From September 1 to 2, 1943, the Shandong Provincial General Association of the Xinmin Association held the 1943 Shandong Provincial United Council in the Jinan Commercial Port Public Hall, in an attempt to further promote the "New National Movement". At this point, the development of the Xinmin Association has reached its true peak.
