Lenin tried to make his loyal followers understand that a state, whether it is a capitalist or communitarian state, is still a state and must exist according to the principles of the state. If it does not want to upset the equilibrium of power by waging war or exporting revolution, then it must obey this equilibrium principle. The assumption that a socialist-benevolent state cannot become an imperialist state seems quite possible, and that the socialist-benevolent state will certainly justify its socialist-benevolent foreign policy. But it should not be surprising that a country, whatever it claims to be, should inherit all the evils of the capitalist state of the nineteenth century when it accepts the policy of "balance of power" characteristic of the nineteenth century, as described by Lenin.

Lenin then pointed out that "most of the places in the world where raw materials are abundant are occupied by the capitalist countries, if not politically, then economically controlled."
