RAA - Japan's post-World War II perverted setup

Next Chapter

Sometimes it's really hard to understand the thinking of the Japanese, they think that it is natural for the victorious country to humiliate the defeated country, so they did this in China and North Korea when they gained power, and after the United States occupied Japan, they thought that the United States would treat them the same, so they made an extremely shocking reaction, and actually set up an official pro-sales agency, the following is the detailed process, and this matter will also be covered in this book, but to be honest, it is not easy to write, because it is easy to be blocked when writing this, so it can only be posted in detail in the relevant works.

Advertisements such as "Being a New Woman - Foreign-related Clubs Recruiting Female Clerks, Including Food, Housing and Clothing, High Income, Limited to Women Between the Ages of 18 and 25" may be tempted by many people today. It is no wonder that on September 20, 1945, when this advertisement was published in major Japanese newspapers, more than 1,600 people came for interviews on that day, and within three months there were as many as 60,000 women from all over the country. The advertisement was distributed by the RAA Association, which was established with the participation of the Tokyo Metropolitan Police Department of the Japanese government.

Later, it was found that the vast majority of the applicants did not know what the real work behind the advertisement was asking them to do. Their government background and public advertisements in the national press convinced them, but their fate is a page in Japanese history that they still do not want to mention.

RAA, whose full name is Recreation and Amusement Association, which translates to "Special Comfort Facility Association", is a specialized agency in Japan that provides sexual services to the American occupation forces, and the Japanese call it "the national sex agency".

On August 15, 1945, Japan was defeated and surrendered, and American troops led by General MacArthur were stationed. In Japan before the defeat of the war, there were many people who had never seen Westerners, and in addition to the perennial propaganda of "Anglo-American ghost animals" by militarists, although MacArthur soon issued a statement saying that he would not carry out any "barbaric and personal retaliation," the news that tens of thousands of US troops were about to be stationed still brought great panic to this island nation. Social surveys in Japan at the time showed that among the horrors and fears of the U.S. occupation, the lack of food, the unemployment of demobilized personnel, and the abuse of women by the occupying forces, the proportion of fears about the atrocities and humiliation of women was ranked first. This idea arose first of all because the Japanese had long been subjected to propaganda that if they were defeated, all men would be castrated and all women would be treated as prostitutes, and secondly, the atrocities committed by the Japanese army in various parts of Asia during the war had obviously become the most important reference for the Japanese imagination of the occupying forces.

In response to this panic, the Japanese cabinet urgently discussed countermeasures, and the conclusion was to refer to the comfort woman system established by Japan during the war, and provide "comfort" facilities and sexual services for the US military stationed in order to reduce the intrusion of Japanese civilian women by the US military. The budget for such a facility was 50 million yen, which was a huge expense for a defeated Japan, but the Minister of Finance and Taxation of the Ministry of Finance, Yuto Ikeda, quickly approved the money, saying that "it would be a good deal to exchange the money for the chastity and the continuation of the lineage of Japanese women."

Speaking of which, this kind of establishment of brothels in the name of the state to comfort the occupying forces may have been a last resort in history, but it can be regarded as a shame and unspeakable thing in any country. However, the Japanese emphasize a rigorous style, but they also have to do this kind of thing formally. On 18 August, the Japanese Ministry of the Interior issued to local governments the "Preparations for the Establishment of Comfort Facilities in Foreign Garrisons" and the "Circular to the Chiefs of Police and Security Bureaus of the Ministry of Internal Affairs on the Issue of the Establishment of Comfort Facilities in Garrisons by Foreign Troops in Garrisons," requesting the police departments in various localities to assist in the establishment of comfort stations that provide sexual services to the occupying forces. On August 26, the RAA Association, led by the Tokyo Metropolitan Police Department, was officially established, and a special ceremony was held outside the gate of the Emperor's Palace (the participants were mainly Japanese prostitute owners and cadres), and it was composed of various departments for comfort, recreation, entertainment, special facilities, canteens, and products. ”

There is also a Japanese argument that the establishment of sexual service facilities is a requirement of the US military, which can be found in the book "The System of Selling Spring Businesses after the War" by Keiichi Hiraoka, which says that on 20 August, Japan sent Toroshiro Kawabe and others to Manila to negotiate the entry of US troops, and in the final document, there was an entry "responsible for coordinating the provision of dormitories (including cars and trucks) and comfort stations necessary for the Allied troops to be stationed." First, the Japanese Government's decision to set up comfort facilities was on 18 August, when the riverside had not yet set out, and second, the original English copy of the so-called "Manila Document" was recorded in Japan's book "National Security Information in the Defeated War." The US military requested clubs, and there was no requirement for sexual service facilities.

