After the trial implementation of the tax reform, it was not a big reduction in the proportion of taxes paid by the peasants, but in fact, in terms of the amount of regular taxes alone, it was slightly higher than in the pre-Qing era, which led to the fact that the fiscal revenue not only did not decrease, but increased a lot because of the unified taxation.

However, why is this tax reform, which actually increases the amount of taxes, welcomed by farmers and the business community? It is because from now on, the people only need to pay regular taxes, and do not need to pay all kinds of messy taxes and miscellaneous taxes!

For the people, what they are afraid of is never the positive tax collected by the state, but the local governments and counties and even individual officials privately extort under the banner of the state, including the middle and late dynasties of the former Qing Dynasty, the taxes directly levied by the state on the peasants are actually not high, but why are they still complaining, it is because the officials carry out wanton expropriation under the banner of the state.

On the one hand, the new tax reform implemented by the Soviet Union can unify the central finances and increase tax revenue. On the other hand, it can also allow the Soviet faction to gain the support of the people and reduce the occurrence of wanton expropriation and extortion.

The tax reform carried out by the Soviet system can rectify the tax situation and increase some of the central tax revenue in a certain way, but the tax reform only makes the tax collection more smooth and allows the tax that originally fell into the pockets of officials to return to the state treasury, but it will not allow the tax revenue to increase by a large margin in vain.

And how much tax it can collect in the territory controlled by the Soviet system actually has a roughly predictable amount.

According to the speculation of many officials of the Ministry of Finance, the taxes that the Soviet Union was able to collect in the provinces in 1908 were roughly as follows!

Among them, the first place is Fengtian Province, after Zhao Dongyun's vigorous support in recent years, Fengtian Province's resettlement has achieved great results, not only increasing the income of agricultural taxes, but also greatly increasing the output of agricultural products has also led to the rapid development of agricultural product processing industry, the most representative of which is the soybean industry.

Since the successful landing of soybeans in the European market, the rise of soybean exports in Northeast China can almost be described as a rocket, in 1905, soybean exports were only 780,000 tons, when the main market of soybeans in Northeast China was still in China.

Although the price of soybeans in the international market has fallen slightly in the past two years, but the export of soybeans in the northeast has doubled year after year, and the price of soybeans has decreased in recent years, but the price of soybean oil after processing has risen further, so it has not pulled down the total export volume of the soybean industry in the northeast, in 1907, the soybean industry in the three eastern provinces, including direct export of soybeans, soybean oil after preliminary processing, soybean cake, etc., the total export volume reached 42 million yuan, and next year, it is expected to break through to 60 million yuan.

Coupled with other export commodities of the three eastern provinces, the total export volume of the three eastern provinces is expected to exceed 90 million yuan next year, and the export of 100 million yuan will not be far away.

The decline in soybean prices and the rise in soybean oil prices also directly led the soybean industry operators in Northeast China to gradually transform from direct soybean exports to soybean processing industry, and in 1907 alone, there were as many as 38 new large and small oil mills opened in Huludao Industrial Zone and Yingkou Industrial Zone.

In addition to the leading pillar soybean industry, Fengtian's emerging textile industry in recent years has also developed quite rapidly, since the Russo-Japanese War, foreign foreign cloth almost fully launched the market of the three eastern provinces, and these market blanks are almost occupied by Fuyuan Yarn Factory, Huludao Textile Company and other private textile enterprises represented by the northern capital.

After the end of the Russo-Japanese War, when Yangbu wanted to re-enter the Northeast market, he found that the Northeast market had been firmly controlled by local private enterprises with northern capital such as Fuyuan Yarn Factory and Huludao Textile Company.

The soybean industry, the textile industry, and the traditional brewing industry, the above are the main economic pillars of Fengtian at present, as for iron ore and coal mines, so there is already Fushun Coal Mine, but the Northeast in this era is far from being a heavy industry base, and the proportion of heavy industry in Fengtian's economy is not worth mentioning.

The rapid development of the soybean industry and the textile industry has naturally led to the development of other industries, such as transportation, finance, and even machinery and coal.

Before the Russo-Japanese War, Mukden was still a well-known poor province, but in just three or four years, Fengtian developed into one of the country's economic powerhouses.

According to the preliminary statistics of the Ministry of Finance, in 1907, Fengtian ranked third in China with an annual fiscal revenue of 37 million yuan, second only to Jiangsu and Guangdong provinces, but already surpassed Sichuan, Hubei, Zhejiang, Shandong, and Zhili (excluding the Tangshan Administrative Office).

And what about next year?

The Ministry of Finance predicts that the fiscal revenue of Fengtian Province will be 50 million yuan next year, and with the addition of Heilongjiang and Jilin provinces, the fiscal revenue of the three eastern provinces is expected to exceed 70 million yuan.

There is no doubt that the three eastern provinces, or Mukden Province, are the foundation of the Soviet Union's struggle for dominance!
