The Kuomintang county magistrate of Shen County fled, and in order to fill the power vacuum, Fan Zhuxian appointed Lu Shilong, a member of the first office, as the anti-Japanese county magistrate, along with Liu Panxi, the secretary of the county government, and Zhang Bingyuan, the secretary of the Political Training Department. Most of them were exiled students in Pingjin, who had experienced the 129 student movement, and some of them were still the leaders of the movement, and they joined before the outbreak of the Anti-Japanese War.
Lu Shilong, who joined the party in the first half of 1937, was a native of Lijiazhuang Village, west of Tai'an, a student of the Department of Economics of China University in Beiping, and a backbone of the 129 student movement. Zhang Bingyuan, a native of Shengfang Town, Tianjin, joined the party in 1936 and is a student of journalism at Yenching University in Beiping. They arrived in Jinan in the summer of 1937 with the exiled students from Pingjin, were admitted to the Third Group Military and Political Staff Training Class, and arrived in Liaocheng to work after graduation.
In December 1937, when the dripping water turned into ice, Lu Shilong rode a small donkey on the 29th, braving the biting cold wind to arrive at the county seat of Shen County, his only luggage was a thin quilt and a cotton coat, Zhang Bingyuan and others also arrived in Shen County. The weather was cold and frozen, and they couldn't stop their fiery hearts, so after settling down for a while, they immediately sent the waiter Su Qun to Fenghai Village to pick up Feng Zihua, an underground party member, whose place of work was originally in Guanxian County.
Feng Zihua came in with a snowflake, and after introducing their identities, Zhang Bingyuan conveyed to Feng Zihua the instructions of the Luxi Special Committee of the Communist Party of China: "Don't go to Guan County, just do party work in Shen County." He pointed to Lu Shilong beside him and said, "The three of us are responsible for the work of the party in Shen County. ”
It was in this dilapidated hut that a three-member group of the Shen County Party Committee was formed.
In order to facilitate work, Feng Zihua and some party members and progressive youths in the county entered the county political training office as a cover. Everyone worked together, and in a short period of time, Lu Shilong restored the county government, and the districts also established district offices, and Su Qun, the head of the education section, and Cao Dacheng, the head of the finance section, were the first members. The chaotic situation in the county initially calmed down, and the anti-Japanese decree was popularized and implemented.
During the Spring Festival of 1938, the sound of firecrackers swept through the festive sky from time to time, and many farmers were busy visiting relatives and friends to celebrate the happiest festival of the year. At the residence of the political training office in the city, a secret and important meeting was being held, which was attended by Zhang Bingyuan, Lu Shilong, Li Ji'an, Feng Zihua, etc., with solemn expressions, waiting for a heavy announcement.
Zhang Bingyuan stood up and solemnly announced to everyone: "I officially announce that the Shen County CPC Committee has been officially established. ”
Everyone burst into warm applause, and everyone looked excited.
Zhang Bingyuan also announced: "Secretary Zhang Bingyuan, committee members Lu Shilong, and Li Ji'an. Organization Minister Bai Xueliang, Propaganda Minister Feng Zihua, and Mass Work Minister Wang Huiqing. ”

At the meeting, everyone had a heated discussion on the current situation and several problems that need to be solved urgently, and decided: 1. Train cadres in large numbers. Based on the two months of work, it was felt that the most pressing problem was the lack of cadres. It is no longer realistic to rely on Liaocheng to recruit cadres, and measures must be taken to train them. At the meeting, it was decided on ways and methods to train cadres. 2. Actively develop the party's organization. Recruit party members among the young activists who demand anti-Japanese resistance, establish rural party branches, and establish district and district committees as much as possible. 3. Organize anti-Japanese armed forces. Establish the Shen County Detachment, the District Basic Self-Defense Force, and the Village Non-Production Self-Defense Force. The leadership of the Shen County detachment was decided. 4. Quickly establish mass organizations of workers, peasants, youth, and women to resist Japan.
After the meeting, all comrades carried out intense and orderly work in accordance with the unified arrangements of the county party committee. First of all, to establish anti-Japanese armed forces, Lu Shilong took in the personnel and guns of the Shen County People's League and the former county police station, and established the Shen County Detachment. Lu Shilong concurrently serves as the captain, Chao Sumin is the deputy captain, and Guo Lu is the director of the political department, with 3 companies under his jurisdiction, responsible for guarding the city, patrolling, maintaining public order and other tasks.
Lu Shilong also personally led the Shen County detachment to Zhangwa in the south of the city and Yandian in the north of the city to crusade against the bandits. Later, the Shen County Detachment was renamed the Shen County Security Brigade, and the county party committee sent political instructors to each company. This team played a significant role in eradicating bandits and stabilizing the situation.
In May 1938, a team suddenly drove outside Nanguan and asked to enter the city. The Shen County detachment thought that this was a large group of bandits, and resolutely did not open the city gate. Later, I learned that this was the Kuomintang 68th Army's advance behind enemy lines, and it passed through Shen County on the way to Hebei. Lü Shilong was worried that the ministry would harass the people after entering the city, so he still ordered the city gate not to be opened.
