We demand absolute equality among all ethnic groups in the country, unconditionally protect the rights of all ethnic minorities, and "absolutely do not allow any ethnic group to enjoy any privileges."
Third, we should help all ethnic groups realize their equal rights and give special consideration to the interests and equal rights of weak and small ethnic groups. It is necessary not only to observe the equality of ethnic groups in the Constitution and the law, but also to take measures and do their utmost to help the relatively backward nationalities realize equal rights. It is necessary to sincerely, selflessly, and for a long time help the formerly oppressed nations to develop their economy and culture, help them catch up with the development level of the advanced nations, eliminate the development gap between the nationalities caused by history and other reasons, and realize the common progress and prosperity of all nationalities.
Fourthly, all ethnic groups must fulfil their corresponding obligations. Obligations without rights and rights without obligations do not exist, and the two are unified. While fully exercising their equal rights, all ethnic groups should also undertake the obligation to safeguard ethnic equality, ethnic unity, and national unity. ”
