Article 7: The medal of the First Sino-Japanese Naval Battle is a shield medal, and the battleship cannon is used as a symbol. There is no hierarchy. Silver, with a large cannon muzzle inlaid with obsidian.
Awarded to Imperial soldiers, the award criteria are: Imperial soldiers who participated in the First Sino-Japanese Naval War.

3. Civilian Honor Levels and Standards

Awarded to citizens of the Empire, awarded by the following criteria: Considerable merit in empire-building or considerable achievement in the corresponding discipline. The political strategy category includes national politics, economics, law, and education.

Article 2: The Xuanwu Medal is a star medal, with Xuanwu and Huabiao as the symbol. There are three classes.

Article 6: The list of persons to whom the Medal shall be awarded shall be submitted to the Reich Chancellery for examination and approval by the Vice-Ministers of the Ministries.
