Chapter 190: Dealing with the Frontier Problem!
Half a month later, Sima Shu finally returned to Luoyang, the capital of Beijing after a three-month absence.
Queen Wang Huifeng led several children, eagerly looking forward to the emperor's return at the gate of the palace, and the lady concubine Wang Huifeng was beside her with a big belly, and Concubine Hui, Concubine De and Concubine Xian were naturally there.
At this moment, it is like experiencing a parting of life and death. In the past period of time, they were worried all day long, for fear that Sima Shu would have three longs and two shorts.
"Your Majesty, you ...... You're finally back! ”
Sima Shu stepped forward and comforted them, "Didn't I come back alive?" There is no need to be overly sad, the concubines are in the past, and I promise that nothing like this will happen again. ”
This time, he was a little disgraced by the Xianbei people, and he had just been admonished by the cabinet ministers. Sima Shu suffered such a big insult in Liangzhou, didn't he want to launch a million army and wipe out the Xianbei people in the north in one fell swoop?
But this is a bit unrealistic, the vast grasslands in the northwest, the Xianbei people who live on horseback without a fixed place......
The army of millions, scattered into the vast Gobi steppe, is actually so small!
How to solve the logistics? These are quite troubling questions.
Compared with the early Han Dynasty of the previous dynasty, the Great Jin Dynasty, especially the Guanzhong region, because it had just accepted a large number of Di and Qiang ethnic groups, and integrated with the Han nationality, coupled with Sima Shu's deliberate management, made the people very martial, so the Guanzhong cavalry was still relatively strong, but this was only compared with the early Han Dynasty, and compared with the elite Han army in the later Han Wu Emperor period, it was much worse.
And in the vast Gobi steppe, the infantry marched or fought. Far worse than cavalry. Without a strong cavalry, it would be difficult to compete with the Xianbei people.
But this time the bald hair pill is undoubtedly torn with the Great Jin, and there will be a decisive battle between the Central Plains and the Xianbei people soon!
The emperor's job is really not easy. As soon as Sima Shu arrived in Luoyang, there were a lot of things waiting for Sima Shu, and when it came to it, it was not all bad.
First of all, Pei Wei, who went to the desert, came back safely, and his harvest in the grassland was very large, not only ordering a large amount of wool from Mobei to alleviate the crisis of a textile factory in the Central Plains. More importantly, he figured out the details of Mobei. It laid the foundation for the imperial court to send troops to Mobei in the future. The first thing Sima Shu did after returning was to summon Pei Wei and ask him about his trip to Mobei.
"Pei Aiqing, please take a seat, hehe, Aiqing, you are very good. Successfully completed the task I had given me. Come. Tell me more about it! Sima Shu sat on the dragon chair relaxedly, and after returning from Liangzhou, he could finally relax.
"The minister doesn't dare to take credit, thanks to His Majesty's prestige!" Pei Wei is very modest. A wise man like him knows very well the way to advance and retreat, and he should be humble and will never take the lead.
"I heard that you also let the Xianbei people fight with the Huns at Yanmen Pass?"
"Yes, the minister used a part of the weapons that our dynasty eliminated to induce the southern Tuoba to go south, and fought a big battle with the Huns at Yanmen Pass, and the losses on both sides were not large, but they also restrained part of the Huns' troops. That's all the Xianbei people can do, they are not stupid, and it is impossible for them to fight for us. ”
"Well, what Aiqing said is very true, and I didn't expect them to fight the Huns."
Sima Shu never took anyone as a fool, and it is not easy for someone to leave a name in history. In the original history, North China was able to be occupied by various ethnic minorities, in addition to the Western Jin Dynasty itself, the emergence of outstanding figures of other ethnic groups is also a factor that cannot be ignored.
"Today's Mobei grassland is the Tuoba Xianbei family, since the Tuoba force is weak, the Tuoba tribe is divided into three tribal alliances. On the surface, the strength of the three major alliances is almost the same, but in Yichen's opinion, within five years, the southern Tuoba will definitely dominate the entire grassland. ”
"Oh? Aiqing said carefully. Sima Shu was shocked when he heard this, no matter from any point of view, the division of the grassland peoples was beneficial to the Central Plains Dynasty, and he certainly did not want the unification of the grassland.
"Your Majesty, the head of the central Tuoba is not in good health, and there will be problems in a year or two at most, although the northern Tuoba Yiyi has no physical problems, he is not as good as Tuoba Lu Qiang in terms of ability."
"So, in the future, our biggest opponent will be Tuoba Lu?"
"Yes, of course, the southern Tuoba is not without hidden dangers, because Tuoba Yilu prefers the younger son, which makes the eldest son very dissatisfied, and this may become a killer weapon for me to deal with the south in the future!"
After dealing with the affairs of the north, the next thing is Liaodong, Pingzhou Assassin History, Dongyi Captain Cui Yu is Wang Jun's wife-in-law, after Wang Jun's defeat, he wanted to take over Wang Jun's scepter, but he didn't expect to be killed halfway out of Murong Diao's dream suddenly burst his dream.
Cui Yu believed that he was an authentic Han and intended to use this as a call to recruit exiled Han Chinese and divide one side, so he ignored the dissuasion of the strategist Gao Zhan and persuaded Yuwen Xianbei, Duan Xianbei and Goguryeo to jointly attack Murong Diao.
