Due to the strike of students, merchants, and workers in Shanghai, the military authorities in Shanghai declared martial law and sent police to force the merchants to open the market. The Shanghai Concession authorities forbade citizens to hang flags, distribute leaflets, and march in groups, and persuaded shops in the concession to open for business. However, the citizens also obeyed the law.
