Previously, the China Eastern Railway has experienced several strikes.

On November 10, 1919, the workers of the Ussuri Railway in Vladivostok staged a strike and sent people to the land to contract the tandem.

Due to the years of war in Siberia and the Far East of the Soviet Union, not only grain, but also cloth and all other means of subsistence had to be imported from Harbin. As a result, there is a shortage of materials in Harbin and the price of goods has skyrocketed. At that time, Kolchak issued paper money indiscriminately, so that the Hubei currency in the market at that time was worthless. One ruble can only be exchanged for one cent and six cents of the ocean. As a result, 50 or 60 stores in the country outside the province closed down one after another and went bankrupt. The old Baiyuan surname in Harbin simply lives in the heat of the water.

On October 11, 1919, more than 700 Chinese workers and more than 150 Russian workers from the Harbin Locomotive Depot, together with more than 2,000 workers from the 36th Shed Factory and more than 600 Soviet workers, kicked off the strike. Immediately afterwards, all departments on the Middle East Road began to strike.

All trains to various places stopped, and the China Eastern Railway was paralyzed again.

After the strike began, the contractors posted and distributed leaflets everywhere. Horvat's full name is Dimitri. Leonidevich. Horvat was born in 1859 in the city of Leminchug, Poltava Province, Russia, Ukraine, to an old noble family. In 1878 he graduated from the Nikolaevsk Engineering School and was sent to the War Department as a second lieutenant. In 1885, he was sent to Central Asia to build the Trans-Caspian Railway, and rose to prominence for the construction of the wooden bridge over the Amu Darya River, and was promoted to the head of the Central Asia and Ussuri Railway. His wife and mother were related to the Empress of Tsarist Russia, and Horvat was favored by him and rose to prominence. When the China Eastern Railway was officially put into operation, he served as the director of the Railway Administration with the rank of colonel, and was later promoted to lieutenant general.

Horvat's brutal control of the railroad workers caused a strong resentment. In November 1905, the workers of the Harbin Railway General Factory staged a strike, demanding that the military be removed from military control and that the eight-hour work day be implemented. Horvat's promise to settle the matter the next day was actually a deception, and the workers found out and surrounded the railway building. Horvat had to slip through the back door, and then brought in a large number of military police to suppress the workers. After Harbin was opened to trade, forces from Japan, the United States, Britain and other countries infiltrated, breaking the monopoly of Tsarist Russia. In 1907, Horvat promulgated the "Constitution of the Guild Council" without the consent of the Central Government, and decided to transfer part of the land and some enterprises and institutions in Nangang and Daoli to the jurisdiction of the Harbin Self-Governance Council. Under his manipulation, in 1908 the Harbin Municipal Self-Governance Council and the Municipal Board of Directors were established, and all important resolutions of these two councils could only be implemented after being approved by the Railway Public Corporation. As the manager of the railway company in China, Horvat is in power.

After the October Revolution in Russia in 1917, the former Russian noble landlords, high-ranking military officers and bourgeoisie sub-clans fled to Harbin. The following year, the former Tsarist Russian branch in Harbin, under the planning of Horvat, formed a so-called "Far Eastern Council for Supporting the Motherland and the Constitution"!

More than 10,000 former Russian fugitives regarded the Harbin Railway annex under the rule of Horvat as a "refuge". In April 1918, Horvat went to Beijing to attend the shareholders' meeting of the Eastern Railway. During this period, in order to gain the support of the Entente countries, he had frequent contacts with the Entente representatives in Beijing. After returning to Harbin, he recruited a military team in the name of "protecting the road" and established the so-called "Far Eastern Volunteer Regiment".

At the beginning of 1920, with the covert support of the Japanese forces, he vainly attempted to "take control over all military operations" of the China Eastern Railway, and he also embezzled the railway funds without authorization, and purchased arms from Japan amounting to 1 billion yen, so that the arrears of labor funds were not paid for two months, making it impossible to maintain the livelihood of the workers, and finally triggered a general strike by the workers of the China Eastern Railway. The workers solemnly declare:

"Huo's not going for a day, and the roadworkers not going for a day." This unprecedented scale of the strikers was supported by the people of all circles in Harbin, with businessmen and workers striking to demand that Horvat be stripped of his powers!
