This kind of thing will not work in Russia, because the Russians are dead-headed, and you have to sue them for not doing GC doctrine, but the leadership of the Bolshevik Party must insist. Then the Russians must have rebelled. Therefore, GCISM must be realized, but the speed of implementation can be slower and slower, and the method of implementation can be more harmonious. So Bukharin proposed the "turtle speed" and "slow" construction of socialism (that was the initial stage of GCISM).

Well, socialism and GCISM can be taken slowly, but what about the non-public ownership that arises from the mutual prosperity of various economic forces and various economic components? Could it be that there are still capitalists in GCISM? The brainless Russian people will not agree to drop either! So there has to be a reasonable explanation. In this regard, Bukharin believed that the various non-public ownership economies would "grow peacefully into socialism."

This sounds a bit like a revisionist view, but it's not. Revisionism advocates universal suffrage through government and macroeconomic regulation and control to turn capitalist society into a socialist society. Bukharin's point of view, on the other hand, was that there was no such thing as universal suffrage, and that he was adhering to the leadership of the Bolshevik Party. Although the Russian GCD of this era had all kinds of shortcomings, one thing was still commendable. The main body of this party, at least at the top, still believes that there is such a thing as GCISM! So it's a real GCD. Bukharin's viewpoint can certainly bring about relatively good economic development in the short term, and it is also possible to ease the external pressure on Russia.

However, most of the people in this room believed that this line would certainly not bring real GCISM to Russia, so they were mostly against Bukharin's claims! It is believed that Bukharin's proposition is the dictatorship of the Bolshevik Party plus the capitalist economic system, which is what Chinese revisionists call "bureaucratic capitalism......
