What is more critical is that Zhang Weihan, Guan Datong, Lu Shilong, Zhang Shuli, Zhou Ziming, Wang Huayun, Xu Maoli and other members appointed by Fan Zhuxian went to Guanxian, Shouzhang, Xinxian, Yanggu, Puxian, Guancheng, Fanxian, Guantao and other counties to serve as county magistrates, which was more conducive to the development of anti-Japanese work. In its heyday, the anti-Japanese forces in northwest Shandong were active in the west of Jinpu Road, east of the Wei River, south to the south bank of the Yellow River, north to the border of Hebei and Shandong, and the government decree reached 27 counties.

In order to meet the needs of the situation, in addition to sending a large number of cadres to work in northwest Shandong, the special committee of northwest Shandong also selected more than 70 cadres to study in Yan'an. Fan Zhuxian's eldest son Fan Shuzhong, eldest daughter Fan Daqing and third daughter Fan Shuyu went together. In July 1938, Liu Baiyu, a writer who was the secretary to Commander-in-Chief Zhu De, and several young friends of the Yan'an Literary and Art Working Group, such as Ouyang Shanzun and Wang Yang, secretly crossed the Japanese blockade line with the help of Zhou Enlai and the party's underground workers, and accompanied the naval attache of the U.S. Embassy in China. Carlson visited Northwest Lu and met with General Fan Zhuxian.

Liu Baiyu later enthusiastically praised him as "the sun of Northwest Lu and the father of Northwest Lu" in a reportage entitled "Remembering General Fan Zhuxian".

Not only did he refer to Fan Zhuxian as "the most interesting man of all our travels," but he also wrote: "There are currently 100,000 guerrillas under his command. While appreciating Fan Zhuxian's great exploits in the War of Resistance Against Japanese Aggression, Carlson actually reflected the vivid situation after the formation of the anti-Japanese national united front in northwestern Shandong from one side, so that peace-loving people all over the world knew that in the northwestern and western parts of China, there was a heroic land flying the banner of resistance against Japan.

However, the clouds are beginning to rise and the sun is sinking, and the mountain rain is about to come and the wind is full of buildings, Chiang Kai-shek will not watch Northwest Lu fall into the hands of ***. On January 11, 1938 (the 27th year of the Republic of China), Han Fuyu was arrested when he was transferred to Kaifeng to attend a military conference, and was subsequently taken to Hankou for imprisonment. On the 24th of the same month, Han Fuyu was executed by order of Chiang Kai-shek on charges of retreating without permission against the order. In order to make up for the vacancy in Shandong, only three days later, the Nationalist Government presided over by Chiang appointed Shen Honglie as chairman of Shandong Province and commander of the provincial security.

Shen Honglie was originally a confidant of Zhang Zuolin and Zhang Xueliang, and was the actual founder of the Northeast Navy. Shen Honglie has always been dissatisfied with Chiang Kai-shek, and scolded Chiang Kai-shek behind his back for bringing disaster to the country and the people. But such a person who did not have Chiang Kai-shek in his heart became Chiang Kai-shek's right-hand man, and became the chairman of Shandong Province of the Nationalist Government, and things in the world are so strange.

At this time, most of the territory of Shandong was occupied by the Japanese army, and Shen Honglie's provincial government became a "guerrilla government", and in February 1938, Shen Honglie could only set up the provincial government in Cao County, Lunan County, which had not yet been occupied by the Japanese army. When he learned that Fan Zhuxian of Liaocheng still maintained the integrity of the Nationalist Government, he was very happy and immediately sent a so-called inspection team to northwest Shandong in March to "inspect."