At the end of the first year of Hongwu, the Quartet joined forces to attack Murong Diao, but was unexpectedly defeated by Murong Diao in a divisive strategy. Cui Bi was afraid that Murong Diao would retaliate, so he sent his nephew to Murong Diao to congratulate him on his victory. Murong Diao then sent troops to "escort" his nephew back to Pingzhou, telling Cui Yu that "those who surrender have the best policy, and those who leave have the best policy." ”
Cui Yu couldn't resist, and fled to Goguryeo with thousands of his family and personal soldiers, and all his troops and territory were taken over by Murong Diao.
The descendants of Choi Yu stayed in North Korea and were the ancestors of the Choi surname in North Korea.
The above things are complicated, and they cannot be completed overnight, in fact, the whole court has begun to weaken Murong Diao's strength. After dealing with these problems, Sima Shu began to check the music on his subordinates, and during his inspection of Guanzhong, he had asked the people below to write and say things, and it was time to check.
As for how to deal with border troubles, the minister's recitals handed over a lot, but what could satisfy Sima Shu was very limited.
Some old-fashioned ministers of the family have suggested abandoning "razing the land and razing the people" and saying that "the Chinese people call themselves Huaxia, and the barbarians call themselves barbarians."
There are also some radical nationalists who even demand to "occupy their land and drive out their people" and drive out the ethnic minorities.
There are also suggestions to adopt a high-pressure policy, "those who do not return to the king can be punished", this is also a bastard, now the number of Hu people is too huge, not hundreds of thousands, but millions, how can it be killed?
Relatively insightful, the people mentioned are still Zhang Bin, Du Xi, and Jiang Tong, who learn from the practice of Guanzhong at the beginning and advocate "divide and rule." This method is advisable, in fact, the imperial court has been practicing it under Sima Shu's insistence in recent years, but it is not enough to rely on this.
Two memorandas caught Sima Shu's attention.
One article was written by Pei Wei, who had just returned from a mission to the Mobei grassland, suggesting that "the barbarians should be turned into kings," that education should be established in minority areas, that the advanced culture of the Han nationality be imparted, and that intellectuals of minority nationalities should also participate in the imperial examinations, so that they might participate in state politics.
This suggestion won Sima Shu's heart, and he always thought that the most influential thing in ancient China was not force, but culture, and what Pei Wei said was similar to some of Sima Shu's ideas.
The other is by Wen Hu, the left servant of the Chinese book, and in his recital, he suggested that the upper class of ethnic minorities should be encircled. In fact, the imperial court has always been doing this, such as Murong Diao, Tuoba Yilu, etc., which are the key objects of the imperial court. However, Wen Xiang believes that the intensity is not enough, and most of them are treated poorly. The imperial court should expand the scope, and if necessary, it can also include the Yuwen tribe and Xiqiang.
Sima Shu was not surprised that Pei Wei was able to write this article, but Wen Yu's performance this time impressed him. It was only later that Sima Shu learned about this matter, his son Wen Qiao contributed a lot, and now Wen Qiao is only thirteen years old, and he has just obtained the admission qualification of Chang'an University Hall this year, and he is a well-known genius.
After referring to the opinions of all parties, on the third day of the second month of February in the second year of Hongwu, Sima Shu issued an order to appoint Pei Wei as a member of the Li Fan Division of the Zheng Wupin, and the Li Fan Division was directly under the Shangshu Province, although the grade was lower, but it was ranked with the ministries, and could attend cabinet meetings as non-voting delegates, and was fully responsible for the external affairs of the Great Jin Dynasty.
After Pei Wei became the acting secretary, he immediately implemented a series of policies according to Sima Shu's instructions:
The county, county and township schools in the border areas recruit the children of ethnic minorities to enroll, and they are treated equally with the children of the Han people, and they can be promoted to higher education level by level until they participate in the imperial examination; Han intellectuals are encouraged to "teach" in ethnic minority areas, and the government will subsidize, protect and facilitate them;
All ethnic groups are allowed to intermarry, and the "Yi people" can live in the Han area, but because it is difficult for other people to obtain land to cultivate in the Han area except for a small number of ethnic minority women who intermarry with Han men, most people are generally engaged in commercial activities in the towns, and the local government must take care of these people in terms of taxation and other aspects;
When Han people go to the "Yi area", they must be subject to certain restrictions, and they are not allowed to forcibly occupy the land of the "Yi people", but are limited to the tun reclamation area, which is mainly to protect the personal safety of the Han people;
The Su Guard, the Forbidden Army, and the Imperial Soldiers could recruit ethnic minority soldiers, and those who had meritorious service were promoted in the same way as Han soldiers. However, with a few exceptions, generally speaking, the recruitment of these ethnic minority soldiers is usually not through the local governor's office, and the local government cannot participate in it, but the military department and the department directly send people to recruit them, which is different from the "compulsory military service system" of the government military system, similar to volunteers or mercenaries.
These policies of the Great Jin Dynasty easily attracted a group of frustrated people in the grassland to come to take refuge, and sure enough, it didn't take long for a group of horse thieves who were mixed in the clouds, Dingxiang, Jiuyuan and other horse thieves to come to surrender, and some of the broken leaders who failed in the struggle for power and profit also took the remnants to surrender to the Great Jin.
In short, these new policies once again accelerated the pace of ethnic integration, and Sima Shu expressed his joy at this, and his greatest wish was to turn all the Hu people into Chinese people, and make up for the population lost in the civil war of China since the end of the Han Dynasty and the Three Kingdoms to the greatest extent.
