First of all, once the case enters the court, it means that the judges have determined that the case is indeed illegal.

Second, if more than two-thirds of the people's assessors find that the defendant has not violated the law, the trial process will be suspended. The court will temporarily seal the case and then organize new people's assessors to hear it again.

If the same case is found not to be illegal twice in the verdict of three people's assessors, the case will be sent to a higher court for trial.

However, people's assessors only have the power to determine that civil cases are not illegal. In the trial of all criminal cases, people's assessors can only choose the one with the most votes from among the multiple dispositions given by the adjudicators based on the arguments of the defense representatives of both sides.

In other words, although people's assessors have the right to participate in the trial of cases, their power is limited in both civil and criminal cases. In particular, in the trial of criminal cases, people's assessors do not have the power to determine whether the defendant is guilty or not, but only have the power to choose what degree and level of punishment the defendant will impose.

From this point of view, it seems that the people's jury system is a superficial article. But let's not forget that the Baath Party uses the people's representation system in all its institutions.
