Chapter 193: Outcomes of the Greater East Asia Conference

The Central Committee of the Empire decided to convene the First Greater China Conference in the beautiful Shenjing (Luoyang) in the golden autumn of October, before the celebration of the 10th anniversary of the founding of the People's Republic of China, and invited the heads of the five northern and southern countries to discuss the establishment of a series of important world systems at the National Congress Building of the Empire. The Greater China Alliance, the Greater China Security Alliance, the World Tariffs and Goods Trade Union, the World Monetary Fund, the World Bank Group, the International Court of Justice, the International Health Organization, the Greater China Cooperation Forum, the Inter-Political Migration Committee, the Coordinating Committee on the Control of Science and Technology Exports (similar to Batumi) and so on were born after this meeting.

The Greater China Conference put forward five declarations, which also set the framework requirements for the countries that joined the Great China Alliance.

1. All countries should work together to establish the stability of the alliance and build an order of coexistence and co-prosperity on the basis of justice.

2. Countries respect each other's autonomy and value mutual cooperation, so as to establish a close relationship between the members of the Alliance.

3. All countries respect each other's traditions and give full play to the creative surnames of each nation, so as to carry forward the culture in the world.

Fourth, all countries should work closely together on the basis of reciprocity to promote economic development and enhance the prosperity of the Alliance.

5. All countries should carry out close exchanges with all countries in the world, abolish racial discrimination, conduct cultural exchanges with any ethnic group, and open up their respective countries

self-resources to promote the development of the world.

After the meeting, the alliance formed was naturally the Greater China Alliance with the Chinese Empire as the core. All wars and disputes between the northern and southern states were put to an end, and a permanent armistice was signed (mainly the Jin and Liao kingdoms in the north, and the wars between the Angkor dynasty and the Champa kingdom in the south). The permanent land and sea borders of various countries have been thoroughly demarcated, new maritime territorial standards have been established, and the World Oceans Convention has been signed, the main contents of which include: territorial sea, adjacent zones, exclusive economic zones, continental shelves, straits used for international navigation, archipelagic states, island regimes, closed or semi-closed seas, rights and interests of landlocked countries in and out of the sea and freedom of transit, international seabed and marine scientific research, protection and safety of marine environment, development and transfer of marine technology, and so on.

This alliance raises a variety of issues that many of the participating heads of state could not have imagined, establishes a series of international rules, and almost elevates the level of international ties in the once fragile tributary system in Asia, with China at its core, to an iron bucket without loopholes. Almost all disputes and problems that may arise in the future have been taken into account, and standards and methods of peaceful settlement have been established in advance.

In this meeting, the Chinese Empire obtained the sixteen states of Yanyun and the Mongolian Plateau that it had always wanted through the demarcation treaty (as the price of mediating the war between the Jin State and the Liao State, the Liao State, which was almost on the verge of extinction, had to give up the sixteen states of Yanyun in Nanjing Province, which had long been separated from Germany, and the Mongolian region in Shangjing Province also became an autonomous region of the Chinese Empire similar to Tubo under various means, and the land area of the Liao State was sharply reduced from more than 3 million square kilometers in the Song Dynasty to less than 500,000 square kilometers, and the Jin State occupied the Tokyo Province, The loss of two-thirds of the Mongolian region and the Nanking Province in Shanggyo Province led to a sharp decline in national strength, the population dropped from 10 million at its peak to less than 2 million, and the number of troops was reduced from more than 1 million to 100,000 in repeated wars against Jin, and from a large country with an international surname to a small country with a local surname), and all the undisputed sovereignty of the Ryukyu Islands, Jeju Island, Miaodo Island, and the Lundai region, Tsushima Island, Hokkaido Island, Sado Island, and other areas under actual control.

The Uighurs of Gaochang were immediately surrounded by the Tibetan Autonomous Region in the south, the Bianxia Province in the east (the former Western Xia Province in the east also became Yinxia Road, which was divided into three after the founding of the People's Republic of China, bordering the Gaochang Uighurs and bordering the Bichu Province) and the Mongolian Autonomous Region in the north, and the neighboring countries suddenly changed from five to two (Tibet, Khotan)

The Greater China Security Alliance is an organization similar to NATO, referred to as the China Alliance Organization or China Alliance, which is an international military bloc organization established by China and major countries in East and Southeast Asia to achieve defense cooperation. With a large number of thermal weapons and conventional troops, the Chinese alliance is an important military force in the East. This is a sign of the capitalist camp's realization of a strategic alliance militarily, the development of the Greater China Co-Prosperity Sphere Plan, which has enabled China to control the defense system of Northeast Asia headed by the Liao State, a symbol of China's leadership as a world superpower, and a military guarantee for the establishment of hegemony by the Chinese Empire in the world.