The two sides held each other for three days, and the army claimed that if they were not allowed to enter the city, they would bombard the city gate and force their way into the city. In the end, Lü Shilong ordered Guo Lu to go north with the ministry and serve as a guide to calm down the incident.
At the same time as the Shen County detachment was established, various districts also set up 30 to 50 basic self-defense units, and villages set up self-defense units that do not work out of production. Sun Huaiyu's militia in the west of the city was incorporated into the 14th Independent Regiment by Fan Zhuxian, and the situation in Shen County was further stabilized.
The Shen County Anti-Japanese Government held various training classes to train a large number of cadres and anti-Japanese backbones. In the No. 1 High School on East Street in the city, two short training courses for cadres of the peasant association were held successively. For more than 10 days in each session, Zhang Bingyuan, Lu Shilong, Feng Zihua, Wang Huiqing, and others gave lectures, explaining the anti-Japanese form and future tasks, how to organize the peasant association, and the working methods of the peasant association cadres. After the training course for peasant association cadres, outstanding young people were also selected to study and receive training in Yan'an and the 129th Division of the Eighth Route Army in Nangong, as well as in the Liaocheng Political Cadre School and the Military Education Corps.
The county government also established an anti-Japanese mass organization. In April 1938, the Shen County Anti-Japanese Movement Committee was established, and Lu Shilong served as the director. After the trainees of the agricultural training class returned to their villages, they immediately mobilized the peasants to launch a vigorous peasant anti-Japanese movement to save the country. Farmers joined the peasant associations one after another, and the peasant presidents of various districts held a joint meeting in the county seat, established the Shen County Peasant Anti-Japanese Salvation Association, and elected Wang Huiqing as the president and Bai Xueliang as the vice president.
The members of the peasant association also carried out some basic exercises, and when the guns were occupied by the Self-Defense Forces, the members of the peasant association trained with red tassel guns, large knives, sticks, and commonly used farm tools, shovels, and hoes. One day after the autumn of 1938, the sun was shining, and more than 10,000 farmers in Shen County poured into the county from all directions and gathered in the square in the northeast corner of the city. Above the humble rostrum, a banner written on white cloth and red paper was hung, "Shen County Peasant Military Parade". The audience was crowded, the tips of the red tassel guns were shining, the red tassels and all kinds of paper flags were waving in the wind, and the slogans were heard one after another.
Lu Shilong, the county magistrate, and Wang Huiqing, president of the peasant association, made impassioned speeches amid warm applause, and then a huge demonstration was held, and the crowd dispersed into the night. This review and procession demonstrated the strength of the organized peasants and laid the foundation for further mobilizing the peasants to participate in the anti-Japanese and national salvation activities in an all-round way.
The Shen County government implemented a wartime economic policy, and the slogan at that time was "Anti-Japanese is higher than a qiē, there is money to contribute, there are people to contribute, there are people to contribute". In the process of implementing county administration, Lu Shilong changed the agricultural income tax to a progressive tax according to the situation of the vast land and poor people in Shen County, that is, the more wealth, the higher the tax rate, thus reducing the burden of the vast number of poor and middle peasants. Measures such as reducing other taxes, strictly prohibiting usury, forcing rich landlords to pay grain, providing relief to poor peasants, calling for the restoration of cottage industries, strengthening the management of bazaar trade, and severely punishing lawless businessmen have brought vitality to the economy of Shen County, which was on the verge of despair.
In order to support the Anti-Japanese War, Shen County released 40,000 yuan to the Sixth Special Administration at one time, which was beyond the reach of other counties.
The county government also carried out anti-Japanese cultural education, and despite the very difficult financial situation, it still allocated special funds to restore education, and added two new senior primary schools and more than 80 junior primary schools in the county, and increased the number of primary school teachers by more than 100. Lu Shilong also ordered Su Qun, the head of the Education Section, to transfer the original school fields to the Education Section to make up for the lack of education funds. In terms of cultural work, the county set up a literary and artistic propaganda team to perform on the streets of the countryside, write anti-Japanese slogans, and organize students from various schools to sing anti-Japanese songs. Rescue songs and programs such as "My Home is on the Songhua River in Northeast China" and "Put Down Your Whip" have stimulated the enthusiasm of many peasants to resist Japan and save the country, and formed a strong anti-Japanese atmosphere in the county.
Fan Zhuxian spoke highly of Shen County's anti-Japanese rescue work, praised Lu Shilong as a model anti-Japanese county magistrate, and called on other counties to learn from Shen County.
However, the ten fingers are not ordinary, and Chaocheng County is another situation. Chaocheng, located in the Luxi Plain at the junction of Hebei, Shandong and Henan provinces in China, has a flat terrain and a pleasant climate, and was not revoked until 1956, and is now classified as Shen County of Shandong Province.
