In March 1923, the government of the Republic of China established the Office of the Chief Executive of the Eastern Provincial Special Administrative Region to take charge of the administrative affairs of the dependent areas on both sides of the railway.

On January 5, 1929, the Heilongjiang Provincial Administrative Office of the Government of the Republic of China upgraded the Yalu Administrative Bureau to Yalu County, which was under the jurisdiction of Heilongjiang Province and was a third-class county. Zhalantun is backed by the Great Khing'an Mountains and is bordered by Arong Banner in the east.
