Chapter 163: Observation Report

The Chinese Empire was a very peculiar country.

As soon as an observer arrives, he feels conflicted. Ancient China still exists - medieval architecture, chic rural clothing, clean big cities, orderly order, good-tempered, neat, bright scenery, comfortable people. But there is something new and very different: the rule of empires.

In the past ten years, the rule of the empire is changing this ancient oriental country little by little, but the rule of the empire is certainly changing the country, but the changes it has brought about make this root deep, but it is a problem that cannot be ignored.

Indeed, over the past few years, the country has undergone a series of upheavals. But what lies behind these exteriors? Is it a powerful potential to wage war? Or is it just a superficial change?

At the U.S. Embassy in Beijing, Marshall, a newly arrived lieutenant, pondered as he wrote the report he submitted to China, perhaps the first impression of a U.S. official who had been in China for a month and had been trying to really understand China.

"It is well known that since 1905, after a revolutionary national uprising, China has developed its armaments at all costs, and it was this series of efforts that enabled them to defeat the Japanese in a conflict against Japan, and then they unexpectedly began to cease to build, especially at sea, and now they have even carried out a massive rearmament with the determination to make up for years of losses.

In contrast to the past, when its military strength was disguised as a semblance of peace, China's rearmament has intensified in the past three years and has become completely open, and after a long period of arms restrictions, it has re-established a fully armed China and promoted the building of its armed forces at an extremely astonishing speed. But, now the question is: to what extent has this gap been caught up by Hitler? The creation of a modern fighting force is a large-scale industrial process. It will require materials, manpower and time, no matter what rhetorical claims Chinese politicians make.

On the basis of the facts I have gathered, two interesting preliminary conclusions can be drawn:

1. The Chinese Empire, at least for the next few years, has not yet narrowed the gap to a fleet large enough to rival the British Navy.

2. Compared to the Navy. Its army building has been strengthened to some extent over the past many years.

The next five pages contain figures for a decade of factory production, industrial expansion, and machine and material production in China—very different from many of the intelligence reports that Marshall had read when he first came to China. His material comes mainly from his own reading and exploration. He compared the total national production and the land, navy, and air forces of the United States, Britain, and China over the past 10 years. These figures, according to his ranking, show that all but the army and air power are at a operational disadvantage. And they haven't stepped up much to push industrial production to catch up.

And then we come to the most important paragraph of the report. Marshall paused several times while playing this segment. After the fight, he read the text several times with concern.

The following turns to the prediction, and thus may also be considered rash. Or it smacks of a journalist. Marshall's impression, however, strongly points to a possibility, and it seems necessary to include this judgment in this report. All indications indicate to the world that the Chinese Empire is currently actively preparing a military operation aimed at Russia.

The argument in favor of this view is that more than 300 army divisions have been assembled in three directions, north-eastern China, Mongolia, and Xinjiang, which is an unprecedented build-up, and in the northern part of Ilang. There are also more than 20 Chinese army divisions, and it can be said that China has completed the preparation of its army units under the guise of "assisting Russia". …,

More importantly, since the outbreak of the revolution in Russia, Chinese public opinion has been constantly attacking the Russian Provisional Government, even though China has recognized the Provisional Government, and in the report he also quotes a high-ranking officer in command positions in the Army General Staff:

"Pay attention to Russia. There's going to be some movement over there soon. ”

And more importantly. Over the past year. By participating in the transformation and construction of the Trans-Siberian Railway and the Central Asian Railway, the Chinese have completely mastered the two railways, at least in the event of a future conflict with Russia, which can ensure that they can quickly control the two railways.

Although Marshall acknowledges that all of this together does not constitute conclusive intelligence or is sufficient to attract the attention of career diplomats at the embassy. There are always rumors, they say, of dramatic mutations. They insist on being grounded in the basic facts -- for China. A chaotic, revolutionary Russia is far better than a stable, thriving Russia. No matter how close China and Russia are in this war, in the end the two countries are due to their geographical reasons. It is still inevitable that a new confrontation will arise.

As for the possibility that China may send troops to Russia, in the eyes of career diplomats at the embassy, there is even less of a possibility, because China is a member of the Entente, at least as long as Russia is still a member of the Entente, China will never risk war with the Entente countries and declare war on Russia.

