The Charter also stipulates that the Earth Federation and its Member States shall abide by the principles of the sovereign equality of all Member States, that each Member State shall settle its international disputes by peaceful means, that Member States shall refrain in their international relations from the threat or use of force against other States, and that they shall refrain from interference in the internal affairs of States.

The Charter stipulates that, in order to achieve these purposes, the Earth Federation and its Member States shall be guided by the following principles: the Earth Federation is based on the sovereign equality of all Member States; Member States should faithfully fulfil their obligations under the Charter;

Member States should settle their international disputes by peaceful means; Member States shall refrain from the use or threat of force against other States;

States shall not assist any country when it takes preventive or enforcement action against that country; In the maintenance of international peace and security, the Earth Federation shall require non-member States to abide by the above principles; The Earth Federation shall not interfere in matters within the domestic jurisdiction of any country, except in the execution of its resolutions.

The Charter stipulates that all members of the Earth Federation are equal, respect each other's sovereignty, territorial integrity and political independence, oppose the use of force or the threat of force to settle disputes between them, and advocate the resolution of disputes through dialogue and negotiation.

The Charter emphasizes the authority of the Federation Council of the Earth in the maintenance of world peace and security, and stipulates that only the Federation Council has the authority to take all necessary measures, including military means, to maintain world peace and security.

On the evening of December 21, 2016, the heads of state of nine countries, including the Chinese Autonomous Region, the Russian Autonomous Region, the Indian Autonomous Region, the North American Autonomous Region, the European Autonomous Region, the African Autonomous Region, the Australian Autonomous Region, the South American Autonomous Region, and the Middle East Autonomous Region, reviewed the Earth Federation Charter, put forward more than ten amendments, and unanimously adopted the "Earth Federation Charter" by a show of hands at 23:50 that night, and held a signing ceremony at 2:10 a.m. the next day.

At 2:10 on December 22, 2016, the nine giants of the earth, including Li Baoqiang, signed their respective names on the charter of the Earth Federation, exactly four years before the outbreak of the apocalypse.
