In September 1942, under the name of the Department of Education, the Youth League Department of Shandong Xinmin Youth Group was established. The Shandong Provincial General Assembly of the Xinmin Association put forward the four major goals of the "New National Movement": "to build the country together, increase production and save the people, correct the mind, and innovate life". From September 1 to 2, 1943, the Shandong Provincial General Association of the Xinmin Association held the 1943 Shandong Provincial United Council in the Jinan Shangbu Guild Hall, in order to further promote the "New National Movement". At this point, the development of the Xinmin Association has reached its true peak.
