According to Hitler, Germany was not a leader elected by a majority vote of Europeans, but a European leader through military conquest. According to the agreement reached between Hitler and the leaders of the European Community, including Switzerland and Sweden, the constitution adopted by the Constituent Assembly of the United States must also be subject to a referendum by each country. Any country that votes in a referendum to "support the constitution of the United States" automatically becomes a state under the United States of Europe. Countries that do not pass the referendum can remain within the Community.

However, the Senate of the European Community will be automatically dissolved upon the formation of the United States of Europe, and the full powers of the Senate will be delegated by the Constituent Assembly until the United States of Europe elects a new Senate Upper and Lower Houses. In other words, any European country that does not join the United States, but wishes to remain in the Community, will lose its legislative representation in the Community. Naturally, their national interests cannot be guaranteed.

When the time comes, these countries will either choose to become "second-class citizens" of the European Community, or they will simply withdraw from the European Community. And if they choose the latter, they lose the right to share in the benefits of US reparations, the collective security of the European Community, and the market of the European Community.

So Hitler's policy was in fact to force the countries of the European Community to choose to join the United States.