However, after the opening of these comfort stations, the management adopted a "Japanese-American coordination" approach, and MacArthur was 800 meters long next to the "headquarters of the occupation forces" in Tokyo, and the avenue from Hibiya Park to the Takarazuka Theater in Tokyo was the most famous "erotic street" at that time. It can be seen that the US military stationed in Japan has a clear attitude of support in this matter.

In this way, a nationwide "comfort" system led by the Japanese government and serving the US military began to be established in Japan. On August 28, the first such comfort station opened in Komachien, just outside Tokyo. Since then, comfort stations such as "Goku Forest", "Miko", "Haamigawa", and "Otome" have opened one after another, and at its peak, there were 60,000 RAA women engaged in "comfort care" in Japan.

At first, the Japanese government still covered up the behavior of "the state selling prostitution", requiring the operators of each comfort station to only be in their personal capacity, not in the name of the national government, and the comfort women were also prepared to use the public and private prostitutes in Japanese society at that time. However, when it came time to solicit the call, we encountered unexpected difficulties.

On August 21, the Tokyo Metropolitan Police Department summoned a meeting of the pronatal giants at Azabu Elementary School and asked them to mobilize their subordinates to provide comfort services to the Allied forces, but the result was quite embarrassing. To the previously unheard of "national requirements", the answer of the owner of the big brothel "Yoshiwara" Narikawa Toshishi is the most representative - "For yesterday's enemies, serve with your body today, of course, this can also be a mandatory order, but it is **, and it is difficult to say whether you can accept it or not." Allow us to go back and discuss. And Seya, the boss of the Yakuya group, replied, "If it's for the sake of the country, we can only do what we are told, but what should we say to the girls afterwards?" It is hoped that the state will give a guarantee that it will be responsible for this. In this regard, the head of the security division of the Metropolitan Police Department, Otake, replied vaguely: "I will report to the higher authorities and seek a solution." ”

In fact, the bosses' concerns were justified, and they reacted strongly to the order. The long-term publicity is a reason. Another reason is that there is a saying that "Westerners and Japanese people are not in the same health, and if you do that kind of thing with them, you will be made in half", so if you do this kind of thing, you will have the tragedy of dying.

In some places, the ** finally obeyed. For example, the "Yoshihara" mentioned above, at first, when they heard this request, they just cried, and then one of them finally stopped crying and said: "Since it is for the country, let's work hard to serve the public." So, the other ** also bowed their heads and acquiesced.

Ironically, in some brothels, this order provokes a different understanding. When the head of the Tsuchiura City Police asked the local owner of the spring industry to help build a comfort station, the owner of the spring industry remembered that the Japanese government had proposed a tactic when preparing for the "decisive battle on the mainland" in the past: "When the American soldiers want to rape a Japanese woman, pretend to cooperate and then pinch his testicles and kill him, killing all the American soldiers who landed by killing one person." So the police commissioner was very excited and asked the police commissioner, "Is there going to be 'that' operation?" ”

The police commissioner couldn't laugh or cry, and after thinking for a long time, he had to reply: "The emperor has ordered a truce, so don't mention the previous things." "Although the methods are different from before, they are essentially the same to serve the country."

Despite this, the number of people willing to cooperate is not even one-third of what was originally requested. As a result, the Japanese government finally tore off its folds and used newspaper advertisements to solicit women from good families. Thus, the previous scene appeared. At that time, Japan's economy was sluggish, the unemployment rate was extremely high, and there was a practice of "giving priority to men", and many women who lost their male relatives in the war or could not find their husbands due to the mass death of Japanese men were on the verge of starvation. According to statistics at the time, less than 20% of these women were allowed to do sexual services by default when they were recruited, but once they surrendered, most of them could not escape the fate of comfort women under the combination of the government and the bosses of the proactive industry. In Inae Setsuko's book "Comfort Stations for the Occupation Army", she describes the situation at that time – "No more than half of them volunteered. "The war is over, but innocent women can still be driven in the name of 'patriotism' to be the foreign soldiers who are 'stationed'. This is the same cruelty as pulling women to rape in the war, and today, it is just called Special Comfort. ”

The Japanese Ministry of Internal Affairs gave the women the name "Special Standers", and according to records, the standard rations provided to them free of charge for "carrying out their services" at that time included beds, quilts, pillows, pajamas, long skirts, toiletries, food, toilet paper, and condoms used in the former Japanese army, known as "Storm No. 1".

