These two warships were not so much a challenge to the Tohoku Autonomous Region as an act of self-preservation by Japan.

The Nagasaki incident quickly became the fuse for the Japanese right-wing to stir up hatred of China in society. Japan's limited resources and narrow market limited capitalist development.
