The workers were outraged by this strong decision of the government, and 300 workers of the factory, together with all the workers of all other factories, a total of 2,500 people, protested at the group meeting of the Vasilyevsky district.
Therefore, the government sent obedient student soldiers to disperse the workers, characterized the riots as acts of rebellion, and ordered the whole city of Petrograd to be under strict martial law.
On 25 July, the Military Committee of the Petrograd Military District issued a proclamation announcing the strict martial law and demanding that each district form a three-member revolutionary group chaired by the leader of the corresponding party committee, which is valid for all the inhabitants of the district, and the military forces of the district are also under the orders of the three-man military group. On the same day, however, the Workers' Decree was issued, and the workers still held a procession, demanding: Speech, Publication, and Collective Meeting, demanding the release of the workers, the Red Army, and the sailors who had recently been arrested for political reasons, and demanding the immediate re-election of the Soviets on the basis of a secret ballot.
On 28 July, the Political Bureau of the Central Committee of the Russian Communist Party held a meeting to discuss the current situation, and when discussing the current situation, it was held that the most important task was to suppress the political and anti-opposition factions.
On the same day, the All-Russian Committee for the Suppression of Counter-Terrorism issued an order to remove the righteous from the government, the Revolutionary Party of the Communist, and the Mensheviks from the local self-control organs, grain offices, and ration machines, and to prohibit all activities calling for the boycott of the crucians, speeches, and parades.
More than 100 Mensheviks and the Communist-Revolutionaries were arrested, and about 200 workers and intellectuals were arrested, including the Menshevik leader Donn.

In July of 1920, news of the Petrograd Strike Strike threw sparks at the already fire-filled fleet, and the sailors, who were already in a state of restlessness, began to stir.

Zosimov decided that the sailors themselves would send a delegate to Petrograd to find out the situation, and the two battleships sent a delegate regiment of five and seven people, respectively!
On the morning of the 26th, the delegates went deep into the factory to learn about the situation, and the sailors were surprised by the workers' political proposals, but their emotions still infected them.
On July 27, the delegation returned to express the demands of the workers and the situation in Petrograd. In this way, the two warships put forward a resolution to be submitted to all the warships of the Baltic Fleet and the representatives of the military districts for discussion, with a total of thirteen propositions:
"1. Since the existing Soviets do not reflect the will of the workers and peasants, the Soviets shall be re-elected immediately by secret ballot, and the proclamation of the workers' and peasants' self-election shall be carried out before the re-election; 2. Workers, peasants, non-governmental, and socialist-oriented parties are required to speak and publish their own opinions
There is nothing unreasonable in these thirteen points, and almost all the demands of the anti-dictatorship have similarities with the demands of self-reliance, and then these thirteen claims are considered by the Soviet government under the leadership of the Bolsheviks to be the beginning of the "Kronstadt Rebellion".
On August 1, the 1st and 2nd battleship detachments passed the resolution by an absolute majority of two abstentions, adding two points:
"14. Designate mobile groups to supervise the work: 15. Allow the self-production of their own labor by handicrafts."
These fifteen demands roughly repeated the demands of the Petrograd workers, and also expressed the strong desire of the peasants to abolish the policy of "wartime communist capitalism", and the land and freedom they wanted to obtain were exactly what the Bolsheviks had promised them before they came to power, and the slogan of "land, peace, bread" seemed to have been abandoned before they had even fallen!
On 1 August, a meeting of the entire Kronstadt garrison was held at Jacool Quace, where 16,000 local residents arrived, and the leaders of the Kronstadt naval base wanted to persuade the sailors to abandon the above political proposals. But their speech was interrupted by a cry of "Enough, we've been listening to these frivolous words for three years and don't want to listen to them anymore......". At the meeting, a sailor named Perepelkin made a speech against the present government of Soviet Russia, and read the above-mentioned 15-point resolution, which was in line with the majority of the participants, except for a very small number of party members. The sailor also suggested that each unit and organization send two deputies to discuss the question of the re-election of the Kronstadt Soviet.
And on the same day, the two battleships on the list of battleships were selected, and the ship committee replaced the political committee to maintain order on the ships. That night, the Naval Committee held a meeting, and other ships also took part in the meeting, and some of them reported the situation to the other ships after returning to Petrograd the next day. At the meeting, the majority of the delegates vetoed the request of Kalinin, chairman of the All-Russian Central Committee of the Central Committee of the People's Republic of China, to be taken hostage, and let him leave without incident.
More than 600 people attended the meeting, 25 percent of whom were members of the Russian Communist Party and five non-party members formed the main group.
At that time, the official representative of the time, the head of the Kronstadt Soviet Council, Sivasilyev, and others were still trying to calm the mood of the soldiers, but those untimely fake vacancies were interrupted by the soldiers several times.
At this time, news came from outside the meeting hall that the cadets of the military academy had come with guns to arrest people, so the council immediately made a decision to set up a provisional committee for the revolution, with Petrichenko as the chairman.
In a hurry, the Central Congress passed a series of resolutions: the non-partisan men should immediately occupy all important strongholds and communication stations, disarm and arrest the members of the Russian Communist Party who held positions under strict supervision, and strictly count the seized weapons; The three-person team of the election committee is responsible for the work of leading and guiding. On the evening of August 2, the Red Army stationed at the fortress decided to unite with the Provisional Revolutionary Commission.
That night, all the stations of the communications department were occupied by the guard team of the Provisional Revolutionary Commissioner's Association, and the Commissariat Committee officially announced to all the people in the vicinity:
"Comrades! Citizens! Our country is in a critical moment, and hunger, cold, and economic collapse have put us in iron shackles. The Bolsheviks, who were in charge of the country, were detached from the masses and were powerless to save the country from total collapse. The Bolsheviks were really wrong. These commotions, these demands are the voices of all the people and all the laborers. ”
It is precisely for the sake of the Soviets that they should find their own genuine workers' representation, and for the Soviets to become an active and energetic organ.