In fact, the fate of these women is indeed very tragic.

For example, the first Komachien comfort station was originally scheduled to open on September 2, but on August 28, a group of American soldiers rushed in, beat the waiters, and killed all the comfort women there. According to Japanese records, half of the comfort women met foreigners for the first time, and the horror and panic at that time was like the gates of hell opened. The same thing is happening in other places, such as Yokohama's Hurakuso, which was originally scheduled to open on September 1. The night before, more than 100 black soldiers broke in, coerced with carbines, and the fourteen comfort women ** inside screamed and shouted all night, the Japanese police did not dare to ask, and at dawn, three male staff members were seriously injured, and the half-dead comfort women fell to the ground with mud marks of leather boots and were dying. Despite this, the comfort station still opened as scheduled, and the day after it opened, a comfort woman who had been a black soldier** saw that the guest was black and fled in fear, and was strangled to death on the spot by the American soldier, who was also shot dead by the US military police because of his violent behavior. Afterwards, the Japanese press did not report any of these in accordance with the orders of the headquarters of the occupation forces.

Even in the case of "normal" comfort stations, the scenario is very acceptable. Keiichi Hiraoka once interviewed a woman who worked as a comfort girl at the Komachien comfort station under the pseudonym "Mary", and she said: "Day and night, American soldiers chew gum and wait in line outside, and the women are like prisoners in the house, and there is no freedom to refuse at all. "The highest day was fifty-five people. Sadness, or affection, these feelings that belong to people, are no more. "The comfort women in Komachien were originally thirty, and only half of them were able to make it for three months, and then a hundred new comfort women were added, and the victims kept appearing."

I don't know if the "sacrifice" in this refers to whether it is that you can no longer hold on and leave, but the physical and mental damage to the women who have stayed there can be imagined.

There must be some "sacrifices" that have a special meaning. Kiyoichi Kazuki, head of the RAA's intelligence division, recalled, "Some of them were young girls who didn't know anything about the opposite sex, and they were ravaged by suddenly white and black people, and it was very pitiful. There was a girl who worked at Mitsui Bank, and the first customer was a black man, and the next day she jumped off the train and died. However, at that time, this kind of thing had to be kept secret, so we had to bury her in secret. Because of them, how many other Japanese women have been safe? That's all I can do to comfort myself. ”

The rations of the Japanese comfort stations were soon filled with ointments and anti-inflammatory drugs. However, when the Japanese police encountered a situation, they only asked the comfort women to "cooperate and endure as much as possible" when they encountered the situation, and of course they would not care, because the entire RAA's business is a state act. The above-mentioned Tsuchiura police chief even took out the police dormitory to serve as a comfort station.

The United States is one of the civilized countries in the world, and the quality of its soldiers is also relatively good, but the criminal acts of the US troops stationed in Japan are recorded by Japan as being quite high. These atrocities are difficult to disclose because of press restrictions imposed by the occupying forces. So much so that to this day, the Japanese upper echelons still call the US military stationed in Japan quite a gentleman - indeed, as an occupation force, the performance of the US army in Japan should be said to be relatively good, but the occupation army is the occupation army, if you read in the Japanese newspapers at the time about the crime committed by "people with very dark skin" (more than half of the early US troops stationed in Japan were black soldiers) "people wearing big boots on the thirteenth", the older generation of Japanese tacitly understood that this was talking about American soldiers. If it is a ** case, as long as there is no death, most of the victims can only consider themselves unlucky. During the Korean War, more than 200 black soldiers in Ogura refused to participate in the war and launched a riot, making Ogura, famous for its lively "Toen Festival", a city of robbery, **, and murderous chaos. This incident is also rarely known to outsiders because of the control of news reports, but it was described in Matsumoto Kiyohari's "Painting of the Black Ground".

The reason for this situation is that MacArthur was worried that his subordinates who had fought against the Japanese army in the war would be too vindictive, so he selected as many reservists as possible who had not participated in the war when he selected the US army. However, most of these reservists are low-quality people in the United States (those with higher quality have gone to the regular army), and even prison inmates have been pardoned to join the army, so it is inevitable that the crime rate is higher, and most of these people are around 20 years old and have a strong sexual desire, which is also a reason for the atrocities.

However, it is difficult to explain that the US military in Okinawa today still has cases such as ** women from time to time. However, judging from the fact that even if the US military is caught on the spot, it is rare to be found guilty of crimes, and the reason for the high crime rate of the US military in Japan is not impossible to speculate.

