The Seventh Emergency Congress of the Bolsheviks was important and was able to keep Li Xiaofeng in Petrograd not only because of the Brest Contract. In fact, the main tasks of this emergency congress are as follows:

However, the authenticity of the Central Committee's summary report is not up to Bukharin and his Left Communist Union. After discussions among the delegates, the summary report of the Central Committee was adopted and the Central Committee's assessment of the international and domestic situation was approved.
Definitely a big blow for Bukharin, how to say it? Maybe most people don't particularly care about the summary report or something, and always think that this thing is just an official article, and it is a waste of time and energy to fool things.
But in reality, the summary report is very important for people in the mixed political arena, because it is a weather vane, it can represent a way of thinking. Once the summary report is approved. Then the new Central Committee will have to work on the basis of a summary report. Don't even think about jumping out of the box.
After understanding this. Needless to say, the summary made by the Central Committee under the leadership of Lenin, or the frame drawn by it, made him very uncomfortable, and if he did not reject it, the situation of the struggle would be very unfavorable to him.
This is also the case, with the adoption of the summary report of the Central Committee. Soon, the task of revising the party programme and the name of the party fell on the shoulders of Lenin, Sverdlov, Stalin, Trotsky, Dzerzhinsky and Vladimirsky.

Such an important event did not fall on the shoulders of Bukharin's comrades, and in a sense, their game had failed.
The Russian Social Democratic Labour Party is also known as the Bolsheviks. After decades of existence, the accumulation has finally become qualitative. It was upgraded to the Communist Party of Russia, referred to as the Russian Communist Party. The revision of the party program was based on the program drawn up by Lenin. It can be said that this congress completely established Lenin's position as the core of leadership, and it was difficult for anyone else to shake him in the slightest.
The barrage of blows left Bukharin in disarray, but the blows, though severe, were not fatal to him, but soon the fatal blow was coming.
When the Resolution on War and Peace was passed by a large majority, Bukharin felt that the sky had fallen, which meant that the Brest Pact had been accepted by the Russian Communist Party, and that the next step was to go through the motions of the Central Executive Committee of the Soviets (where the Bolsheviks had a huge advantage, and it was basically a piece of cake to pass it). That is, Bukharin tried hard for half a day, but as a result, he suffered a Waterloo-like fiasco.
In its resolution, the congress stated: The first and most basic task of our Party, the entire vanguard of the conscious proletariat and the Soviets is to take the most powerful, decisive and severe measures to strengthen the self-discipline and discipline of the Russian workers and peasants, and at the same time to educate the masses to rise up in defense of the socialist Fatherland, to organize the Red Army, to conduct general military training of the people...... and decided that the line taken by Lenin on the Brest Pact was completely correct.
This is not a heavy blow, and Bukharin knows that he must take action immediately, and he must immediately save the situation, otherwise he will really collapse. After intense and short small-scale discussions, he, Ulitsky, and Bubnov urgently issued a "Letter to All Party Members" before the congress closed.
"The gravity of the situation and the great disagreement that exists in the question of the Brest Agreement, the greatest problem of our party at the moment, urgently require us to present a truly meaningful political programme at the time of the convening of the Congress of All Party members...... The sinister revolutionary situation will shatter all illusions in the shortest possible time...... There is no point in prolonging hunger for the time being, the peace policy of the Central Committee has departed from the revolutionary road of the proletariat, and this policy has shifted from the position of the revolutionary proletariat to the position of soldiers without fixed class characteristics, and it can be seen from the present international situation that this is completely opportunism! In reality, however, such opportunistic predictions could never have been realized, either because of the social antagonism between the predatory monarchy of Germany and the proletarian system of Russia, or because of the actual intentions of Germany...... From a practical point of view, such a policy will lead to the capitulation of the proletariat in the class war against the bourgeoisie at home and abroad! ”
From Li Xiaofeng's point of view, although Bukharin's words are rather ugly, they cannot be said to be completely unreasonable. For example, it is quite correct to say that the Bolsheviks changed from "the position of the revolutionary proletariat to the position of the soldiers, who have no fixed class characteristics".
Objectively speaking, it was the "gray cattle" of the front, who pushed Russia from the February Revolution to the October Revolution, and finally to the stage of civil war, with millions of war-weary soldiers constantly breaking down in the direction of Petrograd and Moscow with the continuous offensive of the German-Austrian bloc. Their will greatly influenced the direction of the development of the revolution.