But even with these things in mind, Marshall still believed that such an action not only made sense, but was inevitable. China has invested too many troops in the north, and now it has no intention of sending expeditionary forces to Russia, even the so-called East Asian Expeditionary Force, until Russian political stability returns, and China is still sending supplies to various parts of the Sino-Russian border.

According to current intelligence, China has more than 100 military stations along the railway along the Sino-Russian border, each of which has a large amount of military supplies, which are sufficient for a future war on an unprecedented scale, and its material reserves are still increasing.

"And the most fundamental reason why I firmly believe that China is very likely to send troops to intervene in Russia is that the marriage between the daughter of the last Russian assassinated Tsar Mikhail II and the crown prince of China has convinced China that it has good reasons to interfere in the political situation in Russia, of course, this is only speculation!"

But then, Marshall argues that he has given many examples from the vast number of recent history books he has read, and that this kind of in-law is used in times of turmoil. There are countless incidents in history that claim that it has the right to inherit power, and if China uses this justification. An invasion of Russia, in its current state of affairs, is likely to lead to the complete collapse of a country.

"In short, the current Provisional Government. There was simply no ability to stop the invasion of the squadrons, and even in the years after the end of the war, Russia was not capable enough to stop the invasion of the Chinese...... In order to avoid all this, the United States must prepare as soon as possible to avoid being caught off guard! ”

After writing the report. Marshall tore up the carbon paper and threw it into the paper basket, put the original and two copies of the report in his shirt, and fell asleep on the red leather chaise longue. But after he slept for a while, he slept very restlessly. When he opened his eyes, the sun was shining faintly through the treetops.

As always, Marshall showered, then changed into his clothes and read the report again. The report is then placed in the safe. This report is not something that he, a junior military attaché, can submit to the White House, and he must wait for the right opportunity. …,

Because there was nothing in the embassy, Marshall left the embassy as usual, and then walked towards Guangfu Avenue in the embassy area. Along the way, he still had the document in his mind. Compared to the report of the embassy he had studied. His presumptuous discussion of a comprehensive strategy was far beyond his competence and position. It is precisely for this reason that it is impossible for him to directly hand over the report to the White House.

But on the other hand, he felt that he was writing on the basis of facts, and he felt that as an officer stationed abroad, he had every reason and duty to write such a technical report, and he also intended to write a new report, a report on a comprehensive analysis of China's war potential, and of course, although he knew that he had the responsibility to write it, he did not realize that he had enough authority to send his report to the White House.

"Maybe we should be able to find another channel!"

As he pondered, he had approached the Avenue of Recovery, which is still the widest and longest street in the world, and over the years, there had been numerous proposals to rename the street, such as "Imperial Boulevard", but in the end all the proposals were rejected by the emperor who changed the country, and the reason for his veto was very simple, just as those who asked for the name change.

The name Guangfu Street can remind every Chinese that they will not forget a history - the history of China's foreign colonial enslavement, the fact that the country's civil strife led to the destruction of the Ming Empire and the almost extinction of the Han nation and the cultural extinction, and it is precisely under his insistence that Guangfu Street is still the same Guangfu Street, to some extent, everything here symbolizes the tragic history and historical honor that the country has suffered, whether it is the sculptures of the sons on both sides of the street, or the sculptures of soldiers, People are reminded to pay attention to this all the time.

When he walked to the corner of the street, there was a street garden at the corner of the street, and in the street garden stood a statue, it was a statue of an unknown soldier, a ragged soldier on the granite statue, the soldier on the statue was obviously wounded, but his hands were holding his rifle, his expression was extremely resolute, and his eyes were extremely determined, as if the injury could not stop his attack.

There are more than 600 such military-themed statues in Nanjing alone, and military statues can be seen in almost every city and park in China, and the vast majority of those statues are awarded by the emperor to a certain kind of outstanding fallen soldier, of course, many more are statues of unknown soldiers.

It can be said that these military statues can be seen in almost every corner of China, and the most fundamental reason why so many military statues are built is to remind the Chinese to pay attention to one point - the establishment of the Chinese Empire, it is through the sacrifice of these soldiers that the sacrifice of the soldiers has restored the nation, the sacrifice of the soldiers has established the country, and it is also the sacrifice of the soldiers that has achieved the status of this country.