The World Tariffs and Goods Trade Union is a WTO-like existence, referred to as the Trade Union or Business Alliance, which is a multilateral international agreement on tariffs and trade rules concluded between political axes. Its purpose is to promote the liberalization of international trade by reducing tariffs and other barriers to trade, eliminating differential treatment in international trade, in order to make full use of the world's resources and expand the production and circulation of goods. The Shang Alliance was signed in Shenjing on October 30, 1949, and came into effect on January 1, 1950.

The IMF Corporation was established in Shenjing on December 27, 1949 in accordance with the International Monetary Fund Agreement signed in November 1949 at the meeting of the Longmen Forest in Shenjing (a large royal garden near the Longmen Grottoes in Luoyang). Founded at the same time as the World Bank and one of the world's two largest financial institutions, its role is to monitor currency exchange rates and trade among countries, and to provide technical and financial assistance to ensure the proper functioning of the global financial system. Its headquarters are located in Shenjing.

The World Bank Group, abbreviated as the World Bank, has been used to refer to the International Bank for Reconstruction and Development and the International Development Association. Together, these institutions provide low-interest loans, interest-free credit and grants to developing countries. It is an international organization whose mission is to finance the nation's fight against poverty, and its institutions play a unique role in the mission of alleviating poverty and improving living standards. In the last month of 1949, the World Bank provided about 3 billion dragon dollars in loans or assistance to 10 countries.

The International Court of Justice (ICJ) is the highest judicial organ in the world, and the international law formulated by the Alliance of the Great China is the highest basis for resolving all international disputes, as well as the source of judicial power of the International Court of Justice. INTERPOL is a strong law enforcement agency with the best criminal investigators in each country, and because Interpol is politically neutral, it does not intervene in any political, military, religious or racial crimes, nor does it intervene in non-transnational crimes. Its goal is to put people's safety first, focusing on investigating crimes such as terrorism, organised crime, drugs, arms smuggling, smuggling, money laundering, child pornography, high-tech crime and corruption. Almost all related transnational crimes are transferred from national courts to the International Court of Justice (ICJ), while litigation involving sovereignty disputes and political disputes are decided by the courts in accordance with international law, and the decisions are final and cannot be appealed.

The International Health Organization (WHO) is also a specialized agency under the China Alliance, the largest international public health organization, headquartered in Shenjing. The purpose of the International Health Organization is to enable the world's people to achieve the highest possible standard of health. The organization defines health as "a state of perfection in physical, mental, and social life." The main functions of the organization include: promoting the prevention and control of epidemic and endemic diseases; provide and improve teaching and training in public health, disease care and related matters; Promote the establishment of international standards for biological products.

The convening and establishment of these conferences, treaties and organizations, which took a total of 20 days and were part of a long-planned world project, was astonishingly efficient. Almost all the heads of state raised their hands at the meeting, and all the articles were adopted after being reviewed and almost without any objections or questions.

In the short term, countries can enjoy the benefits of a significant reduction in military spending, public security spending, medical and health welfare expenses, customs duties, and other political expenditures at almost a negligible cost, and at the same time obtain permanent peace and a stable international order established under the umbrella. But in fact, it was each country that gave up a lot of its sovereignty and completely became the protectorate and vassal state of the Chinese Empire.

The absolute superiority of national power is a guarantee in front of the countries, and a superpower that can destroy itself at any time has no need to spend such a huge price to buy countries for a little territory. The army armed with this money is enough to wipe out the countries ten times. The only explanation is that the Chinese Empire is a benevolent and righteous country, and it is in the interest of all parties that China should be a responsible member of the international community and not seek to impose its will on others. Although the time cost of slow assimilation is very large, the other costs are very low, and its cost advantage is enough to exceed the expenses in the war of annihilation and various stability maintenance expenses after the fact. Step by step, the all-round encroachment on the political, economic, cultural, and military spheres of various countries far exceeds the efficiency of Mongol-style military expansion.

The civilization of several generations advanced is enough to completely assimilate these 'allies' at different stages between tribal confederation states and feudal society in two or three generations.

The Crossing Crowd will never make a loss-making transaction, and the cost of establishing an international organization is worth it, and it will be recouped tenfold and hundredfold in the next few decades. Just like the United States in the past, the United Nations and many international organizations have obtained a hundredfold and thousandfold return on investment.

The unprecedented success of the Great China Conference had a far-reaching impact on the world pattern, and it can be called a conference that affected the destiny of the world, established the first mechanism for settling international disputes through dialogue on an equal footing, established a set of norms for exchanges between modern civilized countries, and can be said to have created a precedent for non-violent expansion in the colonial era.
