The Paradise Island Cooperation Organization holds an official meeting of the heads of state of the member countries once a year, and regular meetings of the heads of government are held in the member countries on a rotational basis. However, in view of the current international situation, the venue of the first three meetings was set up in Paradise City, Paradise Prefecture, Donghua Empire. At present, the member countries of the organization are Donghua and the Soviet Union.

The two sides will implement the plan for the development of East Soviet relations for the next 10 years, as set by the leaders of the two countries. To this end, the parties agreed as follows:

Completed the 1940-1945 Program for the Implementation of Friendly Cooperation between the East China Empire and the Union of Soviet Socialist Republics, and formulated and approved the Program for the Implementation of the Period 1946-1950;

strengthening the communication and coordination between the two sides on regional and global issues within the framework of the East Soviet Union Strategic Security Consultative Mechanism;

We should comprehensively deepen practical cooperation in various fields, and strive to increase bilateral trade volume to 50 billion Asian dollars by 1945 and 100 billion Asian dollars by 1950, so as to simultaneously improve the quality of economic and trade cooperation. Strengthen cooperation in the fields of finance, energy, high technology, aviation and navigation, and cross-border infrastructure construction, focus on promoting cooperation in strategic major projects between the two countries, and expand local cooperation and enterprise exchanges;

In order to further consolidate the social foundation of bilateral relations, formulate an action plan for people-to-people cooperation between the East and the Soviet Union, hold the activities of the "Soviet Tourism Year" in East China in 1940 and the "East China Tourism Year" in the Soviet Union in 1941, and promote regular exchanges between the young people of the two countries, including negotiating and determining the mechanism for sending youth delegations to China in the next five years, implementing the plan for 500 young students of Moscow University to study in East China during the winter vacation this year, and providing assistance to the Committee for Friendship, Peace and Development of the East Soviet Union and other bilateral social organizations;

Enhance friendship between the two militaries and militaries, deepen cooperation between the two militaries at all levels and in all fields, and conduct joint military exercises aimed at enhancing the synergy capabilities of the two militaries and promoting regional peace, security and stability;

Within the framework of comprehensive cooperation on immigration issues, we will improve the legal basis of the treaty so as to facilitate legal exchanges between citizens of the two countries, prevent and combat illegal immigration activities and transnational criminal activities, and expand cooperation between judicial and procuratorial organs. safeguard the legitimate rights and interests of the citizens of the two countries through close coordination, including through the establishment of additional consular offices on a reciprocal basis;

On international issues, East and the Soviet Union pointed out that the world today is facing a major crisis in the full-scale outbreak of World War II, and that the two countries should objectively demand that the two countries reach a consensus on the necessity of the current global challenges and carry out various forms of cooperation and mutually beneficial cooperation.

The East and Soviet sides advocated that the international community should make joint efforts in the following areas:

East and the Soviet Union stated that the Central and Western Asian regions, as a bridge connecting Europe and Asia, are of great significance for developing and maintaining economic prosperity, peace and stability in the region, and are in line with the common aspirations of all parties concerned. Achieving this goal is essential for the maintenance of peace, stability and security in the world. The East and Soviet sides resolutely oppose any act that is detrimental to peace and stability in Central and Western Asia, and reserve the right to intervene with arms if necessary.
