229 Spoils (1)

On December 8, 1919, the Kaiser fled Berlin in a hurry and fled to the Netherlands. At 5 a.m. on December 9, at the Reton station in the Compiègne forest, northeast of Paris. A German delegation headed by the Foreign Minister boarded the train of the Commander-in-Chief of the Allied Forces, Marshal Foch, and signed the armistice treaty of World War I. The armistice treaty was very onerous and included:

Within 14 days the Germans withdrew from the territories of France, Belgium and Luxembourg occupied in this war, as well as the Alsace-Lorraine region occupied in the Franco-Prussian War;

handed over to the coalition forces the German territories west of the Rhine, as well as 30 km east of the Rhine, within a month;

handed over 234 cruisers, combat ships, destroyers, submarines, all air force aircraft, 500 artillery pieces and a large number of guns and ammunition;

Germany handed over $31.68 billion in war reparations (Germany could not afford to pay that much, and then repeatedly cut it to $714 million);

Germany is to hand over 5,000 locomotives, 150,000 wagons, and 5,000 trucks in good condition.

...... Germany surrendered all its colonies, and the bitter war finally came to an end.

It has been said that when everything comes to an end, there will be a new beginning. On the day of the end of the old war, the spoils conference was immediately launched. There were so many smart people in the world that even in mid-November 1918, before the war officially ended, the Republic received an invitation from the United States to invite the People's Party to discuss post-war issues together.

The Republic is very interesting, as a member of the United States that has benefited greatly, and as a partner of the United States. Chen Ke himself did not attend the peace conference, but sent a diplomatic team composed of Premier Shang Yuan, Propaganda Minister Zhang Yu, new employees of the Ministry of Foreign Affairs Gu Weijun and Tang Shaoyi, and Li Runshi and Wu Xiangyu, who were urgently transferred to the diplomatic team.

After spending more than half a month on the road, the diplomatic team arrived in Washington on January 10, 1919, where they met with U.S. President Wilson and Washington's postwar peace decision-making team. The United States revealed to China that on 7 January, representatives of Britain, France, the United States, Japan, and Italy had already held a preparatory meeting for the Paris Peace Conference, at which Britain, France, Italy, and Japan tried to reach a secret agreement stipulating that Britain, France, the United States, Japan, and Italy would be "belligerents with general interests" and would be allowed to attend all meetings of the Peace Conference. Belgium, China, Serbia and other countries are "belligerents with individual interests" and can only attend meetings related to their own countries. Countries that have severed diplomatic relations with Germany, such as Bolivia, are only allowed to present their views orally or in writing when the five major powers deem it necessary. The rules of procedure also limit the number of plenipotentiaries to be represented at the meeting, five from each of the five major countries, three each from Belgium, Serbia and Brazil, and two from China and Poland, for a total of 70.

One of the common expressions of the People's Party is "relying on the mountains and the mountains, relying on the rivers and rivers". As for the attitude of Britain and France, the representatives of the republic felt that it was normal, and if they did not do so, it would surprise the representatives of the republic.

The US representative regarded the BJP's indifferent look as a sign of discouragement, and he proudly said that at the insistence of the United States, China has also become a "belligerent country of general interest" and has the right to participate in the discussion of all issues.

In return, the US side is so considerate, and the People's Party is of course very knowledgeable and has expressed that it will do its best to support the US position.

After making sure that the People's Party did not have "indiscriminate thoughts," the US representative arranged for the People's Party delegation to meet with US President Wilson. Wilson hoped that the People's Party would firmly support his "Fourteen-Point Plan". Since the BJP firmly believes that everything can only be done on its own, it is natural to support Wilson. Chen Ke used to quote the words in "Peach Blossom Fan", "Watch him rise up a tall building, watch him feast guests, and watch his building collapse." "Since the great powers are willing to jump with their lives, what does it matter if the People's Party jumps with them.

The Americans, who had received unprecedented benefits in the First World War, had passed on a lot of British and French war bonds to the People's Party. In such a smooth and smooth time, the United States finally put forward its own line of world hegemony. Wilson's only puzzle was why Chen Ke did not attend such an important meeting, and the People's Party told Wilson, "Chen Ke is not in good health and really can't stand the fatigue of the journey." This reason is also very plausible, and the United States has accepted the Republic's explanation.

After the Chinese and American delegations converged, the large delegation took a boat to Paris. On February 7, 1919, two months after the end of World War I, the missions of most of the world's sovereign states arrived in Paris. The impatient spoils will officially begin.

