Chapter 396 European Community

What is the European Community? What is the European Monetary Union? What is the European Customs Union?

Correctly interpreting these three questions was an important mission of "Dear Comrade Hitler" at the Geneva Peace Conference. Only by clarifying these three issues and understanding them to the leaders of countries that really want to participate and those who are forced to participate will Germany be able to integrate Europe in a relatively short period of time and become a "quasi-continental country" that can compete with such intercontinental countries as the United States and the Soviet Union.

On 27 June, an "intra-EU meeting" was held, and only delegations of countries preparing to participate in the European Community, the European Monetary Union or the European Customs Union were eligible to attend.

The meeting was held at the Wilhelm Palace, the former Wilson Palace, which was renamed the Wilson Palace because Wilson was now a bad guy who undermined peace and unity in Europe, so the League of Nations renamed the Wilson Palace.

"The European Community was a close-knit confederation, similar to the German Confederation or the Holy Roman Empire. It will be a union of many independent and sovereign European countries, and all countries participating in the Community will have to be united in economic, military, diplomatic and judicial policies. In other words, all governments must surrender part of their sovereignty to the Community Commission. It is also incumbent upon the Commission of the Community to ensure the security and economic prosperity of every country participating in the Community......"

Adolph. Hitler was now a rational, moderate, and clear-thinking politician, speaking in Bavarian-accented German to the delegates of European countries attending the conference about his ideals of the European Community – of course, it was not the National Socialist Workers' Party that designed the EC system, but the German Army Policy Council.

"The European Community will have an independent capital in Europaberg in the Alsace-Lorraine region, which will be a new city on the banks of the Rhine. It is the seat of institutions such as the Commission of the European Communities and the Parliamentary Assembly of the European Communities, as well as the capital of the Head of State of the European Community......"

"The head of the European Community?" French President Pétain frowned and asked in stiff German, "Who will be the head of the European Community?" Is it His Majesty Kaiser Wilhelm of the German Empire? ”

"The head of the European Community is elected," said Adolf. Hitler said, "There will be a method akin to 'electing an empire,' in which the heads of state and government participating in the European Community will vote for election, and if elected, they will hold this office for life." However, the head of the EC does not have much real power, and this is a ceremonial position. ”

The "ceremonial position" also depends on who holds it. According to Hitler's plan, the aged Kaiser Wilhelm would be the first head of the European Community, and he was, of course, an "old vase". And after the death of Kaiser Wilhelm, Hitler was ready to make himself the head of this European Community!

Führer Petain then asked: "Leader, is the European Community a military alliance?" Will there be an army loyal to the European Community? ”

"The European Community, of course, is a military alliance!" Field Marshal Hersman took over the question, "but there will be no EC army, only that the EC countries will have to take a unified position militarily, and the EC Supreme Command will be established to coordinate the concerted military action of the countries within the framework of the European Community." ”

In later generations, the EU only had economic integration but no military integration, and EU countries relied on the US-led NATO for defense. Thus the EU has become a weak union of states, and Hersmann's European Community is a combination of the EU and NATO.

"That is, if France decides to join the European Community, it will have to declare war on Britain?" Marshal Pétain asked, somewhat embarrassed.

Although the French fleet ate bombs in Toulon, the French were indignant but did not choose to fight the British. Because they just didn't want to fight to submit to Germany, how could they fight for Germany right away?

Of course, there are still a small number of volunteers, but this does not represent the will of the entire French nation.

"Yes," Adolf. Hitler nodded, "But France doesn't have to join the European Community right away...... Participation in the European Community can be a one-step process or a gradual one. I think France could become a full member of the European Community after the complete defeat of the British. ”

Of course, the integration of Europe cannot be achieved overnight, and the attitude of European countries towards Germany and the relationship with Germany are also different. Hungary, for example, was boiling over Germany because it wanted to abolish the Treaty of Trianon and insisted on following Germany to fight the world.

And Poland, Lithuania, Slovakia, Galicia-Ukraine, the four countries that share the monarchy with Germany, are actually completely controlled by Germany, and naturally they can only follow Germany to the black.

The situation was similar in Belgium, where the country was completely occupied by Germany and had no way out but to join the European Community. However, Belgium now has no army capable of leaving the country to fight, only a police force for policing. Belgium is therefore required to join the European Community, but it does not have to send troops to participate in the military operations of the European Community (in fact, Germany).

