At the meeting, the name of the insurrectionary force was set as the "Third Military Region of the North China Anti-Japanese Allied Army," which consisted of six corps. In order to unite the anti-Japanese forces, Li Yunchang elected Gao Zhiyuan, the leader of the Luanxian People's League, as the commander-in-chief of the anti-Japanese coalition forces, himself as the deputy commander-in-chief and commander of the second route, Hong Linge as the deputy commander-in-chief and commander of the first route, Yang Shisan as the political director of the first route, and Hu Xikui as the political director of the second route. The date set for the riot was July 16, 1938. Soon, however, the enemy became aware of the plan and began to search for firearms. On July 6, 1938, the Great Rebellion of the People's Armed Resistance in Eastern Hebei officially kicked off! The vigorous anti-Japanese uprising in eastern Hebei lasted until the end of August, with more than 200,000 people participating in the entire eastern Hebei region from south to north and from east to west, of which 100,000 were organized as backbones. In less than two months, the Great Rebellion in Eastern Hebei organized a fully armed anti-Japanese army of more than 100,000 people, fought many victories, and soon established a command structure with our party as the core, which was a great victory. However, at this time, the leading comrades of the Fourth Column received information that the enemy had swept eastern Hebei on a large scale, and their assessment of the situation was too serious. In order to preserve strength and avoid the enemy's edge, it was decided to pull the main force and the rebel team to Pingxi for training. In late September, when the Central Committee, the Northern Bureau, the Eighth Route Army Headquarters, and the Shanxi-Chahar-Hebei Military Region failed to dissuade them many times, in late September, the main force of the Fourth Column and the Jixian Anti-Union Forces began to move westward. The three guerrilla detachments with more than 100 people each of Chen Qun (deputy brigade leader), Bao Sen (secretary of the general branch), and Shan Degui (battalion commander) were left to hold on to eastern Hebei. In early October, Deng Hua and the Hebei Provincial Party Committee held a meeting of Jiujianfang (a mountain village in Fengrun County) attended by the leaders of various parts of the Anti-Japanese Federation, and decided to withdraw westward. About 50,000 anti-Japanese troops and local cadres in eastern Hebei marched to Pingxi through Zunhua, Jixian, Pinggu, and Miyun Mountains. At that time, the troops lacked cadres and were not trained, and the peasant contingent that had just been established was far away from their hometowns, and they were attacked and intercepted by the enemy along the way, and the troops suffered heavy casualties, and the phenomenon of large-scale flight took place.
It was very inappropriate for the 40,000 or 50,000 guerrillas in eastern Hebei to withdraw westward together, and the plan was not very thorough; the most important thing was that the troops were not well consolidated, and the discipline was not strict, so they could not march long distances. Gao Zhiyuan's about 10,000 troops walked in front under the cover of the Eighth Route Army, and after crossing the Chaobai River, they were blocked by the Yue Army and dispersed in batches, leaving only more than 1,000 people to reach Pingxi. A total of more than 10,000 people from Hong Linge and Chen Yuhuan walked in the middle, marched to the area of Mashen Bridge in Jixian County, and were blocked by the enemy, Hong and Chen unfortunately died, and most of the troops were scattered, and 6,000 people fled overnight. So far, nearly 90 percent of the tens of thousands of troops in the anti-Japanese uprising in eastern Hebei have been lost, and the anti-Japanese forces in eastern Hebei have suffered a serious blow.
