Chapter 14: The Road Ahead
Bossaso, where Li Lan is going, can be said to be the land of Somalia, but it can also be said to be the land of the Republic of Puntland.
The base is located between the Republic of Somaliland and the Republic of Puntland, another republic that has declared independence.
Puntland, located in northeastern Somalia, is a de facto independent but not recognized country. The local clans declared their autonomy in July 1998 and established an autonomous government in Garowe, in the Nugar region, and Puntland, the name given to the area under its jurisdiction.
Puntland is the second case of secession in Somalia since Somaliland. Unlike Somaliland, however, it has expressed a willingness to reintegrate with Somalia through federalism. In addition, the country shares a border with Somaliland and is therefore subject to territorial disputes.
The first to declare independence was located in the Horn of Africa and, like Puntland, was a de facto independent but unrecognized republic that was once under British colonial rule. In May 1991, the tribes of the Isaac clan in northern Somalia declared their independence and formed the Republic of Somaliland, which is the name given to the area under the Government's jurisdiction. It currently occupies five of the 18 provinces of the former Somalia, but has not yet been recognized by any other State or international organization.
The country is bordered by Ethiopia to the west and north, Djibouti to the northwest and the Gulf of Aden and Yemen to the north, with an area of 137,600 square kilometers and the capital of Hargeisa.
In accordance with the Somaliland Constitution, Somaliland has developed a management system that mixes traditional tribal and modern Western institutions. After a series of inter-tribal meetings, an agreement was reached at the 1993 "Brama Conference" and a system called "qabil" was established, which included an administrative system with a cabinet of president, vice-president and ministers, a bicameral legislature and an independent judiciary.
The traditional Somali tribal elder parliament was merged into this system to form the House of Lords, which is responsible for electing the president and dealing with internal conflicts. The Government has effectively become a "power-sharing union of the main 'Somaliland' clans", and similarly, seats in the upper and lower houses are distributed among the clans in pre-agreed proportions.
With the successive expansions of the interim transitional Government, Somaliland finally completed its transition to a multi-party democracy in 2002, with six parties competing for district council elections.
To the south-west of Somalia, there is also the South-West Somali State, which declared independence in 2002. The establishment of self-government by local clans has the status of a de facto independent state, although it is not recognized by any state.
Add to this the formal government of Somalia formed in 2012, in fact, Somalia is made up of three countries that have declared independence and one recognized government, plus there are also rebels, not to mention numerous local forces. The situation is very chaotic.
In the past month, Li Lan has only been moving around the base, and although he knows about it, he has not actually seen it. And along the way, he has seen many, many things.
On the road of less than 200 kilometers, he had already encountered 20 inspections of armed checkpoints, and if it were not for Mohammadi's presence, I am afraid that Li Lan would have to take out all of these checkpoints if he wanted to go to Bossaso. However, along the way, Li Lan saw not only the armed outposts, but also many pictures that shocked him.
Along the way, there is basically an endless African desert, sparsely populated. Somalia's arid climate has created barren land and the population relies mainly on camel and goat farming for their livelihoods. Only about every few tens of kilometers can be seen in a village, with less than 10 households in small scale and less than 100 households in large scale.
The living places are also very dilapidated, and they can barely shelter from the rain and wind.

Foreign businessmen do not come to Somalia to invest because they are afraid that security cannot be guaranteed, but Li Lan has no such problem, and security can be the responsibility of his own army. Somalia is a great place to stay as long as it is safe.