After the February Revolution, the Cadets, the Social Revolutionaries and the Mensheviks were politically positive and widely welcomed. But it's only been more than half a year. These guys have become street rats. Why did the attitude of the masses change so quickly? Among them, the most critical promoters and forces opposing them were the soldiers who had fled from the front.
When hundreds of thousands of soldiers flocked to the two centers of the revolution, as they became more and more impatient with the Cadets and Social Revolutionaries, it was not impossible to foresee the overthrow of them with the weapons in their hands. To put it mildly, it was these routs that invisibly promoted the development of the revolution. Without them, it would have been too difficult for the Bolsheviks to succeed.
But Bukharin was not at ease with this group of soldiers, because this group only wanted to end the war. Then hastened to divide the land equally so that they could go home and live a small life, that is to say, Bukharin, who was very suspicious that when they had achieved their goal, they would be scattered, and that they would no longer work for the Bolsheviks and the proletarian revolution, and that the party would be in danger!
Objectively speaking, Bukharin's concerns are very reasonable, according to Lenin's theory of turning an international war into a civil war, a civil war must be fought, so who will fight it? Relying on these routs who just want to reap the benefits?
Anyway, Bukharin did not trust this group of people, in fact, even the master of the mentor did not trust this group of people. Otherwise, the Red Army would not have been formed in a hurry. The reason was that he also knew that the goods were unreliable, which was why the Bolsheviks at that time were so embarrassed when they faced the rebellion of the Czech Legion in May.
At that time, the Bolsheviks on the one hand demobilized the original Tsarist army in large numbers. On the other hand, the Red Army was actively organized, and the military strength of the Bolsheviks at that time was really very empty, if the old army was really powerful and reliable, the 50,000-strong Czech army was a fart, but at the peak of Tsarist Russia, there were millions of troops, and one person could drown those goods with a mouthful of foam!
From this point of view, it was indeed problematic for the Bolsheviks to cater to the rout, and perhaps there would really be a situation like that Bukharin, which surrendered to the German-Austrian bloc externally, and was no match for the White Bandit Army internally.
But was Lenin willing to accept the Germans' coercion and be called a traitor just to curry favor with the rout? And, with his political wisdom, could he not see the unreliability of the rout?
Of course, Lenin could see it, and even he knew it better than Bukharin, so why did he still choose to cater to these routs? There are several reasons for this:
First of all, it was not only the soldiers at the front who were disgusted with the war, but all of the Russians, from workers to peasants and small craftsmen, were physically and mentally exhausted and had no interest in continuing the war. From this point of view, the rout and Bukharin's so-called proletariat have common interests, which determines that the two sides can cooperate.
Secondly, the Bolsheviks were too thin compared to the Socialist-Revolutionaries and the Cadets, and if they did not cater to the rout, how could they hold on to the guns? The October Revolution without a gun and talking about a fart?
At this point, Lenin had a bit of political wisdom whether it was a white cat or a black cat catching a mouse or a good cat. If you can't even grasp the political power, it's not a waste of saliva and YY to talk so much.
In the end, Lenin also had a solution to the problem of the rout, and he was unwilling to fight and wanted to go home, which was not a problem. You are not a revolutionary army, so I will borrow your hand to come to power first, and then organize a real revolutionary army to replace you. Anyway, as long as you don't make trouble and obediently go home to farm, you will contribute to the construction of a stable and harmonious society.
It should be said that Lenin's abacus was still very fine, let the defeated soldiers go home and live and work in peace and contentment, and most of the outstanding contradictions in society would be solved, and without them to stir up, the government would be stable, at least there would be no need to worry about these millions of people making trouble.
Moreover, the big soldiers went home obediently, and the old officers who supported the bourgeoisie to make trouble are gone, and the basis for them to make trouble is that they have soldiers and guns, if there is no one, how can they make trouble? It's not the fish on the chopping board!
Unfortunately, the Brest Pact was dragged for too long, from November 1917 to March of the following year, and it was not even a few months before the collapse of the German-Austrian bloc was completed, which indirectly reduced the time for the Bolsheviks to prepare for the outbreak of civil war.
If the Bolsheviks had come to an agreement earlier and had been preparing for a few more months, the Czech Legion rebellion would not have had such a ripple effect as it has ever caused. Objectively speaking, Bukharin would have become the one who pulled the back legs, and without him to stir things up, things would not have become as complicated and out of control as they were later.
