Chapter 320 Establishment Reform

If you don't turn a blind eye to some of the inappropriate behaviors of the local government, you can certainly clean up these situations with the cleaning of powerful departments such as the Inspectorate, but it is the same as what the magistrate of Jiaxing County said: Who will feed the hundreds of people?

Could it be that he still has to take out the war expenses that he has prepared for the military?

When the military has no money, how can it sell military rations and fodder, how can it pay settling-in allowances to newly recruited soldiers, how can it pay salaries to soldiers on active duty, and how can it buy shells, guns, and artillery.

In today's imperial situation, the expenses there cannot be deducted from the military expenses!

Although the battle of Wusong has now ended, the war between the empire and the coalition forces is not over, and the coalition forces are drawing reinforcements from all over South Asia, trying to gather enough troops to attack the Wusong fort or other places again, in this case, the imperial military naturally does not dare to have any slack.

After the Battle of Wusong, the military not only replenished the damaged 2nd Infantry Division, 6th Infantry Division, 7th Infantry Division, and 11th Infantry Division, but also accelerated the formation and training of several new units in 1858.

Long before the Allied forces marched into Shanghai, the Chinese Empire's 1858 strategic plan had already determined the plan for the expansion of five new infantry divisions, and although the Allied offensive caused the Chinese Empire to change its strategic plan on a large scale at the beginning of the year, the expansion plan did not change much, and the expansion of the new troops continued.

After the Eighth Infantry Division, which had already been organized into an army in the Battle of Wusong, the Ninth Infantry Division, another new unit of the Sixth Army, was also officially formed a few days after the Battle of Wusong.

It didn't take long for the actual participation in the war. And the 11th Infantry Division, which suffered a lot of losses in the Battle of Wusong, was also announced to be officially formed.

In other words, although the 11th Infantry Division during the Battle of Wusong had already participated in the battle. But in fact, it is a unit that has not yet been turned into, and it can be roughly regarded as the "provisional 11th Infantry Division". There is a difference between it and the formal formation of the army.

In mid-July, another important unit in the newly expanded troops, that is, the 12th Infantry Division under the jurisdiction of the Fifth Army, was also declared an army, but the announcement of the division as a formal army has some political implications, because it does not have a complete staffing and weaponry like several other troops; in fact, although the 12th Infantry Division had three infantry regiments under its jurisdiction when it was formally formed, each infantry regiment had only two infantry battalions, which means that the division was still short of three infantry battalions, and at the same time, the artillery unit was also seriously lacking. For the time being, its artillery regiment only had two artillery batteries, and one of them still used old captured artillery of the Qing army.

The rest of the planned units, such as the Second Guards Division, which is planned to be expanded, are only organized into one infantry artillery for the time being, and the artillery brigade that is planned to be expanded has only been trained into three heavy artillery battalions, which have been assigned to the Jiangyin fortress.

The planned expansion of the two cavalry regiments was also still in progress, and only three cavalry companies were formed into about 600 cavalry.

In any case, the expansion plan for 1858 was already overfulfilled in the first half of the year. At present, most of the tasks of the five infantry divisions, one guards division, two cavalry regiments, and one artillery brigade have been completed, and in particular, the expansion of the infantry units has been relatively smooth, and the formation of four infantry divisions is enough to give the Chinese army great resistance.

Of course, the combat effectiveness of this newly reorganized unit remains to be tested by war. Judging from the performance of the 11th Infantry Division, which has participated in the actual battle so far, it can only be said that it is unsatisfactory.

The 11th Division, which was assigned to the Second Army, participated in the Battle of Wusong, although it did not collapse on a large scale as the troops of the Auxiliary Defense Division. Although the officers and enlisted men had shown the courage they deserved, the lack of training still exposed them to a number of problems during the battle. As a result, it suffered a large number of casualties.

If the combat effectiveness of the 11th and 12th Divisions was only a lack of training, then the 8th Infantry Division and the 9th Infantry Division under the jurisdiction of the Sixth Army, which Shi Qingxuan trained and organized, were facing even more problems.

This is because the Sixth Army is a unit with all new equipment. The 1858 Linde rifle was used by the two infantry divisions, which differed from the previous Minnie rifle because it was a rear-loading rifle, which resulted in a very different combat pattern and tactics from the previous ones for the units using the new rifles.

Not only the rifle uses new weapons, but also their artillery is a new front-loading rifled artillery, although it still belongs to the ranks of front-loading artillery, but rifled artillery and smoothbore artillery are very different, and they are naturally facing many new problems in use.