"From the beginning of the Liberation Uprising to the Sino-Japanese conflict, 423564 glorious soldiers of the Liberation Army and the Guards sacrificed their lives for the liberation of the nation and the status of the country......

When passing by the statue, although he could not read Chinese, Marshall still knew that the "holy oracle" under the statue had never been as highly respectful as the present in the "Shengping Era", and even did not hesitate to introduce special laws to protect the status of soldiers. And all this comes from the "emperor of soldiers", who has a psychological bias and trust in soldiers. …,

"The ministers of Yin Gu are the strong army of me!"

Maybe. It is thanks to this that the army has remained the most trusted force of the royal family, and it has never failed to live up to the royal trust over the years. During the "Northwest Rebellion" many years ago. It is not recognized that the parliament or the government has wavered, but the emperor is firmly in favor of repression, and the army is the supporter of this policy, to be precise, in the squadron is the follower of the imperial order. In support of the emperor's decision to suppress, the army sent hundreds of thousands of troops to eliminate the rioters at any cost, and in the end, the army's bayonets changed everything.

In the process of de-teaching, the army sent troops to occupy the monasteries, turned the monasteries into schools or Confucian monasteries, and also sent troops to protect the schools and Confucian monasteries. Directly protect young people from receiving Confucian education. Even now, the army is still unswervingly implementing the strategy of de-indoctrination, so as to finally achieve the "goal of de-indoctrination" as described by His Majesty the Emperor.

The army supports the emperor, and the emperor trusts the army!

Thinking of the very special trust and interdependence between the army and the emperor in this Eastern country, Marshall could not help but sigh in his heart. Although the military of status never interfered in government affairs on the surface, the army interfered directly in politics through the emperor himself. This may have been the intention of the emperor back then, but now it seems. This may also be a stable form of government.

The emperor himself relied on the support of the army, above the parliament and the government, in an extremely detached existence, constantly balancing the power of the two, which to a certain extent maintained a certain stability of China's political situation, and at the same time allowed China, a country with a thousand-year-old dictatorial tradition, to slowly get used to modern politics, and then complete the transformation from traditional politics to some modern politics.

As many observers have said, twelve years ago in China no one imagined modern party politics, but now party politics is being accepted in China, and the change is gradual and without much risk, and for those politicians they seem to have no power other than arguing in the Diet, because the army that can influence the situation in the country is always firmly in the hands of the emperor.

But will politicians be subservient to this forever? Is it subservient to the situation where the army is loyal only to the emperor? As politicians continue to expand their influence, greed, but all people, have, and with the birth of greed, and politicians' thirst for power, has never ended, in the past many years, China has had many political crises, and every time you can see the figure of politicians.

And every time, in the face of political crises, the emperor always unleashes his power to alleviate the contradiction between the two, but is it possible for all this to satisfy those politicians who think they have matured?

Obviously unlikely, this kind of gradual concession will not only not satisfy them, but even make them worse, and Marshall can be said to know very well that politicians will never be satisfied with what is in front of them, they are hungry for more power.

What will China look like in the future?

Will it be a constitutional monarchy like the United Kingdom?

No!

Marshall vetoed the idea as soon as he thought of it, after all, it was impossible for the emperor to give up power completely, and perhaps he could adapt the people to modern politics with gradual changes, but this did not mean that he would completely give up the supreme power he had.

In the event of a fundamental conflict between politicians and the emperor, what choice will the army make?

While thinking about this issue, Marshall felt a little unfounded, because the stability of China's political situation is far beyond the imagination of the outside world, and just more than two months ago, China just passed the social insurance law and began to establish a comprehensive social security mechanism, which is to a certain extent to stabilize the minds of workers, so that workers have expectations for the future, and will not be like the turmoil in Russia.

Just like in Russia, if the politicians do not have the support of the workers, if there is no concerted action of the workers and citizens against the Tsar, and if there is no subsequent abdication of the Tsar, the actions of the politicians will always be limited to words, not actual actions, even if they want to launch any real actions, but without the support of the army, how can they launch any real actions?

"It's a lot more to think about!"

Shaking his head and sighing softly, Marshall found himself in a misunderstanding, and he was immersed in the present way of looking at the country through various analyses that were often a little too presumptuous, and perhaps the same was true of the observation report he had just written.

"Perhaps, I should be more cautious and observe for a while!"
