The group army also dispatched the main force of the 688th Regiment of the 344th Brigade of the 115th Division to the Chaocheng area, under the unified command of Chen Geng, to assist the party organizations in northwestern Shandong to resume and carry out their work.

In January 1939, the Luxi Special Committee of the Communist Party of China held an enlarged meeting in the face of the sudden changes in the situation after Fan Zhuxian's death. According to the instructions of the higher authorities, the Luxi Special Committee of the Communist Party of China was established, and it was decided that Zhang Weihan would act as the commissioner of the Sixth District and the guerrilla commander.

On January 14, 1939, the 10th Detachment and other units under the leadership of our Party were reorganized and established as the Zhuxian Anti-Japanese Guerrilla Column, referred to as the Zhuxian Column.

The party committee of the special administrative region issued a circular urgently mobilizing all party members to unite with the masses, persist in the anti-Japanese guerrilla war, grasp and control the situation in northwestern Shandong, and persist in the war of resistance on both sides of the Wei River until the final victory.

The establishment of the Luxi District Party Committee and the contingency measures it decided on enabled the military flag of the Eighth Route Army to flutter on the vast plains of northwestern Shandong, and the heroic sons and daughters of the Eighth Route Army to gallop and fight fiercely on the land west of the Tianjin-Pudong Railway and on both sides of the Wei River.

Before and after the fall of Liaocheng, the plain column with Yuan Zhongxian as the commander and Guan Datong as the deputy commander was formally formed in Gejingzhuang, near Pandian, Qihe County.

The Plains Column was formed by the combination of the 31st Detachment, the 12th Detachment, and the 28th Detachment led by Guan Datong.

This unit often operates in the triangle southwest of the Jinpu Railway and northwest of the Yellow River.

The Jinpu detachment, the 3rd Regiment of the Youth Column and the Cavalry Regiment under the command of the advance column, also operated in this area. This area mainly includes Liaocheng, Chiping, Changqing, Qihe, Pingyin, Yucheng and other border areas.

These units cooperated with each other to propagate and organize the masses, develop anti-Japanese armed forces, carry out guerrilla warfare, strike at the enemy's puppet and stubborn reactionary forces, and divide and disintegrate the Taoist organizations, so as to consolidate and develop our anti-Japanese base areas and ensure the safety of the communication lines between Taihang and Taixi and northern Shandong in southern Hebei and Shandong.

They completely crushed the reactionary militia Jiang Yuhe's troops in the south of Yucheng, dealt a heavy blow to Li Lianxiang and Yun Maocai's troops entrenched in the southwest of Yucheng, and often attacked the railways and stations from Jinan to Dezhou.

In February 1939, our army attacked Lunzhen, a large enemy stronghold between Qihe and Yucheng, and captured more than 120 Type 38 rifles and 2 light machine guns.

Our army has won victories in many battles, captured a large number of light weapons, ammunition and supplies, and captured, wounded, and killed many enemy puppet troops. This is of great significance and plays an important role in stabilizing and enhancing the confidence of the people in northwestern Shandong in winning the War of Resistance Against Japanese Aggression, in opening up and developing anti-Japanese base areas, and in waging extensive guerrilla warfare.

The Japanese invaders felt the serious threat of the anti-Japanese armed forces in northwest Shandong, and the enemy entrenched in Jinan and Dezhou was restless and ready to move. In order to consolidate the areas they occupied, the Japanese invaders continued to gather forces to "sweep" the anti-Japanese base areas in the northwest of our country, in a vain attempt to retaliate and annihilate the living forces of our army.

In February 1939, the enemy once again "swept up" the northwestern part of Shandong.

On February 14, 1939, Chen Geng led the Eighth Route Army to cross Weike and gather in the northeast of Guanxian County, where he carried out activities and strongly supported the anti-Japanese war in northwest Shandong.

On February 17, the enemy of Linqing took dozens of cars, overtook Guantao, invaded Guanxian, and was repulsed by me.

On February 18, the enemy in Liaocheng entered Shen County in more than 40 vehicles. After talking about the enemy's Guan, he invaded Zhang Luji and made contact with Chen Geng's cavalry company. Our 771st Regiment dealt a heavy blow and repelled the enemy's attack.

After that, the enemy took revenge on us and attempted to occupy Guan County, our base area.

After the battle of Dongguzhuang, the Luxi District Party Committee and the advance column decided to carry out the activities of the previous column and the Zhuxian column in accordance with the instructions of the higher authorities on opening up the Taixi anti-Japanese base area.

The advance column relied on the Dafeng Mountain, faced the plain, and created an anti-Japanese base area on the plain east of the canal. The specific plan was that the first column would start from the southeast village of Guanxian County, pass through the northern part of Tangyi, and be scheduled to meet the troops commanded by the advance column at Liulisi, Xulou and other places.

The Zhuxian Column was still stationed in the same place, that is, Chaocheng, Guantao, Tangyi, Xinxian, and Yanggu, and continued to develop base areas on both sides of the Wei River.

Before setting off, the advance column telegraphed to the Jinpu detachment and the third regiment of the youth column to send a leading cadre to Liuli Temple ahead of schedule to discuss the plan of action.

Previously, the two organs directly under the column and the Luxi District Party Committee were codenamed Yunnan A, B, C, D, and E in the order of the headquarters, the political department, the logistics department, the security department, and the party committee of the special administrative region.

At the same time, it was ordered that Liu Zhiyuan be the chief of staff of the advance column.