In order to find out various tactics that can give better play to the new weapons, Shi Qingxuan has devoted all his energy to studying and testing all kinds of new tactics since he became commander of the Sixth Army at the end of last year.

In Shih's words, the use of new weapons, especially new rifles, will change the current model of army warfare, and his team will not only study how to load and shoot the 1858 Linde rifle, but also specific tactical applications.

What they're looking at is a brand new army war mode!

However, as a later man, Lin Zhe knew that no matter how he studied it, this breech-loading rifle would be the mainstream of future wars, and even if he was not a military expert in later generations, he could also know how people fought during World War I and World War II.

Therefore, in Shi Qingxuan's research, he gave the simplest and most direct instructions, that is, when using rear-loading rifles, the primary issue is to cover and a more appropriate and flexible formation.

For these systems proposed by Lin Zhe, Shi Qingxuan and others are very much in agreement with the concepts of bunkers and trenches, because in many actual battles in the past, bunkers such as trenches and breastworks have fully proved their actual combat value, and it is very necessary to continue to dig deeper.

However, objections remain to the so-called more flexible formations.

However, not only Shi Qingxuan, but also most of the officers of the Sixth Army maintained a cautious attitude towards changing the current establishment of the troops, believing that the current establishment of the troops had been tested in actual combat, and at the same time, the Chinese army was also very familiar with the application of the existing establishment, and it was estimated that it would be difficult for the officers to adapt to the command under the new establishment after the change.

Moreover, the current situation in the Chinese Army is too tense, and if the two infantry divisions of the Sixth Army were to abandon their existing establishment and change to other formations, it is estimated that the war would have ended long ago when the changes were completed.

In the face of this kind of conservative opinion, Lin Zhe does not force it, he sometimes makes a statement, but sometimes he will listen to the opinions of these generals, and now he is not very sure that the future three-three system, or four-four system, will definitely be suitable for contemporary wars.

You must know that although the 1858 rifle is a rear-loading rifle, it is actually quite different from the rifles that people are familiar with in later generations, the most important of which is the bullet.

The 1858 Linde rifle used not a metal cartridge case, but a paper case, and at the same time there were certain defects in terms of air leakage, and the rubber pads needed to be replaced frequently during actual combat, otherwise it would leak.

And then there is artillery, can the front-loading rifled artillery provide artillery support for the infantry as well as the artillery of later generations? If not, then continue to use the tactics of the afterlife?

These are all things that Lin Zhe has to consider!

For this reason, he did not force the Sixth Army to change its establishment, but in the newly formed Second Guards Division, he directly promoted the implementation of the new establishment.

As part of the expansion plan in 1858, the 2nd Guards Division was not the same as other army units, and the expansion of the rest of the troops was mainly the responsibility of the commanders of the field troops, but the expansion of the 2nd Guards Division was mainly the responsibility of the 1st Guards Division.

The officers of this unit are basically drawn from the First Guards Division, and the First Guards Division is also specifically responsible for the training work, and the specific training regulations are from Lin Zhe's own hands, so it is actually difficult for the departments of the Command to express their opinions on how the First Guards Division should be organized and trained.

To a certain extent, the Second Guards Division is the second unit that Lin Zhe has personally organized and trained since he trained Yu Shengjun.

The reason why he personally intervened in the training of the Second Guards Division was, on the one hand, out of loyalty considerations, and on the other hand, Lin Zhe also intended to treat the Second Guards Division as an experimental unit.

He wanted to use the training work of the Second Guards Division to test some troop formations and related weapons and tactics from later generations.

As a latecomer, Lin Zhe has a prophetic nature in his mind that other people in contemporary times do not have, and the small amount of military knowledge he knows is far inferior to that of military experts in later generations, even compared with ordinary military fans, but compared with contemporary people, the common sense he knows is very advanced.

And now, he is testing step by step whether these advanced military tactical concepts are in line with the army of this era!

For this reason, he was very attentive to the training of the 2nd Guards Division, and even the detailed organization of the troops was compiled by him himself.

In this establishment he compiled, he adopted some of the more familiar structures of later generations, such as an infantry company with three infantry platoons and an infantry battalion with four infantry companies.

It is very different from the current front-loading line formation, and not only the infantry is different, but also the artillery and baggage, engineering and other troops are also very different, such as the artillery regiment, the previous artillery regiment is under the jurisdiction of three twelve-pound artillery companies, a six-pounder cavalry artillery company, two mortar artillery companies, each artillery company is not divided into artillery types, all have six guns, and there is no artillery battalion in the middle.

The artillery establishment of the new Second Guards Division has undergone a deep reform, first of all, the establishment of an artillery battalion. (To be continued......)