Fan Zhuxian's original appointment of the county magistrate was Zhang Shouzhong, who was a diehard in national studies and belonged to the chief of staff Wang Jinxiang. Zhang Shouzhong was not active in resisting Japan, but under the general trend of active anti-Japanese resistance in the entire Sixth District, he had to make a high posture of anti-Japanese resistance. He set up a mobilization committee, selected some young people to study in the Liaocheng political cadre school and military education regiment through the guò examination, and established county brigades and district teams. However, under Zhang Shouzhong's resistance, the Liaocheng Political Training Office did not send political training staff to Chaocheng County, and it was not until July 1938 that he reluctantly accepted Hei Boli as an officer of the Political Training Office.
Zhang Shouzhong did not support the work of the Political Training Department, and did everything possible to squeeze out Hei Boli, and only arranged for him to be the head of the propaganda group of the Mobilization Committee, and Zhang Shouzhong himself served as the director of the Mobilization Committee.
Unable to carry out his work in Chaocheng City, he had no choice but to go deep into Zhangluji, the largest gathering place of Hui people in northwest Shandong, to organize the Hui anti-Japanese movement. Because Heberi was also a Muslim and educated, he quickly mingled with the local people and quickly organized the Anti-Japanese Salvation Association. On this basis, a number of young activists were recruited into the party, and the Zhanglu branch was established, with Yang Jianyuan as the branch secretary. Under the leadership of Hei Boli and Yang Jianyuan, Zhang Luji's anti-Japanese work to save the country was rapidly launched.
However, Zhang Shouzhong framed Hei Boli for organizing the Rescue Association as an "attempt to subvert the government" and asked Fan Zhu to investigate and deal with it first. At this time, it happened that the Special Committee of the Communist Party of China in Northwest Lu had another task, and took this opportunity to withdraw Heberly from Chaocheng to complete the matter.
The situation is more complicated in Guancheng County, which was assigned to Fan County as Guancheng District in 1956 and Shen County as Guancheng District in 1964.
Fan Zhuxian first sent a man named Wang Guangzeng to be the county magistrate, because the local masses were dissatisfied with the reactionary rule of the Kuomintang, when Wang Guangzeng went to the Wangjiamiao to speak, he did not follow the will of the local people, and the common people's organization Red Gun Society rose up to attack him, Wang Guangzeng was seriously injured, and the two guards he brought with him were also stabbed to death.
Later, Fan Zhuxian sent Jiang Hongyuan to be the county magistrate. This Jiang Hongyuan is a descendant of Wang Qingxiang and a diehard member of the Kuomintang. This person has a violent temperament and is savage, don't look at the anti-Japanese salvation movement is not enthusiastic, but he is very expert in looting people's wealth, and he is nicknamed "Jiang Erhu".
Once, because Shiwangmiao Village did not hand over the money and grain it asked for in time, Jiang Hongyuan shot Li Zhouqian, the head of the li, and cut off his head, hanging his head in the city for three days to warn those who did not pay money and food. This incident caused the people of Guancheng County to boil with anger and excitement.
When Jiang Hongyuan asked for grain from the Ten Kings Temple again, the people near the Ten Kings Temple united and surrounded the Red Gun members led by the General Zhai, which frightened Jiang Hongyuan and shouted: "Folks, don't do this, don't do this, we are on official duty." If anyone obstructs the execution of official duties, Li Zhouqian will be doomed. ”
It doesn't matter if Jiang Hongyuan doesn't shout, this shouting adds fuel to the fire. No one among the people shouted: "Kill, kill these officials." Some people chimed in and shouted: "The officials are forcing the people to rebel, anyway, there is no way to live, kill them-" For a while, the red guns would swarm in, and when they saw the officers and soldiers, they just stabbed and poked indiscriminately, and those in the back pushed the front, and the front rushed forward, one Lang higher than the other.
Jiang Hongyuan was about to shout: "Shoot, shoot immediately." However, his shouts had long been drowned out by the Red Lancers, and no one could hear him. The officers and men were squeezed in the middle, holding their guns high, and there was no room to even pull the bolts, where could they push the chambers and reload, and at once they were killed by the angry Red Gun Society.
Jiang Hongyuan was protected by his personal guards and was finally not stabbed to death, and at this time he had long lost his curse, so he had to smear oil under his feet - and quickly escaped. The red guns behind would chase after them, and they would roar loudly as they chased them, and the sound was like a tsunami of mountains and mountains.
Jiang Hongyuan only hated his father and mother for having two legs, and fled back to the county seat without his life, and the Red Gun Society also chased him to the county seat and surrounded the county town one by one. Frightened, Jiang Hongyuan was closed with all the gates, sent all the heavy soldiers to guard the city gates, and then hurriedly asked Commissioner Fan for help. Three days later, Fan Zhuxian brought troops to relieve the siege, scolded Jiang Hongyuan, and wanted to remove him from his post for investigation, but Wang Jinxiang interceded vigorously. Fan Zhuxian saw Wang Jinxiang's face, and reluctantly agreed to transfer Binghongyuan to Pu County as the county magistrate, and then send Zhang Shuli to be the county magistrate.
