chinese peoples and to the entire international movement and to all mankind, as well as their calm attitude and superhuman wisdom, what would our world be like today.

Should the Soviet Union, as the world's first socialist country, inherit and enjoy the fruits of aggression by the imperialist powers of Tsarist Russia? As a [***] person, can we enjoy the vested interests brought to us by the aggression of the imperialist powers of Tsarist Russia?

No! Absolutely not! If we do this, it will be contrary to the teachings of Comrade Lenin, and the Soviet Union itself will never be at peace.

Comrades, we should not deny the aggression of Tsarist Russia, the imperialist powers, against China, still less can we justify such aggression in the slightest because we have inherited and enjoyed the fruits of aggression by the imperialist powers of Tsarist Russia and have obtained the vested interests brought to us by this criminal act of aggression. Because the thing itself does not cease to exist because of our negation, nor does it change the essence of the original thing because of our justification. This is not the proletarian cosmology that a proletarian political party should have, and this is not conducive to the settlement of the territorial issues between China and the Soviet Union, nor is it conducive to the long-term peace and stability of the peoples of the two countries.

The real [***] people have no borders, and it is the common goal of all the [***] people of the world to unite to abolish the system of exploitation of people by the bourgeoisie and realize the great harmony of the world. Nationalism is the antithesis of [***] ideology. We need to overcome that narrow-minded nationalism. The Soviet Union had more than 20 million square kilometers of territory, while its population was just over 100 million. Return to the Chinese people the Chinese territories acquired by the Tsarist political axe through those and their despicable means. It is absolutely appropriate to make the allocation of resources in the entire socialist camp more rational, and it is what we, the heirs of Comrade Lenin's thought, should do.

If we do what Comrade Lenin said, the problem between the Soviet Union and China will be solved, so why should we choose war to solve this problem?

The armed conflict between the Soviet Union and China, although it is said that it did not last long. But everyone has personally felt what this armed conflict means, how much impact it has had on the entire economic development and construction of the Soviet Union, and how much impact it has on the lives of each of us? It's obvious to all. Why should we pay for the debt owed by Tsarist imperialism?

A war between China and the Soviet Union, two big socialist countries, is undesirable, and it is not conducive to the economic development of the Soviet Union, to the well-being of the broad masses of the Soviet people, and still less to the long-term peace and stability of the Soviet Union. A war between the Soviet Union and China will inevitably lead to the complete collapse of the entire socialist camp, which is not in the fundamental interests of the peoples of the Soviet Union and China, nor is it in the interests of the proletariat of the whole world.

Stopping the war is the common aspiration of the Soviet and Chinese peoples. Developing our friendly relations with the Chinese people and establishing friendly relations with the Chinese people's republic is the cornerstone of our Soviet political policy. Our friendship with the Chinese people and the Chinese people is not only of vital importance to our two parties and two countries, but also necessary for the entire socialist camp and for the international movement. To this end, we must make every effort to overcome the difficulties that have arisen in the mutual relations between our Soviet Union and China

The political axes of the two parties and the two countries of the Soviet Union and China have created a great idea of how to solve these problems caused by the imperialist aggression of Tsarist Russia, and put forward the idea of 'shelving sovereignty and joint development,' which provides an excellent idea for resolving the border issue in the socialist camp. This method is a good method that is beneficial to both our two socialist countries, China and the Soviet Union. In this way, the idle resources of the Soviet Union and China can be fully utilized. It will greatly promote the healthy and rapid development of the socialist revolution and socialist construction in China and the Soviet Union

The Chinese side closely cooperated with the Soviet propaganda campaign to silence the Soviet people. Bags of grain with the words "Long Live the Friendship between the Chinese and Soviet Peoples" printed in Chinese and Russian began to be shipped to the Soviet Union one after another by land and sea, and some plastic-wrapped ham sausages and instant noodles were also thrown into the Soviet market in large quantities, and liquor, beer, and cigarettes were shipped to the Soviet Union under the condition of satisfying the Chinese market. The 5th Army of the Far East Corps of the Chinese People's Liberation Army, which was originally stationed west of Lake Baikal, handed over all defense to the detachment of the border armed police corps of the Baikal Provincial Military District of the Chinese People's Liberation Army. The 5th Army withdrew to the Ulaanbaatar area.

The 1st Army of the Far Eastern Corps of the Chinese People's Liberation Army handed over all defense to the 2 Detachment of the Border Armed Police Corps of the Baikal Provincial Military District and retreated to the areas of Ulan-Ude, Chita, Manchuria.

The 1st Airborne Division moved eastward from Ulaanbaatar to Komsomolsk on the banks of the Heilongjiang River.

The 2nd Army of the Shenyang Military Region was deployed east of the Ussuri River, south of Boli and north of Vladivostok. The 3rd Army of the Yenching Military Region was deployed north of Boli and on the coast of the Far East. The 4th Group Army of the Jinan Military Region withdrew to Shandong and returned to the establishment.

The First Group Army of the Far East Corps was stationed at Urumqi, Ulaanbaatar, and the airfields of Boli and Vladivostok, the East China Sea Fleet of the Chinese Navy was established, and the Far East Fleet of the Chinese Navy was stationed in Vladivostok and Soviet Port.

The militia of the Red Frontier was stationed on Kuye Island in full swing.

In the Xinjiang Province area of the Western Front, China will leave only three infantry divisions of the former Xinjiang Provincial Military Region, and three divisions of the Tibetan Provincial Military Region will be withdrawn to Tibetan Province.

The Soviet Union announced that the Soviet Army would cancel the Red Banner Military District of the Soviet Far East, the Post-Baikal Military District of the Soviet Army, the Siberian Military District, the Central Asian Military District, the Turkestan Military District 5 military districts, and the establishment of the Asian Military District of the USSR with its headquarters in Tashkent. All Soviet troops stationed in Asia are under the leadership of the Asian Military District, and the entire Soviet army stationed in Asia consists of 3 air force aviation divisions, 2 airborne divisions, 1 air defense division, 5 tank divisions, and 8 motorized rifle divisions, with a total of 19 divisions and 200,000 men.