At a time when the comfort women were "working hard for the country" and "working hard to serve their duties", the Japanese upper echelons were in a different situation. On the one hand, the Japanese upper class secretly ordered to prevent women from the following families from being involved in comfort acts – the imperial family, the Chinese clan, the public family, and the zaibatsu – in other words, to let the "comfort" of the lower class women protect the chastity of the upper family. On the other hand, the Japanese right-wingers, who had been the most arrogant and arrogant in the war, hurriedly and actively threw themselves into the cause of the RAA and profited from it, such as Toshio Hishiya, an important cadre of the former Chicheng Association, and Taizaburo Okada, an important cadre of the National Quintessence Alliance, all of whom took advantage of this opportunity to make a windfall and "run around every day." The price of sexual services for American soldiers was about 100 yen per person, which was twice the average monthly salary of the Japanese at that time. Even, some of them are still world-famous big entrepreneurs and philanthropists today, but people don't know that their "donations" are stained with the blood and tears of comfort women.

The dark side of Japan is so clear, both before and after the war.

However, the fate of this "thriving" cause was cut in half in 1946 because of a small condom.

[Redirected from Iron Will Communityhttp://bbs./]

Although the Japanese "comfort stations" were equipped with condoms, few were used by the American soldiers, and the occupation forces could not resist the intimidation, resulting in the prevalence of sexually transmitted diseases in the RAA comfort stations. More than 90% of the comfort women in the RAA have venereal diseases.

This triggered a protest from the wives and relatives of the US military on the other side of the ocean. In particular, a reporter went deep into Japan's comfort station, filmed the inside story, and brought it back to the United States for publication, which caused an uproar. Mrs. Roosevelt, who was engaged in human rights activities, angrily asked MacArthur – "Are the boys of our United States openly sick from such a visit to a Japanese brothel?" Are you proud of this commander? American public opinion has criticized Sun Lie.

The embarrassed MacArthur had to make a decision. On March 10, 1946, the command of the occupation forces demanded that the Japanese government close all comfort stations on the grounds that it was "a flagrant betrayal of democratic ideals". On the 26th, the Japanese government ordered police stations in all localities to comply with the law and refused to allow US officers and soldiers to continue to visit comfort facilities.

The Japanese government immediately ordered the dismissal of the comfort women, and 55,000 comfort women, covered with scars, were driven out into the streets without any compensation.

MANY OF THESE COMFORT WOMEN CONTINUE TO ENGAGE IN THE PORNOGRAPHY INDUSTRY, OR SERVE THE U.S. MILITARY IN "TEA HOUSES", "CAFES", "BARS" AND OTHER PLACES RUN BY THE RAA, BECOMING SECRET PROSTITUTES CALLED "PANPAN" BY THE U.S. MILITARY; (The tacit agreement between the United States and Japan to replace public prostitution with secret prostitution and continue to provide comfort services, in fact, the RAA will not be officially terminated until four years later) or for the U.S. military**, called "An Li" (Japanese pronunciation of English "Only").

Without the compulsion of the contract with the comfort station, still doing the same thing, is it the moral degradation of these comfort women? Not exactly. The root cause is the Japanese government. Because of this kind of occupation, and most of them were sick, comfort women were difficult to accept in the original environment, but their little savings in their life were wiped out because the Japanese government carried out the "deposit freeze" policy at the same time - "deposit freezing" was a policy implemented by Japan at that time in order to solve the shortage of materials and replace the old and new currency systems, all currencies above five yen must be deposited in the bank and frozen, waiting for the circulation of new currency before it can be used, this freeze, is two and a half years, and when it is unfrozen, due to inflation, is already worth only a quarter of what was deposited. The freezing of their savings left the comfort women in a desperate situation of food and clothing, and their only livelihood was to continue to engage in the leather and meat business.

Among them, the fate of "Pan Pan" is even more miserable, their typical image is standing on the street, wearing heavy lipstick, wearing dresses made of fabric from the US military warehouse, and must meet the requirements of the US military anytime and anywhere in exchange for a meager income. At that time, a folk song sang: "Drunk American soldiers and Pan Pan do that kind of thing on the grass in the park, like dogs – three, five, ten children, learn American soldiers to twist their butts – Seiichi Morimura's work "Human Testimony", which was later made into a movie, describes the fate of "Pan Pan" and "An Li", and perhaps, some people remember the "Straw Hat Song"
