In 1949, inspired by the victory of the Chinese Revolution, Kim Il-sung also wanted to unify all of Korea and asked for support from the Soviet Union. Kim Il-sung and Park Hyun-yong twice strongly requested Soviet military assistance to support their attack on south Korea, but Stalin politely refused.
At that time, Stalin warned Kim Il-sung: "It is not permissible to invade the south. First, the North Korean People's Army (KPA) has not developed a real superiority over the South Korean army and is at a numerical disadvantage. Second, there are still US troops in South Korea, and they will intervene in the event of a war. Third, it is important to remember that the agreement between the Soviet Union and the United States on the division of the 38th parallel is still in force. A series of events that occurred at that time show that Stalin was very dissatisfied with the fact that the Chinese Communists forced him to return the Zhongchang Railway and the port of Luda as soon as the founding of the People's Republic of China -- this was the Soviet Union's outlet to the sea and the only ice-free port in the Pacific Ocean, the support point of the Soviet Union's strategic interests in the Far East, and the strategic point that Tsarist Russia had dreamed of since Peter the Great.
