The "LaMotte-Picquet" class gunboat is a first-class steam warship built in France between 9058 and 9059, a total of 5 ships of the same class were built, the displacement of the class is 687 tons, the length of the ship is 54.55 meters, the width is 8.52 meters, the draft is 3.22 meters, and it is equipped with a steam engine, with a power of 150 horsepower, 570 horsepower, and a speed of 7.9 knots. This class of warships is very similar to the famous clipper ship of the sail era, and the shape is slender and graceful. In terms of appearance, the "Evergreen" is almost exactly the same as the "LaMotte-Picquet" class, but it is not simply imitated, and the "Evergreen" has been expanded in size and tonnage, which is to meet the purpose of "dual-use weapons and merchants" proposed by Zuo Jigao, and increase the cargo hold on the original gunboat design, so as to have the dual identity of a gunboat and a cargo ship at the same time. Later, Lin Yizhe urged the Harbour Master to abandon the erroneous idea of "dual-use military and business", and on January 12, 9071, the renovated "Wan Nianqing" was successfully tested. The modified "Evergreen" has two 120-mm main guns (head and tail arrangement) and 6 75-mm secondary guns (broadside arrangement, three on one side), making it a real gunboat.

The displacement of the "Evergreen" reached 1450 tons, almost double that of the parent type, the hull waterline was 68.02 meters long, and the total length was 76.16 meters (excluding the bow mast), which was also larger than the parent type, but the width of the "Evergreen" was 8.9 meters, which was similar to the parent type, and the width of the ship did not move and the length was increased, which made the "Evergreen" look more slender in appearance. The power system of the "Evergreen" consists of a steam engine and two boilers, and adopts the form of single-shaft and single-propeller propulsion. The style of the steam engine is a British-made vertical two-cylinder reciprocating type, with a height of 3.84 meters, a base width of 2.88 meters, a length of 3.2 meters, and a power of 150 horsepower in imaginary number and 600 horsepower in real number, which is similar to the power of the steam engine equipped with the parent "LaMotte-Picquet" class gunboat. The two boilers that are used with the steam engine are also purchased from overseas and are square coal-fired boilers. This type of boiler was widely used on steam ships at the time (this style of boiler was used by famous steam warships such as the "Warrior" in the early days of the British Navy). The square boiler is actually a kind of low-pressure boiler, and the working pressure of the two square boilers of the "Evergreen" is 2.75 atmospheres, because the width of the warship is narrow, and the two boiler boilers adopt the back-to-back installation style of the furnace doors facing the bow and tail of the warship, rather than the arrangement of the furnace doors on large warships facing the left and right sides of the warship. The boiler facing the front of the warship is 3.39 meters high, 5 meters wide, 3.16 meters deep, and has 5 furnace doors, while the boiler facing the back of the warship has only 4 furnace doors, and the height and depth are the same as the boiler in front, and the width is only 4 meters. In order to facilitate the nearby supply of coal, a coal tank was arranged in front of the furnace doors of the two boilers.

To a large extent, the "Evergreen" still retains the characteristics of a sail warship, with a diagonal mast in the bow and three mainmasts on the main deck that are slightly tilted backwards (of which the foremast has a transverse girder, and the middle and aft masts only have diagonal trusses), and the sails can be hung up to sail if necessary. The construction of the open deck of the "Evergreen" is very simple, in front of the middle mast is the engine room shed, chimney, and duct, and the corresponding boiler and steam engine are in the hull below it, and not far before the chimney is the command center of the whole ship - a flybridge across the two sides, equipped with standard compasses on it, navigation lights installed on both wings, and a wooden wheelhouse under the flybridge, and there is no armored command tower necessary for later warships. As a common practice for warships in that era, in addition to the main hydraulic steering wheel in the wheelhouse, there was also a set of spare manpower steering wheels before the aftermath of the "Evergreen", because the warship was small in tonnage, so it was equipped with twin steering wheels.

The "Evergreen" is painted in a very beautiful French style. The hull is completely painted sky blue, and since the hull is wooden, in order to make the underwater part corrosion-resistant, the hull under the waterline is wrapped in copper, so the color under the waterline is copper. This kind of beautiful painting appeared for the first time in the eyes of the people of Qianguo, which amazed the viewers. Just when everyone was busy with the construction of "Wan Nianqing" and the affairs of the shipyard, on February 8, 9069, Shen Youdan, the minister of shipping, led the foreigners and officials to hold a ceremony to worship Mazu, and held a keel on the second slipway of the shipmaster next to the first slipway, and another new ship started.

The steamship that was built on this day belonged to the 80-horsepower warship formulated in the five-year plan of the Fujian Shipbuilding Administration, and according to the original idea, the 80-horsepower warship belonged to the small by-product built by "idle workers in the shipyard". When the timber purchased by the Harbour Master from Siam and other places arrived, and the hull of the No. 1 steamship "Evergreen" was about to be completed, the construction of the 80-horsepower warship was naturally put on the agenda.