And there is an advantage to this, the routs want to have land to plant. There is a room to live in. Then you can only fight the local tyrants and divide the land. And if you do. It was obvious that the defeated soldiers would be pitted against the bourgeoisie and the landlords. In order to defend their "rights and interests", it is believed that the defeated soldiers will be happy to make the Russian bourgeoisie and aristocratic landlords suffer.
If the Bolsheviks, in accordance with Lenin's plan, took advantage of the fact that the Entente bloc was busy with a stalemate with the Allies, prepared for battle, and decisively intervened forcefully at the first sign of civil war, the Russian civil war would not have to be fought for three years. Without the support of the Entente, it would have been the death of either the Czech Army or the White Army. That's really nothing.
After figuring this out, it is even more funny to look back at Bukharin's "Letter to All Party Members", which is completely dogmatism, one-sidedly believing that the defeated army does not have class attributes (to tell the truth, most of these people are peasants or serfs, and the class attributes are very clear), so as to talk about surrender and defeat. But he never used his brains much, and if he fell out with the rout, he would use the military strength of the Bolsheviks. Talk about Mao's revolution.
And according to Bukharin, it was to fight imperialism. What to fight? The Red Army had just been born, and the workers' armed forces were very weak, so could it be that this unreliable group of routs? Therefore, on the one hand, this thing is talking about the unreliability of the defeated army, not the proletariat, and cannot listen to their opinions, and on the other hand, what is it said to resist the German invaders, let me ask, who to rely on to resist the German invaders, is it not the group of people who you have just decided to be unreliable?
Therefore, this is pure nonsense, the truth is just like Lenin said - we have no army, we cannot protect ourselves, in order to win the victory of the revolution, we can only accept the blackmail of the Germans and bury our heads in solving the domestic problems.
Fortunately, there were not many people with the same brains as Bukharin at that time, and with Lenin's efforts, the Brest Pact was passed, and Bukharin's "Letter to All Party Members" was basically unpopular. The Left-wing Communists, led by Bukharin, could only protest again by withdrawing from the Soviet government.
Looking at Bukharin and his comrades who left the scene angrily, Li Xiaofeng was a little disdainful, Nima, you have all quit once, okay, is it interesting to fry rice? If you guys really have a kind, then withdraw from the Central Committee, just like Kamenev and Zinoviev before them, then Brother will look down on you. Well, if you want to retreat now, it's just hypocritical.
In fact, Li Xiaofeng's anger is understandable, because in the new Central Committee, he did not hold a position, not even an alternate Central Committee, but Bukharin, who opposed Lenin, continued to retain his position as a member of the Central Committee. Of course, this guy will feel resentful.
Of course, what made him most angry was not that Bukharin was a member of the Central Committee, but that Zinoviev had become a member of the Central Committee again, which was what annoyed him the most.
Why did Zinoviev become a member of the Central Committee again? Then we have to start with the change of attitude of this goods, the October Revolution stood on the wrong team, and he was disgraced and disgraced, and he felt that he could not mix with Kamenev anymore, and then mixed with stones, it would be really a bleak future!
So for a period of time after that, this product was very low-key, actively admitting mistakes and seeking forgiveness from the mentor, and on the other hand, he was also carefully observing the situation in the party, waiting for the opportunity to make a comeback.
How else to say that everything is only afraid of people with hearts? After the negotiations with Germany began, Zinoviev finally waited for his opportunity, and when the Trotsky-Bukharinic clique and Lenin fought against each other, he resolutely re-sided with his mentor, and tried his best to sing the praises of his mentor's line.
Although Lenin was very dissatisfied with Zinoviev's mistakes before, and did not like this guy in his heart, the situation at that time determined that he must unite all the forces that could be united, even Zinoviev, a traitor, as long as he could speak for his line, then he could unite.
With Lenin's great victory in the subsequent struggle, Zinoviev was also mixed up in the top position in this Central Committee, which can be regarded as a punishment and a reward for meritorious service!
Of course, the members of the Central Committee are not so expensive these years, after all, there is still the Politburo above, and the Central Committee subsequently elected a new Politburo, which is actually not new, it is nothing more than two people who fell from the Politburo on the wrong side this time, one is Ulitsky, and the other is Bublov.
Ulitsky is a little better, he still retains the title of alternate lieutenant, but Bublov really fell from the clouds to the bottom of the well, and he didn't even catch the alternate lieutenant.
The conference is over, although Li Xiaofeng feels that he is in a panic, he has made so many contributions, and he has not caught the most fart, but in fact, the account is not calculated like that, after the list of this Central Committee came out, someone actually made money.