Another country that has confirmed its membership in the European Community is Finland. Finland would join the European Community in exchange for German protection in order to guarantee that its country would not be annexed by the Soviet Union. At the same time, Finland had to fulfill its obligations as a member of the European Community by sending troops to participate in the German-led war.

In other words, the first countries to join the European Community were: Germany, Hungary, Poland, Lithuania, Slovakia, Galicia-Ukraine, Belgium and Finland.

"France can join the European Customs Union and the European Monetary Union first," said Adolf. Hitler said with a smile. "Of course, it's not forced. We do not force any country to join the European Customs Union and the Monetary Union. ”

The French could vote for a combination of a set of surrender conditions. They would either join the European Customs Union, the European Monetary Union, and hand over a "volunteer fleet" of four new battleships, and then hand over Alsace-Lorraine to Germany (as the capital of the European Community), lease Calais, Dunkirk, and Brest to Germany, and hand over French ****** to Italy (after some bargaining, Hitler agreed that France would keep Algeria and French Morocco) and agree to the independence of Syria and Lebanon.

Either France would have to return Alsace-Lorraine to Germany, as well as all the reparations paid by Germany under the Treaty of Versailles, as well as all the losses incurred during the illegal French occupation of the Rhine and Saarland, for the colonies lost by Germany as a result of the Treaty of Versailles, and for all the losses caused to the Austrian Crown Territory by the Treaty of Saint-Germain...... About 300 billion gold marks will be lost!

Moreover, until France paid all the reparations, Germany would occupy 60% of the French mainland as collateral, and all French officers and soldiers captured in the Western Front would also work for Germany to pay interest on the reparations...... They will be released only after the compensation is paid in full!

As for the conditions on which France surrendered, or chose to fight to the end. The decision will be made solely by one person, one vote of the citizens with the right to vote in France...... Including Alsace-Lorraine and all French citizens held in prisoner of war camps could vote.

And those French prisoners of war who were locked up could not escape the fate of hard labor, regardless of the outcome of the vote. It's just a matter of how long...... 18 months at most or at least 18 years?

If the result of the vote is that France joins the European Customs Union, the European Monetary Union and surrenders part of the fleet (in the name of volunteers), then these French prisoners of war will only have to work as construction workers for a maximum of 18 months. Complete the rehabilitation of infrastructure and industrial facilities in Belgium, Alsace-Lorraine, Dunkirk and Calais, build a few more coal mines, iron mines (in Belgium, Luxembourg and the Alsace-Lorraine region) and then go home.

If the French refused to give in, then these poor prisoners of war would have to work endlessly, and the entire French economy would collapse, just like Germany after 1920!

In addition, regardless of the surrender plan, France's military strength would be limited to a certain extent.

However, the strength of the restrictions is not the same. If France joins the European Customs Union and the European Monetary Union, it can have more troops and retain a certain number of air forces.

Otherwise, France would have been subject to the same severe restrictions as Germany after the Treaty of Versailles.

Of course, there is no need to worry about the result of the vote, the French people will not be uncomfortable this time, and France will definitely join the European Customs Union and the Monetary Union. After France's accession, the European Customs Union dominated by Germany will be close to the United States in terms of economic aggregate, and its population will far exceed that of the United States. As a result, it has become a supermarket that can compete with the United States.

In this way, countries such as Sweden, the Netherlands, Norway, Denmark, Romania and even Switzerland will not be able to shake off the attractiveness of the European Customs Union (and of course there is an element of coercion) to join it.

Countries that join the European Customs Union do not necessarily have to join the European Monetary Union (France and all countries that join the European Community must use the Euromark), otherwise they will eventually abandon their currency in favor of the stronger, more stable and more convenient Euromark.

It should be mentioned here that the Kingdom of the Netherlands finally resisted the temptation to immediately join the European Monetary Union, but only to join the European Customs Union. Therefore, the ECB headquarters will not be in Amsterdam, the ECB will be based in Frankfurt, Germany.

And after the countries that participated in the European Customs Union chose the Euromark, the fate of their countries was actually tied to Germany, and it was a matter of time before they joined the European Community. (To be continued.) )