It was interesting to see that the spoils were divided into two countries, except for the People's Party, and the representatives of each country were in cahoots with each other to try to get more out of this "world-changing" conference. Except for the considerable unity of opinion among the nations on the plot to destroy the nascent Bolshevik regime in Russia, any other treaty was fraught with contradictions.

Every day, members of the People's Party get to know each other with representatives from various countries, and at the summing up meeting every evening, the comrades' level of understanding of the world is getting deeper and deeper. At the same time, as a new power in the Western Pacific, the comrades also experienced first-hand what it means to be strong.

Every day, foreign delegates "regret" that Chen Ke could not attend the meeting, and the newly rising Chinese dictator's daimyo has slowly gained some influence in the world. The crown of the Indian Empire on the head of the King of England, the Russian Tsar, the Holy Roman Crown on the head of the Austro-Hungarian Empire, the Ottoman Turkish Emperor, the Emperor of China, and the Emperor of Ethiopia were all recognized by the world at that time. Standing single-handedly at the age of 38 to the pinnacle of the once recognized power of the empire is such a rare existence that is indeed worth viewing for the representatives of various countries.

The BJP delegates were not so bored, and they talked more about another issue. Although Engels did not live to see the First World War, he made a prediction about such a war.

"Occupy Belgium...... It was always a necessary condition for the attacker, whether Germany attacked France or France attacked Germany. (Engels, The Po and the Rhine)

The standing army system has developed to the extreme in Europe, and if the standing army is not reorganized in a timely manner into a militia based on the general armed people, it will either make the peoples unable to afford the burden of military expenditure and will become economically bankrupt, or it will inevitably lead to a devastating war. (Engels, Can Europe Be Disarmed?) 》)

"But it can be predicted: if this war breaks out,...... It would be the complete political, military, economic (including fiscal) and moral bankruptcy of the class state. It can give rise to a situation in which the military machine rises up in rebellion and refuses to continue...... Kill each other. The cry of the class state is: When we die, even if the flood is terrible. But, after the flood, it was we who came out, and we alone. (Engels, "To August, 61 Times")

Engels predicted that the future world war would last for three or four years.

In 1887, Engels wrote in the introduction to Pokhan's book "In Memory of the Extreme Patriots of Germany from 1806 to 1807": "...... For Prussian Germany, there could now be no war other than a world war. ”

"This will be a world war of unprecedented scale and intensity. There would be 8 million to 10 million soldiers slaughtering each other and eating all of Europe clean, more than any other locust swarm at any other time. ”

Engels, the revolutionary mentor, predicted this war with profound vision, and the representatives of the People's Party were very impressed by this. The only problem is Engels' prediction of the outcome of the war,

“…… The old state, and its generational state, collapsed in such a way that the crown was rolled in the streets without anyone picking it up; It is absolutely impossible to predict how all this will end and who will be the victor in the struggle; There is only one outcome that is absolutely unquestionable, and that is general exhaustion and the creation of the conditions for the final victory of the working class. ”

After the war, the crowns of the Russian Tsar, the Second German Empire, and the Austro-Hungarian Empire fell, and there were probably no more emperors in these three countries. The other European kingdoms, even if they still had crowns, had no power to influence the world. But whether the final victory of the working class will break out after this war, or in the distant future. Looking at what Chen Ke meant, the imperialists did not learn the lessons of this war at all, and this war was only the beginning and not the end.

In order to prepare for a new war, some of the comrades who accompanied the team temporarily left the team as soon as they arrived in Paris. After Pu Guanshui met with the German representatives, he went to Berlin with the introduction and help of the German delegation.

As a student of the German military academy, Pu Guanshui first connected with several of his surviving teachers, as well as the survivors of the "Storm Commando" experts sent back to Germany by the People's Party. Krupp Steel is the largest supplier of weapons and equipment to Germany, and with the introduction of the German army, Pu Guanshui finally met the president of Krupp.

"Do you think you need to set up some research centers in Asia in the next 15 years?" Pu Guanshui asked.

The president of Krupp was clearly not interested in this proposal. Krupp is a traditional industrial family-owned enterprise, not a joint-stock company like the United States, and it is not an organization like the People's Party that uses capital operation as a means. Due to the firm attitude of the family business, the president of Krupp did not agree to cooperate with the People's Party.

At this time, Germany was in chaos, the old army was panicked, and various currents of thought were rampant in society. Pu Guanshui couldn't believe that this was the Germany he saw when he was in school. Although Pu Guanshui also tried to contact the German upper echelons in many ways, Pu Guanshui's efforts did not find the point at all during such a critical period.
